Centra Costa Health plan, of Advice Nurse Services for members of the
Partnership Healthy Plan of California.
FINANCIAL IMPACT:
Contractor will pay County a minimum monthly fee of $10, 850 for
provision bythe Conga Costa Health Plan of Advice Nurse Services.
ahe revenue generated by this Contract will be used to offset the cost
of Contra Costa Health Plan' s .Advice Nurse services'.

On June 15, 1999, the Board of Supervisors approved Contract ##29-771>-3
with Partnership Health Plan. of California (formerly Solano
Partnership Health Plan) , for the period from May 1, 1999 through
October 31, 1999,, to provide Partnership' s Health Flan members with
teLeohone services from Contra Costa Health Plans Advice Nurses
including information about how to access urgent care services;
Authorization for emergency services; and Medical advice.
..:he Partnership Health Plan of California is the entity which oversees
Solano County; s ?fedi-Cal "unaged Care Program and whish recently
enrolled approximately 8700 Members who reside in Napa County.
Approval of this Contract ##29-771-4 will allow Contra Costa Health
Plan to continue providing after hours Advice Nurse services to
members of the Partnership Health Plan of California through January
31, 2000 .

Agreement #29--495-1 with Acalanes inion High School District, for
the period from September 2, 1.998 through August 31., 1999 .
Approval of Interagency Agreement #F29-495-2 will' allow Acalanes
Union High School District (AUHSD) to continue paying the County for
she provision of professional mental: health intervention services to
.AUHSD-designated severely emotionally disturbed Special. Education
students, who are participants in. the Learning Intervention Center
at Del Valle School., and their families through August. 31., 2000 .

IBJ, REASON'S FOR RECOMMENDATION/BACKGROUND:
The Mate of California Employment Development Department (EDD) is a partner with the
Private Industry Council in the EASTSAY Works consortium of employment and training
agencies that provide services through Contra Costa County One-Stop Career Centers. A
seismic survey must be completed in order for EDD to occupy space in the San Pablo
(International Market Place) One-Stop Career Center. This contract will reimburse the County
for the seismic survey.

The I 9S6 Amendments to the Federal Sale Drihicing Mater Act(SDWA)established a new program to protect gra
and'surface waters that supply the drinking water of public water systems. Under SDWA,each State was required to
prepare a Source'mater Assessment and,Protection Program(SWAP)and submit it to the L rated States Environmental
Protection_Agency for apprmal.

it is anticipated that the S39,650.00($325. 310 will not provide full cost revery for the program. Each
rebated small water system pays an annual fee,and the She Department of Health Services has aid tit the
DWSAP=be used as part of our annual inspection and permit activities. With these two ftmding sources combined,
it is anticipated that the DWSAP can be completed without additional staff and without a new county cost.

If the contact were not approved,the DWSAP program would have to be completed by the State Department of Health
Services,Division of Drigg Aster(D17 D. I'm DDW staff have indicated that the assessment would be conducted
from ftir Berkeley office. The DDW staff have indicated that these assessments would utilim very conservative
Ssmrm. Protection Vis,which could result in denying water analyses waivers to the Srnall'Water System
owners. The owners would then have to pay additional annual cis for the analyses,and larger protection zones could
unpact fatter land uses around the eater sources.

This Contract meets the social needs of the County' s population in
that addicted individuals are provided the opportunity to recover
from the effects of alcohol and other drug use and become self
sufficient individuals who can contribute ter their families and
communities as clean and sober individuals.
On January 26, 1999, the Board of Supervisors approved Novation
Contract #24-578-1-1 (as amended by Administrative Amendment
Agreement #24-578-12) for the period from July 1, 1998 through iiune
3 , 1999 ;fib<ich inc;uded provisions for a six-month' automatic
extension through December 31, 1999) for the provision of drug and
alcohol programs and residential treatment services .
Approval of Novation Contract 424-578-13 replaces the six-month
automatic extension under the prier Contract and allows the
Contractor to continue providing services through June 30, 2000 .

On February 23 , 1999, the Board of Supervisors approved Contract 24-
983 With Gwendolyn Lindsey, for the period from February 1, 1999
through January ; 31, 2000, for the provisionof Dual Diagnosis
services to the Department with regard to the Health, :sousing, and
Integrated. Services Network (HMSN) Project.
The ,purpose of this Board Order is to advise the Board of Supervisors
that the Department and the Contractor, have agreed to terminate
Contract 24-983, effective September 20, 1999.
