WHEREAS twenty perces.`of adults—or one infive—willexperience a psychiatric episode
during their lifetime that is severe enough to require treatment, and many more have problems
that prevent thenar from enjoying their lives;
WHEREAS due to recent scientific advancements in the understanding, diagnosis and
treatment ofpsychiatric disabilities, millions of Americans are reclaiming full and productive
livers
WHEREAS consumer advocacy and self help programs, with the underlying philosophy that
the best helpers are often those who have experienced similar problems, provide emotional
support and practical help for promoting recovery, an on-going process of sed-directed
healing and transformation, among their members,
WBEREAS it is recognized that families and significant others play an important supportive
role in the recovery process and are a vital resource in assisting their loved€nes with
psychiatric stabilities,
NOW, THEREFORE, LET IT BE RESOLVED BY THE CONTRA COSTA COUNTY
BOARDOF SUPERVISORS, that the Members proclaim October 3, 1999 to October 10,
1999 as ' 'ental Illness Awareness week f and request the support of Contra Costa County
residents and organizations in this Fort to increase awareness o,f psychiattric disabilities and
to promote the understanding that, through proper treatment and rehabilitation, individuals
are able to resume productive, satisfying Fives.

OCTOBER "BREAST CANCER AWARENESS MONTH"
IN CONTRA COSTA COUNTY
WHEREAS, breast cancer is a devastating public health crisis, the recast common cancer among
.omen and the second leading cause of cancer death for women in the U.S. and California; and
WHEREAS, women in Contra Costa have the second highest incidence of breast cancer in the state.
Contra Costa's breast cancer rate is the highest in the state among Hispanics, second highest among
Asian women and third highest among African.American women; and
WHEREAS, early detection. --- through clinical breast examinations and mammograms _e_ is the best
sway to improve a woman's chances for survival against breast cancer;
WHEREAS,S, the Contra Costa Breast Cancer Partnership is a coalition formed by community -based
organizations, breast cancer survivors, advocates, health care providers and county agencies to
male breast cancer screening a community priority;
WHEREAS, the Partnership would lice to honor the special efforts of community organizations to
educate and raise awareness of low income and underserved women about the importance of breast
health check-ups-
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of Contra Costa County does
.hereby proclaim the month of October, 1999 as "Breast Cancer Awareness Month."

RECOGNIZING OCTOBER, 19"AS
DOMESTIC VIOLENCE AWARENESS MONTH
IN CONTRA COSTA COUNTY
WHEREAS, Domestic Violence is a serious crime that affects people of all races,ages,
income levels, and sexes; and
WHEREAS, the crime of domestic violence violates an individual's privacy, dignity,
security, and humanity,due to the systematic use of physical,emotional, sexual,psychological,
and economic control or abuse; and
WHEREAS, the total health care casts of family violence are estimated in the hundreds
of millions each year;and
WHEREAS, Battered Women's.Alternatives has spent the past twenty-two years
working to eliminate domestic violence; and
WHEREAS, Battered Women's Alternatives is the largest domestic violence agency in
northern California and the sale provider of domestic violence services in Contra Costa County
serving 12, 5€0 women annually, and
WHEREAS,Battered Women's Alternatives is a multi-service agency which provides a
bread range of services,including a twenty-four hour crisis line; shelter;legal advocacy; one-to-
one counseling;couples counseling; family counseling; employment assistance' batterer's
treatment program; emergency response teams working in collaboration with police departments;
and prevention programs; and
WHEREAS,only a coordinated community effort will put a stop to this heinous crime.
NOW,THEREFORE,RE IT RESOLVED that the Board of Supervisors of the'County
of Contra Costa,California, does hereby recognize the important work done by Battered
Women's Alternatives and hereby proclaim the month of October, 1999 as DOMESTIC
VIOLENCE AWARENESS MONTH, and urge all citizens to actively participate in the
scheduled activities and programs sponsored by uttered Women's Alternatives to work toward
the elimination of personal and institutional violence against women.

WHEREAS, Contra Costa County's first annual "Walk a Child to School Day"
will be held on Wednesday, October 6,1999; and
WHEREAS, Verde Elementary School in North Richmond was chosen as the
first ever Contra Costa Coo ty`Waltz a Child to School Day"site,and<
,WHEREAS,.the purpose of'Walk R Child To School Day Is Ito encourage
parents and community members t® leave their cars at homeland walk
children to school;and
WHEREAS,this event affords parents the opportunity to spend more time
with their children and practice safe pedestrian behavior,and
WHEREAS,a portion of the project will include parents and children
recording what they see Ion their route to schools and
WHEREAS, this information can be translated into a working list that
various governmental agencies can use to ensure that the children in North
Richmond have a route to school that is safe and clean of debris;and
NOW,THEREFORE 13E IT RESOLVED, that the Board of Supervisors does
hereby declare October 6m 1999 as `Walk a Child to School Daym in North
Richmond.
