SPECIFIC REQU'ES'T(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOIbIMENDED ACTION: ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services, Administration for Children and Families, in the amount of $10,501,460 for Head Start program services for the period from January 1, 1999 through December 31, 1999. 11. FINANCIAL IMPACT: Funding for the period from January 1, 1999 through June 30, 1999 will be added via appropriation adjustment to the FY 1995-99 Community Services Department Budget. Funding for the period from July 1, 1999 through December 31, 1999 will be included in the Department's FY 1999-00 Budget. County, as the Grantee, is required to generate a 20% non-federal local match of in-kind, non-cash contributions in the amount of$2,625,365. III, CHILDREN'S IMPACT STATEMENT: The Community Services Department Head Start Program supports two of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, health, and social services, along with a strong parent involvement focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring about a greater degree of social competence in preschool children from low-income families. IV. REASONS FOR RECQMMENDATIONS/BACKGROUND: On September 15, 1998, the Board of Supervisors approved the submission of the 1999 Head Start Basic Grant application to the U.S. Department of Health and Human Services, Administration for Children and Families. The application has been approved in its entirety, totaling $10,501,460. Our agency is a Department in County Government. We provide services throughout Contra Costa County to farnilies living in all of the county's local school districts and all of the county zip codes. Most of our directly operated centers are in the West county area while agencies in our collaboration with.the Contra Costa College District are in all areas of the county except the high income areas of Clayton,Danville,and San Ramon,Maraga, Orinda,L ayaf3itte and Walnut Creek. Our agency is a Community Action Agency whose mission is to build community by assisting low-income families become or remain self-sufficient. We operate Head Start, General Child Care, Full-day State Preschool, and State Preschool centers, Head Start operates a small family child care network. Our agency also provides emergency energy assistance and home weatherizatior to eligible families. We collaborate with other county departments and community based agencies to provide services in addition to'those offered directly by us. Bot,Head Start and Child Development support parent involvement in our, programs. Programs are designed to use developmentally appropriate environments and activities to promote children's positive physical, cognitive, ial/emotionaL and creative growth. Our curriculum is eclectic using strategies from Pieget, High Scope and the Emergent Curriculum. Complete one page for each age group (infant„ Toddler, Preschool, School age). PRESCHOOL a) Cognitive:. Children are assessed during the first 30 clays of enrollment. If special needs are noted children are referred to specialists for consultations and an IEP if warranted. Lesson plans are designed to meet the developmental needs of children. The learning environment is structured and activities scheduled to help the children move from one developmental stage to another as is appropriate for the age and nes of the child. Activities and materials are available to enrich the experiences.ofchildren_reasoning,.orgaruzin�and-planning and problem solving. b) Language: Language development is a core part of our daily curriculum. The agency attempts to provide teaching staff having at least minimal conversational skills in the children's first language. All daily activities are language rich and field trips and special guests are incorporated into the yearly plan to enrich the childrens experiences. Books,toys and games are provided to enrich the children's awareness of symbolic Language. 'Teachers model appropriate grammar and strive to develop vocabulary in every activity,even the daily routines of hand washing,napping,etc. Children having articulation problems or language delays are referred to the speech therapist who provides on-site therapy. Listening as well as speaking is stressed. c) Social/Emotional.- Our classrooms are child-zntered. Children's rights are respected and children are offered as many choices as are appropriate in a group learning environment. Routines are designed to help the children move through the day as smoothly a possible without stns and.confusion. Pared are welcomed into the program as visitors and Baily contacts between the staff and parents provide a smooth transition between home and school. Conflicts Eetwom children are used to teach children problem solving and non-violent methods of resolving conflict. Children whose behavior is detrimental to self and others are referred to the agency's rrtental health consult for intervention. The support staff works with the parents to help the children learn more socially acceptable methods of behavior control. d) Physical Development: The children have physical examinations prior to entering the program. A health history is part of each ci ild's enrollinent record. All children receive the appropriate iinraunizations before entry. The children receive additional hearing;and vision screening. We measure and weigh the children periodically to insure normal growth. The program provides nutritious meals and nutrition education to the children and parents. We provide a wide variety of outdoor and indoor,large motor and fine motor activities to assist the children in developing their coordination, stamina, strength and agility. Children when appear to have physical problems are referred to the agency's nurse for consultation. The agency works with the parents and other agencies to provide appropriately for children with special needs. Children with physical disabilities are evaluated and services are provided when we are aide to provide the child with the least restrictive environment. Infant Toddler Program (If applicable) Describe how your agency ensures that the four cornerstones sof the Program for Infant Toddler Caregivers are reflected in the program. a) Primary caregivers who are responsible for each child's care. The development of a relationship between the children and the teachers in our Infant/Toddler program support the primary caregiver system. Each infant/toddler shares a strong bond with an assigned primary caregiver who is principally responsible for that child's care. Each primary caregiver works closely with three infants or four toddlers throughout the day. The system promotes quality care and ensures love, trust and-respect for the infant/toddler's individualized steeds, growth and development. The primary caregiver works with other caregivers for small group activities indoor or outdoor to enhance the infant/toddler's social and linguistic stimulation and experiences.The child's parent relates primarily with one caregiver to insure a strong home- center partnership. b) Small groups with no more than six infants or twelve toddlers. Although the Agency promotes the primary caregiver system for intimate care and security, we provide time for small group sizes partiadarly for the infants and toddlers' social and linguistic growth and.development. Infarcts and toddlers are sensitive to noises, ,action activities and adult body language all around them. `Poo many interactions may stress an infant or toddler. We shelter young children from over-stimulation. The small group sizes nurture appropriate stimulation while maintaining close contact with a primary caregiver. c) Continuity of care to promote stable, long-term relationships. The Agency provides care for the infants and toddlers in the Infant/Toddler Center from three; months to two years and nine months of age. The toddlers are then phased into a preschool class at one of the Agency operated Children's Centers in the community for continuing .. services. 'Theis primary caregivers are able.to maintain contact with therem and their families and share significant information with their preschool teachers. d) Each child develops and maintains its own individual schedules. The Agency's primary caregiver system is designed to develop, implement and record the infants' and toddlers' individualized schedules. Although time is allotted for small group stimulation, we strongly emphasize understanding subtle cues from the child for immediate response from the primary caregiver. The caregivers are trained to carefully observe the infants' and toddlers' individual methods of expressing needs and respond appropriately to reinforce learning. The Infants and toddlers are nurtured and ensured intimate support while their individual needs are being met. When parents seek enrollment in our centers they are ranked according to CDD priorities for need(working, in training,or CPS), income eligibility,and age(State Preschool). When their name comes to the top ofthe list they are called.for a fare- to-face interview where they provide documentation of eligibility. If for services,they are provided orientation,given a parent handbook,and receive a tour of the site. They meet the teacher and are encouraged to spend time visiting the classroom. Parents are informed that they are welcome to visit any time and invited to attend monthly parent meetings. Annually parents receive a survey providing us wiffi feedback and informing us of any needs they have that we might be able to address inn our program. Parents are officers ofthe PAC and assist in planting the parent program and reviewing the meters for the program's annual self-review. Parents-receive a-monthly-newsletter-and.have at least two Conferences with their child's teacher each year. Each site maintains a parent information board for fliers and articles. Centers have a small library with books and tapes that parents may borrow. Interpreters are provided at parent conference and meetings as needed, Written information is provided in the language ofthe parent when possible. Parents are repired to sign their children in and out of the meter daily, Parents am advised of their appeal rights when adverse actions must be taken changing their service. Classroom teachers are encouraged to share information with the parents informally on a day to day basis as the children are dropped off' of picked up from the center. Notice of unusually events such as accidents and/or injuries are reported in writing to parents. In einergency situations the parents are informed immediately. If children need special assistance from the Nurse,Mental Health Therapists,Speech Therapists the parents are involved in the conference to develop the IEP. b)Describe the rale of the Parent Advisory Committee(PAC)in your program. Each center has a Parent Club or Advisory Committee. The design and level of activity varies from site to site depending upon program type, center's size, location, and input from the parents. Parents elect officers at an opera parent meeting. Parents, Site Supervisors and, Teachers plan activities for tate Parent Club for the year. We surrey parents` interests and needs to collect information for tate planning process. Typical activities of Parent Clubs are: involvement in the program's annual review, fund raising, health fairs, art fairs, took fairs, field trips, parent workshops, etc. Some parent grasps develop a newsletter for their site. Some parents enjoy visiting and working in the classrooms whenever their family commitments permit. Parents volunteer in our State Preschool classrooms everyday. To encourage higher parent participation,we request that State Preschool parents snake a written conitnitnient to provide voluntary support of some type to the program. This can be either: - Child Development Program Director Permit, or - Children's Center Supervision Permit, or a • A current credential issued bythe Commission on Teacher Credentialing authorizing teaching service in elementary school or a single subject credential in home economics,and six units in administration/supervision of ECE/CD (not required by any person who was employed as a program director prior to January 1, 1993 in a child care and development program receiving funding by the CDD)and 12 units of ECE/CD or at least two years' experience in an ECE/CD program, or • An Administrative Services Credential authorizing administration or supervision in public schools in California that includes a preschool authorization. For Severely Handicapped Programs only: Education Cade Section 8360.3 For School-Age Community Child Cage Programs only: California Code of Regulations, Title 5, Section 18203 For Center-Based Programs and Family Child Care Home Network, if the contractor operates at two or more sites, the contractor shall employ a program director that has administrative and prorarnmatic responsibility for the program.
