SUBJECT: AUTHORIZE THE EXECUTIVE DIRECTOR TO ENTER INTO A LEASE AND ANY OTHER
NECESSARY DOCUMENTS FOR THE OCCUPANCY OF 2824 COLLEGE LANE SAN PABLO,
CALIFORNIA WITH THE HOUSING AUTHORITY OF THE.CITY OF SAN PABLO.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)AND BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
AUTHORIZE the Executive Director of the Housing Authorityof the County of Contra Costa (HACCC)to execute a
lease and any other necessary documents for the occupancy of 2324 College Lane,San Pablo, CA, with the Housing
Authority of the City of San Pablo(SPHA). The rental rate is one dollar($1)per year.
If. FINANCIAL IMPACT:
The proposed lease will result in significant savings to HACCC. HACCC now leases space for its Central Waiting List
Office in North Concord at a monthly rent of approximately$8,500. This lease will be terminated after completion of
the move to the SPHA administration building. The lease with SPHA provides for a one dollar($1)per year rent.
Should the transfer of assets and obligations be approved, the building would become an asset of HACCC; if not, the
lease provides for a renegotiated rent. Although there will be one time costs associated with moving the facility, the
long terra rental savings to HACCC will generate significant savings,
Ill. REASONS FOR RECOMMENDATIONIBACKGROUND
The Housing Authority of the County of Contra Costa (HACCC) is now in negotiations with the San Pablo Housing
Authority(SPHA)for the transfer of its assets and obligations. It is expected that the roaster agreement for this
transaction will ready for Board approval in six to eight weeks, pending review by counsel. The property authorized to
be leased by this Board Order,2324 College Lane, San Pablo, California is an administration building owned by the
San Pablo Housing Authority that has excess administrative space available that the HACCC wants to lease to house
our Central Waiting List staff. This lease would allow HACCC to occupy this building under lease, pending the
finalization of the transfer of the property to HACCC.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners choose not to authorize the execution of this lease,the Housing Authority would
be forced to continue to lease privately owned space at a significantly higher rent.
