AUTHORIZE the Deputy Director - Redevelopment or his designess to enter into CDBG Project Agreement PS 98-52 with the City of Brentwood FISCAL IMPACT None. The purpose of the program is to assist immigrant and refugees in securing basic needs primarily in the East County area. The program provides such services as, immigration assistance, client advocacy, social, service forms, translation, and housing assistance. As of August 1, 1995 UCSSQ ceased operation (see attached letter) . The City of Brentwood is interested in assuming the sponsor role in order to resume this program. The City is willing to provide in- kind space, support services, fiscal management, and fullfill reporting requirements (see attached letter - City of Brentwood) . Termination of the program would adversely affect the low-income immigrants and refugees, especially farm workers living in the Oakley and Brentwood areas . RECOMMENDED COUNCII.ACTION: Motion to request Contra Costa County to transfer the previously approved 10,000.00 tr"ctzxzmunity Development Bloch Grant(CD G)for the former UCCSO Organization to the City of Brentwood, with the city meeting and match require en,ts through the provision of in-kind space and support service Second motion to authorize the City Manager to sign the CDBG Agreement. COMMENTS: A Grant was funded by+Contra.Costa County last spring with Community Development Bloch Grant Funds to support critical social services for the City's low-income residents in 13rentwood. If approved this would enable the continuation of the last piece of the UC S4 Social Service puzzle that was created with the demise of that organization last August. The Grant provides for$10,000.00 to help cover the time of Isabel Garcia so she can provide critical information on immigration and questions on transition of documents for imv-income residents (particularly farm work-erg),in Brentwood. The program would continue to be located at 120 Oak Street and be wilder the day to day supervision of Bertha Ruiz, The City would provide fiscal management and fulfill reporting requirements. Ms. Ruiz and others will be available to answer questions about the program at the meeting.
