SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director,Contra Costa County Private Industry Council,to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(#21300 with San Francisco State University, 1600 Holloway Avenue, Adm. 153, San
Francisco, CA 94132 for the term beginning December 20, 1998 and ending .lune 30,
1999 to provide vocational training to individually referred Job Training Partnership
Act (DTPA) participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.
II. FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate DTPA eligible participants. This
will support the third outcome—Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (DTPA) funds for County's overall .DTPA Vocational
Training Programs for 1998199 was approved by the Board on Aril 28, 1998.

APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract extension
with Caroline Kelley in the amount of $14,733 for consultation and technical assistance to the
Children and Families Policy Forum with regard to children and family issues for the period from
January 1, 1999 through March 31, 1999 in order to ensure transition support to the Policy Forum.
FINANCIAL IMPACT
Funding is provided through the Department's budget.
CHILDREN'S IMPACT STATEMENT
This contract is supportive of all five community outcomes: 1) Children Ready for and Succeeding
in Schools 2) Children and Youth Healthy and Preparing for Productive Adulthood 3) Families That
Are Economically Self-Sufficient; 4) Families That Are Safe, Stable and 'Nurturing; and 5)

BACKGROUND/REASONM FOR RECOMMENQATIORM:
For the past two years, Caroline Kelley has staffed the Children and Families Policy Forum. Since that
time, the range of children and family initiatives has grown, with the addition of the Children's Report
Card, the "bids are everybody's business" conference, expansion of the Children's Budget, development
of the Children's Future Corps and most recently, the passage of Proposition 10. As a consequence,
the Board is considering how best to ensure a coordinated approach for these initiatives, as well as
appropriate staffing. This contract extension allows for continuity during the transition.

Purchase Order Contract, Off-site Storage and Maintenance of Child Support
Case Record Files for the District Attorney, Family Support Division.

RECOMMIENDATIONS:
Approve and authorize the Purchasing Services Officer to increase the existing
purchase order contract with Deliverex by $1.35, 000 for a new total of
$160, 000. The contract covers a two year period (8/1/98-7/31/2000) for
off-site storage and maintenance of child support case record files for the
District attorney, Family Support Division. (REVENUE OFFSET)
FINANCIAL IMPACT:
NONE. There is no net county cost associated with the approval of this
request. The total cost is covered by 66% Federal Funding and 34% SEI,:
(Support Enforcement Incentive Funding) .
REASONS FOR RECO NDATIONS/RA.CKGROUND:
The District Attorney's, gamily Support Division has 50, 000 case record files
stored and maintained off-site with Deliverex. The maintenance portion
includes transporting/receiving files, monthly inventory, filing of mail and
purging cases record. files.
The Family Support Division has had an increasing need to send more files off-
site because of the growth in caseload, lack of space and staff to maintain
the files. This service has been provided by Deliverex for more than ten
years.

CONSEQUENCES Or NEGATIVE ACTION:
Failure to approve this request would hamper the District Attorney's Family
Support Division in its attempt to pass federal- audit. Inability to pass the
audit would ultimately generate a positive net county cost -for the Family
Support Program.
Crucial files and information could be lost and would hamper the Family
Support Division in its effort to collect and distribute child support
payments. The District Attorney's Family Support Division would be unable to
provide the much needed service to the children and families of Contra Costa
County.
CHILDREN'S 114FACT STATEMENT,
The Child Support Program supports one of Contra Costa County' s community
outcomes: "Families that are Economically Self Sufficient", by improving
efficiency and accuracy in the collection and distribution of child support
payments to families and children. Expected program outcome is: improved

sional Association of Childhood Educators in the amount of$173,600 to provide child care ser-
vices to children of current and former CalWORKs participants from January 1, 1999 to June 30,
1999.
FISCAL:
No County Funds. The County applied for and received funds from the State's reserve fund for
CalWORKs to provide child care to an additional 374 children whose parents are currently or
were formerly CalWORKs participants.

°This action will support County Outcome #1, "Children Ready for and Succeeding in School", by
promoting child care that meets developmental needs of children and Outcome #3, "Families that
are Economically Self-Sufficient", by addressing child care needs of CalWORKs parents who are

Contra Costa Child Care Council and FACE to the State Department of Social Services for Stage
Two child care reserve funds for children of CaIWOFKs and farmer Ca1WORKs parents. The
application was successful, and the County was awarded an additional $868,000 funds.

Penal Code Section 4024 .2 (c) specifies that the Board of Supervisors may
prescribe reasonable rules and regulations under which a work release
program is operated.
In 1983 , the Board of Supervisors, by Board order (Resolution_ No.
83,1361) , established the Work Alternative Program pursuant to authority
granted in Penal. Code Section 40124 . 2 . As a condition of participation
in the Work Alternative Program,, the inmate shall give his or her
consent in writing to participate in, the program and shall, in writing,
agree to comply with the rules and regulations of the program.

If this proposal, is not approved, the Sheriff will be unable to continue
operating an out-of-custody Work Alternative Program. Inmates who would
be otherwise qualified to participate would be forced, to spend their
sentence in custody at an enormous expense to the County and the
citizens of the County.

The Work Alternative Program has signed contracts with numerous state, county,
city and non-profit organizations to supply non-skilled workers for an 8-10 hour
work day. The work sites supply insurance, supervision, transportation from a
pickup location(if-needed)and a.safe working environment. The Work Alternative
Program staff screens applicants for health, attitude, criminal conviction, suitability
and schedules the number of participants requested at a given time.
The supervisors at the work site are not police officers and are not required or
expected to act as one.
GENERAL

All individuals are eligible to apply for the Work Alternative Program except those
convicted for sex crimes against minors, a felony sexual crime, arson, acts of
violence against police or emergency personnel, a violent felony crime, a stalking
crime, three or more violent crimes, manufacturing of illegal drugs, or charges
pending(anywhere)that if convicted.would;Hake the person ineligible.

2. When a commitment is received with modifications,or without„Jail Orders",

a. Check files to determine if there is an active file on the subject. This
check should include the violation and Order for Arrest files.
b. if there is an active file, pull the applicable folder and follow the
orders on the new commitment.

court with a rote that there is no file.

3. The courts will, on occasion., modify sentences and send copies of the
modifications to CAF. This is done so that records may be updated. The
proper handling of these modified commitments is essential to ensure
program participants receive the proper sentence.
1. Both thumb prints of all participants will be collected at the time of the
interview. T,',-ds includes reschedule interviews if they have not previously
been.obtained. T°ne thumb prints will be obtained on the participant's original
application (white copy) and on the original booking sheet. Pitty-pat prints
will be taken on the back side of the original booking sheet.
2. Each participant's Alpha history will be checked prior to the interview. If

If an applicant fails to bring any or all of the required fees to the interview:

CAF staff conducting the interview must assist work sites using the following
priorities:
1. MedicaUphysical ability of applicant. The start for work assignments may
be postponed due to temporary illness or injuries.
2. Choose the closest work site to the applicants residence 'hat has current
vacancies.
3. County work sites.
4. Small work sites.
S. Large work.sites.
CAF staffwll normally schedule work days in the following manner.
Participants are normally expected to work three (3) days a week.
* Participants with five (5) days or less will normally be assigned during
w; .and may be scheduled to work one day a week.
* Participants with six (6) days or snore will normally be assigned w

* Unemployed participants will normally be assigned.during—wmkdaa.
Exceptions to these rales may, be necessary to accommodate participants with special

death in family, etc.), staff will follow the same guidelines as the initial
interview.
If the par cipa t is being re-scheduled for absences that are not valid, the

L Work site rosters dynamic with:tames being continually added. Rosters
list every par~cipant enrolled for -each day of work. Weekly, usually on
Wednesday,:hese rosters are printed and mailed to the applicable work site.
Rosters are+normal'v completed several weeks in advance but in no case less
than a week.
2. The work site supervisor verifies participants attendance by placing a check
in the appropriate box on the daily work site roster. It is the participants
responsibility to sign the roster next to the check mark to show attendance.
Mork site supervisors will write"NO SHOW"in place of a signature when
a scheduled individual does not appear for work. At the end of the creek,
completed rosters are mailed back to CAFby the work site supervisor.

L Applicants with no less than ten (btu) days nor more than t�.1 (30) days
remaining on their sentence may be eligible for early release.
2. The Martinez Detention Facility (.!VMF) classification staff' will send a list
of eligible inmates for early release to CAI on a periodic basis.
I CAF staff will interview in-custody applicants to determine eligibility. The
fallowing will be verified:
a. They must be in goad health,
b, They must be willing to work a minim un of three days a week,
C. Tney must meet eligibility criteria on page three of this policy.
I They trust have necessary fees on their books at time of release.
4. Applicants eligible will be transferred to the NIDF and warrant checks will
be completed by CAF stat— They will be released to the CAF staff' for
assignment to the Work Alterative Program.
