SPECIFIC REQUUT(S)OR RECOMMENDATIONS)&BACKGROUND AND JUSTIFICATION I. RECONNWED► ACTION: Ratify purchase of services from Cal State Patrol Service, Inc. for the period from January 1, 1997 through December 31, 1998, and authorize the County Auditor-Controller to pay the $8,959.68 outstanding balance for the provision of security guard services to the Head Start, Child Development, and Child 'Nutrition Divisions of the Community Services Department. II. FLNANCIAL EWACT: No County funding is required. This contract is funded by the Head Start, Child Development, and Child Nutrition Divisions, whose sites receive security services. III, REASONS FOR RECONL'MEIN`DATIONS/BACKGROUNT)a On December 10, 1996, the Board of Supervisors approved Contract #38-573 with Cal State Patrol Services, Inc. for security guard services at the Department's child care centers and central kitchen. Services were requested and provided beyond the payment limit and by the end of December 31, 1998, charges of $88,959.68 had been incurred, of which $80,000 had been paid and $8,959.68 remains outstanding. Services were requested by County staff and provided by the Contractor in good faith. Because of administrative oversight by the County and Contractor, use of the Contractor's services exceeded the authorized limits. The Department is requesting that the amount due to the Contractor be paid. This can be accomplished by the Board of Supervisors ratifying the actions of the County employees in obtaining provisions of a value in excess of the contract payment limit. This will create a valid obligation on the part of the County, retroactively authorizing all payments made by the Auditor-Controller up to now, and authorizing payment of the balance. ESQ No county funds. This contract is funded 100% with Federal Independent Living Skills Program Grant funding. BACKCx OUND The Independent Living Skills Program, through the use of contract services, provides service to foster children age 16 and over, aiding them in transition to emancipation and adulthood. The Cross Cultural Outreach Specialist responsibilities include outreach to non-participating youth in foster homes, outreach to African-American and Latino group homes and development of ex- panded group home services and organization of new localized small group, culturally specific activities to encourage paticipation of hard to reach youth. The Educational Specialist collaborates with Contra Costa County Social Service Department staff`to meet the educational needs of(ILSP) participants. The services include, but are not limited to, recruiting tutors, ensuring that students remain on track to graduate, and provide assistance with all aspects applying to college. The Board of Supervisors passu.a Board Order dated December 15, 1998 authorizing the Director, Office on Aging or his designee to conduct contract negotiations and execute a contract with Ruth Goodin as specified above. The Director, Office on Aging, is recommending amending the December 15, 1998 Board of Supervisors Board Order to modify the term of the contract from December 1, 1998 through August 31, 1999 to December 1, 1998 through September 30, 1999.
