SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIQN(Sl: Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24--754-32 with Alcohol and Drug Abuse Council of Contra Costa, Inc. , for the period from July 1, 1998 through June 30, 1999, in the amount of $90,596, for provision of primary prevention services, including "Friday Night Live" and "Club Live" . This Contract includes a six--month automatic contract extension through december 31, 1999 , in the amount of $45,298, FISCALIMPACT: This Contract is funded 100% by Federal Funds. No County funds are required. CHILDREN°S IMPACT STATEMENT: This Alcohol. and Drug Abuse prevention program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and V'Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing substance abuse education and prevention services. Expected outcomes include increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. BACRGRClUND/REASON S) FOR RECOMMENDATIONM: On January 6, 1998, the Board of Supervisors approved Novation Contract #24- 754-30 (as amended by Administrative Amendment Agreement 24-754-31) for the period from July 1, 1997 through June 30, 1998 (which included provisions for a six-month automatic extension through December 31, 1993) for the provision of primary prevention services, including "Friday Night Live" and "Club Live". Novation Contract #24-754-32 replaces the six-month automatic contract extension under the prior contract and allows the Contractor to continue providing services through June 30, 1999. BACKGROUND/REASON(S)_ FOR RECOMMENDATIONS) On December 16, 1997, the Board of Supervisors approved Novation Contract #24-806-4 (as amended by Administrative Amendment Agreement #24-806-5) with New Connections, Inc. for the period from July 1, 1997 through June 30, 1998 (which included provisions for a six- month automatic extension. through December 31, 1998) for the provision of drug abuse prevention, intervention and treatment services. The Healt�^r Plan has an obl ligation to provide professional outpatient psychotherapy services for Health Plan members with mental health therapy services as a covered benefit . This population includes Medi-Cal, Medicare and Commercial members enrolled in the Health Plan. Approval of Non.-Physician Services Contract #27-1-45-3 will allow this Contractor to continue providing professional outpatient psychotherapy services through December 31, 1999 . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : Cn January 27, 1998, the Board of Supervisors approved Contract #27--353 with Donald Townsend, M.D. , for the period from December 1, 1997 through November 30, 1998 , to provide professional health care services for Contra Costa Health Plan Members . The Health Plan is also required under the terms of its Local ynitiative contract with the State, to contract with community physicians and other providers, called "Safety Net" and "Traditional" Providers, for the provision of medical care to Medi-Cal recipients . This Contract is necessary to meet State mandates to expand the number of community providers for the Local Initiative, along with a recent Department of Corporations audit finding that requires Normal contracts with low volume providers . Approval of this Contract will allow the Contractor to continue providing services through November 30, 1999 .
