Approve and authorize the Health Services Director, or his designee
(Donna Wigand) to execute on behalf of the County, Contract
Amendment Agreement #24-933-3 with Crestwood Behavioral Health,
Inc. , effective August 1, 1998, to modify the payment rates for
certain mental health services at Contractor's facilities.
FISCAL IMPACT;
There is no change in the original Contract Payment Limit of
$2,376, 096.

Can December 1, 1998, the Board of Supervisors approved Novation
Contract #24-933-2 with Crestwood Behavioral Health, Inc. for the
period from July 1, 199€3 through ,lune 30, 1999, to provide admission
and intensive day treatment of County-referred mentally ill persons
who are in need of sub-acute skilled nursing care in an Institution
for the Mentally Diseased (IMD) . The Contractor has a number of
lona-term care facilities under this Contract which the County may
use on an "as-needed" basis.
In September 1998, the California Department of Mental Health
revised rates for Long Term Care providers effective August 1, 1998.
Approval of Contrast Amendment Agreement #24-933-3 will amend the
payment provisions to conform with State-established rates with no
change in the Contract Payment Limit.

Approve and authorize the Health Services Director or his designee
(Wendel Brunner, M.D. ) , to execute on behalf of the 'County, Contract
Amendment Agreement #22-376-6 with Center for Human Development,
effective january 1, 1999, to amend Contract 422-376-5, to increase the
payment limit by $35, 000 from $10, 000 to a new Contract Payment Limit of
545, 000 .
FISCAL IMPACT:
This Contract is funded 100% by State Tobacco Tax funds . No County match
is rea4uired.
EACKGRODMIREASON(S) FOR RECOMMENDATION(S) :
In September 1998, the County Administrator approved and the Purchasing
Services Manager executed Contract #22-376-5 with Center for Human
Development for tine period from August 1, 1998 "through July 31, 1999 for
consultation and technical assistance to the Department with regard to
reducing the impact of tobacco consumption in Contra. Costa County
schools .
Approval of Co^tract Amendment Agreement 422-376-6 will allow the
Contractor to provide additional services through July 31, 1-99.9 .

Novation Contract #24-722 .53 replaces the six-month automatic
extension under the prior Contract and allows the Contractor to
continue providing services through June 30, 1999.

services. This Contract includes a six-month automatic contract

to execute on behalf of the County, Novation Contract #24-871-4 with Bi-Rett
Corporation, :dor the period from July 1, 1998 through June 30, 1999, in the amount of
$44,919, for Substance Abuse primary prevention services in Bast County. This Contract
includes a six-month automatic contract extension through December 31, 1999, in the
amount of $22,459.

This Contract is funded by Federal SART Block Grant Funds. No County match is required.
CHILDREN'S IMPACT STATEMENT
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors,
"Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and
Provide a High Quality of Life for Children and Families" community outcomes by
providing substance abuse education and prevention services. Expected outcomes include
increased knowledge about the impact of addiction; decreased use of alcohol, tobacco and
other drugs; increased use of community-based resources; and increased school and
community support for youth and parents in recovery.

On November 4, 1997, the Board of Supervisors approved Contract #24-871-2 (as amended
by Administrative Amendment Agreement #24-871-3) with Bi-Rett Corporation for the period
from July 1, 1997 through June 30, 1998 (which included provisions for a six-month
automatic extension through December 31, 1998) for the provision of substance abuse
primary prevention services in East County.
Novation Contract #24-871-4 replaces the six.-month automatic extension under the prior
agreement and allows the Contractor to continue providing substance abuse primary
prevention services in East County through June 30, 1999.
