SUBJECT: ACCEPTANCE OF FINANCIAL ASSISTANCE AWARD FOR EARLY HEAD START
FUNDS.
SMCIFIC REQUEST(S)OR RECON0MNDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ACCEPT Financial Assistance Award from the U.S. Department of Health and Human Services,
Administration for Children and Families, in the amount of $1,517,321 for Early Head Start Grant funds
(County #39-852-1) for the period from January 1, 1999 through December 31, 1999.
11. FINANCIAL IMPACT:
Funding for the period from January 1, 1999 through June 30, 1999 will be added via appropriation
adjustment to the FY 1998-99 Community Services Department Budget. Funding for the period from July
1, 1999 through December 31, 1999 will be included in the Department's proposed FY 1999-00 Budget.
County, as the Grantee, is required to generate a 20% non-federal local match of in-kind, non-cash
contributions in.the amount of$,379,330.
III. CHILDREN'S IMPACT STATEMENT:
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children Ready for and Succeeding in School" and "Families that are Safe, Stable
and Nurturing." These outcomes are achieved by offering comprehensive services, including high quality
early childhood education, nutrition, health, and social services, along with a strong parent involvement
focus, to low-income children throughout Contra Costa County. The overall goal of the program is to bring
about a greater degree of social competence in preschool children from low-income families. An Early
Head Start program will allow the County to expand these services to children ages 0 to 3 years.

Early Head Start
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On July 14, 1998, the Board of Supervisors approved the submission of a grant application to the U.S.
Department of Health and Human Services, Administration for Children and Families for Early Head Start
Grant funds. On November 3, 1998, the Board accepted a financial assistance award in the amount of
$1,825,059 for initial start-up and pro-rated operational funds, This award letter represents on-going annual
funding for the 1999 Early Head Start program.
Acceptance of this award will allow the County's Head Start program to expand services to serve
approximately 204 infants and toddlers, ages 0 to 3 years old, a population that is not served by the existing
Head Start Basic Grant program.

1. RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant application to
the U.S. Department of Health and Human Services, Administration for Children and Families, in the
amount of $156,571 for Head Start Cost of Living Adjustment funds for the period from January 1, 1999
through December 31, 1999; and
APPROVE and AUTHORIZE the Community Services Director or designee to submit a grant application to
the U.S. Department of Health and Human Services, Administration for Children and Families, in the
amount of $22,760 for Early Head Start Cost of Living Adjustment funds for the period from January 1,
1999 through December 31, 1999,
II. FINANCIAL IMPACT:
If these grant applications are approved by the U.S. Department of Health and Human Services,
Administration for Children and Families (ACF), funding will be added via appropriation adjustment to the
current Head Start and Early Head Start Budgets. County, as the Grantee, is required to generate 20% non-
federal local match of in-kind, non-cash contributions in the amount of$39,143 for Head Start funding and
$5,690 for Early Head Start funding.

IV. REASONS FOR RECOIM�Eh'DATIONS/BACKGROUNTD:
On September 15, 1998, the Board approved an application for 1999 Head Start Basic Grant funding in the
amount of $10,501,460, On November 3, 1998, the Board accepted a Financial Assistance Award in the
amount of$1,825,059 for Early Head Start program funding.
On November 30, 1998, the ACF notified the Community Services Department of the availability of Cost of
Living Adjustment (COLA) funds for both Head Start and Early Head Start for the 1999 program year.
In the Head Start COLA application to the ACF, the Department is requesting that 1999 COLA funds be
used to provide existing Head Start Teacher I and Teacher 11 positions with a salary increase that will adjust
pay rates to match current market rates for these positions. These positions will be increased by 2%. The
remaining Head Start employees will receive a salary increase of 1%. In addition, the Department
authorizes a 1.5% COLA for Head Start Delegate Agency employees. Salary increases and associated
fringe benefits will account for 57% ($88,875) of available COLA dollars.
In the Early Head Start COLA application to the ACF, the Department is requesting that 1999 COLA funds
be used to provide Early Head Start employees with a I% salary increase to offset increased health benefit
costs. Salary increases and associated fringe benefits will account for 13% ($2,900) of available COLA
dollars.
The remaining 43% ($67,696) of Head Start funding and 87% ($19,860) of Early Mead Start funding will
be used to cover increased costs resulting from inflation or other price escalation factors in the following
budget line items: janitorial services, child and adult food services, supplies and materials, rent, utilities,
and equipment.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Social Service Director, or designee, to adept and administer
$73,000 of the Workforce Preparation and Economic Development Act funding allocated to
EASTEAY Works Collaborative and to enter into contract with Alameda County for the provision of
enhanced job related services to CalWORKS participants in the Monument Corridor, January 1, 1999-
June 30, 1999,
No County cost. Contra Costa County is to receive $73,000 funded as its share of money allocated
through the Workforce Preparation and Economic Development Act to the EA.STBAY Works
Collaborative. This is a joint Alameda and Contra Costa County proposal.
ILDDREW IMPACT STATEMENT.
The award will support Outcome #3, "Families that are Economically Self-Sufficient" by adding
enhanced job related services to provide pre-employment skills training, job placement and port-
employment support services. Expected program outcomes are: enhanced opportunities for
CalWORKS participants in the Monument Corridor to obtain unsubsidized jobs and position
themselves for career advancement.
BACKGROUND:
The EASTEAY Works Collaborative received a $700,000 systems change grant from the State of
California for assistance in Alameda and Contra Costa Counties to build a regional workforce
preparation system.. The Alameda County Social Services Agency is the fiscal agent for the Welfare-
to-Work matching portion of this grant, totaling $155,555 to be shared between Contra Costa and
Alameda Counties. Contra Costa County shall receive $73,000 to enable the Contra Costa County
Social Service Department to provide enhanced job related services to at least 19 CalWORKS
participants in the Monument Corridor between Concord Road and Dayid Avenue, Conord, CA..

I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination and Grants
(SECG) 8%/30% Funds Cooperative Agreement for Program Year 1998 — 1999 (County 419-8269-0),
requesting authorization to expend $64,320 of.lob Training Partnership Act(3TPA) 8%/30% funds (with a
requirement for a local match of at least $64,320 with non-county funds to be provided by the program
provider) for the period January 4, 1999 through June 30, 1999 and further authorize the Executive
Director, Contra Costa County Private Industry Council, to make non-substantive 'changes to said
document as may be required by the State Department of Education.
II. FINANCIAL,IMPACT:
None. One hundred percent federal funds.
III. CHILDREN IMPACT STATEMENT:
This program addresses the second goal: Children and Youth Healthy and Preparing for Productive
Adulthood.
IV. REASONS FOR RECOMMENDATION:
By letter dated April 20, 1998, the California Department of Education informed Contra Costa County (as
a Job Training Partnership Act (DTPA) Service Delivery Area) of the parameters and requirements of the
revised JTPA 8%/30% State Education and Grants (SECG) funds and the availability of$64,320 in DTPA
8%/30% funds for activities that create and support paid internships and work experience for DTPA
eligible youth in a California School-to-Career partnership system. (The required local match of$64,320
will be made by the designated program provider.) By its action at its meeting of December 21, 1998, the
Private Industry Council approved submission of this 8%/30% Cooperative Agreement to the California
Department of Education.

Under this Agreement,the California Department of Education shall provide DTPA 8%funds to implement programs in accordance with
mandates set forth in the DTPA,the Joh Tralning Deform Amendments of 1992,and senate Sill 394 chaptered 10/97,an Act to add
Section 33117.7 to the Education Cade that provides that 300%funds shall be used to create and support paid Internships In the private
sector,with an emphasis on small businesses,and paid work experience In the public sector or private nonprofit sector for youth. The
service delivery area authorized representative is committed to participate in and direct 80/9-30%funds to a School to Career Partnership
whose members will carry out their respective roles and responsibilities in the Implementation of this program. The Cooperative
Agreement requires full adherence to ail DTPA cost limitations,reporting and procurement requirements,a 100%matching contribution
from non-JTPA funding sources,and assurance that no less than 76%of the funds available under this agreement shall be expended
on activities serving economically disadvantaged individuals with barriers to employment.Service providercost3 incurred inthis program
shall be reimbursed at a rate not to exceed$8.00 for each hour of completed Intemshiplwork experience and worldng conditions shall

RECOMMENDATION(S) :
Approve and authorize the Health Services Director, or his designee
(Frank Puglisi, Jr. ) , to execute on behalf of the, County, Contract
Amendment Agreement #26-327-2, with Healthcare Financial Staffing
effective January 1, 1999, to amend Contract #26-327-1, to increase
the contract payment limit by $30, 000, from $50, 000 to a new total
contrast payment limit of $80, 000 .
FISCAL IMPACT:
Funding for this contract is included in the Health Services
Department Enterprise 1 budget .
BACKGROUNDZREASON(S FOR RECOMMENDATIONS)-:
On July 14 , 1993, the Hoard of Supervisors approved Contract #26--
327-1, with Healthcare Financial Staffing, for the period from June
1, 1998 through May 31, 1999, to provide temporary admitting,
billing, and collection professionals to coverage for the
registration desk at the. new Contra Costa Regional Medical Center.
Approval of Contract Amendment Agreement #26-327-2 will allow the
Contractor to provide additional registry services through May 31,
1999 .
