Project No. 7520-688562, CUD-CP# 95-64 DATE: JANUARY 26, 1999 MAGE: 2 11. FINANCIAL IMPACT: The estimated contract cost of the project is $1,350,000, funded by Flood Control Zone 3B Funds (100%). 111. REASONS FOR RECOMMENDATIONIBACKGROUND: The project is needed to reduce flooding potential and bank erosion within and downstream of the project area. The Chief Engineer has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. The Board reviewed and approved the final EIR for the San Ramon Creek Chaney Road to Livorna Road Improvement Project (PW85-55) on June 16, 1987 and Addendum #1 (1/12/93, CP92-84), Addendum #2 (5/2/95, CP95-29), Addendum #3 (10/17/95, CP95-58) and Addendum #4 (12/12/95, CP95-64) and certified that the Final Environmental Impact Report for the project was completed in compliance with the California Environmental Quality Act. The Final EIR was presented to the Board and the Board reviewed and considered the information contained in it, and found that the project will have significant effects on the environment, each of which is determined to be mitigated or unavoidable. The findings for the San Ramon Creek Flood Control Project between Chaney and Livorna Roads were made by the San Ramon Valley Regional Planning Commission to comply with Section 15091 of the CEQA Guidelines and incorporated herein by reference. IV. CONSEQUENCES OF NEGATIVE ACTION: If the project is not approved for advertising, it will not be constructed. Project Name: SAN RAMON CREEK IMPROVEMENTS -PHASE 2 Project Number: 7520-688562 Contra Costa County Flood Control and Water Conservation District 255 Glacier Drive,Martinez, California 94553-4897 NOTICE TO CONTRACTORS The Chief Engineer will receive sealed bids at the Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553-4897, until 2 o'clock p.m., on March 2, 1999 at which time they will be publicly opened and read, for: SAN RAMON CREEK IMPROVEMENTS—PHASE 2. General work description: The work to be done consists, in general, of mass excavation and placing rock slope protection, constructing gabion walls, concrete walls, a drop structure; constructing fencing and such other items or details, not mentioned above, that are required by the plans, Standard Specifications, or these special provisions to be performed, placed, constructed or installed. Engineer's cost estimate: $1,350,000 A pre-bid meeting will be held on Tuesday, February 16, 1999 at 10:00 a.m. at the project site (San Ramon Creek at the Livorna Road Bridge). Prospective bidders attendance is recommended but not mandatory. Contract Documents, including plans and specifications, may be viewed and/or obtained at the Public Works Department, C.C. Rich Building, 255 Glacier Drive, Martinez, California 94553- 4897, Monday - Thursday (7:00 a.m. - 12 Noon and 1:00 p.m. - 5:00 p.m.) (closed Fridays). To obtain a bid packet, including plans, specifications, cross sections and geotechnical data, a service charge is required in the amount of$45 (sales tax included). The Agency does not guarantee the arrival of the bid packet in time for bidding. The bid packet will not be sent overnight mail. This contract is subject to state contract nondiscrimination and compliance requirements pursuant to Government Code, Section 12290. The Contractor shall possess a Class A or Class C-12 Contractor's License at the time the Contract is awarded. Bids must cover the entire project, and neither partial nor contingent bids will be considered. The successful bidder shall furnish a payment bond and a performance bond. The Board has ascertained the general prevailing rate of wages applicable to this work. The prevailing rate of per diem wages is on file with the Clerk of the Board of Supervisors, and is incorporated herein by reference thereto, the same as if set forth in full herein. For any classification not included in the list, the minimum wage shall be the general prevailing rate for Contra Costa County. The bid opening date may be extended by addendum issued by the Agency no later than February 26, 1999, in which case any bids submitted for the original bid opening will be returned unopened and sealed bid proposals for the extended bid opening shall be submitted on or before March 16, 1999 at 2:00 p.m., and will be opened, read and recorded at the same place specified above. All proposals received late will be returned unopened. The said Board reserves the right to reject any and all bids or any portion of any bid and/or waive any irregularity in any bid received.
