Rupf, Sheriff-Coroner Contra Costa' DATE: December 31, 1998 County SUBJECT: Acceptance of Supplemental Grant Award from U. S. Department of Justice to Hire Five Deputy Sheriffs under the Community Oriented Policing Services(COPS)Universal Program Resolution 99/18 SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. ACCEPT$375,000 from the U. S. Department of Justice for the period September 1, 1995 through April 30, 1999, and AUTHORIZE the County Administrator or his designee> to execute such Grant Award on behalf of the County. (This will enable the Office,of the Sheriff-Coroner to add five Deputy Sheriff positions pursuant to the Federal Community OrientedPolicing Services (COPS) program.) 2. ADD five Deputy Sheriff positions to the Office of the Sheriff-Coroner to implement the supplemental award under the COPS Universal Program. 3. ACKNOWLEDGE that $727,550 in additional local funds is required over the three-year grant period to match the additional $375,000 in Federal funds and that the amount of match funds required for 1998/99 is available in the Office of the Sheriff Coroner's budget. 4. ACKNOWLEDGE the County's commitment to attempt to continue 1;00% funding for the five Deputy Sheriff positions added through this grant following the grant period. FISCAL IMPACT: This Federal grant revenue will partially offset salary and benefit costs of adding five additional Deputy Sheriff positions for Contra Costa County. Matching funds for fiscal year 1998199 are available within the Sheriff-Coroner's budget and are anticipated to be available in fiscal year 1999/00. The County Administrator and the Sheriff-Coroner will work together to identify funding to support the positions when the grant period ends. BACKGROUND: The purpose of the Federal Community Oriented Policing Services (COPS) Program is to increase the number of sworn law enforcement officers and expand community policing by developing innovative, long-term public safety plans. The COPS Universal Program previously awarded $750,000 to Contra Costa County to fund ten Deputy Sheriffs. These supplemental funds will provide for an additional five Deputy Sheriff positions. If funds are not fully expended by April 30, 1999 an extension will be requested. The U.S. Department of Justice has indicated it'will allow an extension to fully utilize the full grant award. Chan, DPM (specialty: Podiatry) for the period from January 15, 1999 through January 31, 2000, to be paid as follows: a. A59.85 per hour, for consultation, training and/or medical procedures; and b. For surgery, sixty percent (60%). of the fee stated in the 1.997 Medicare Physicians' Fee Schedule for area 7 . FINANCIAL IMPACT: Cost to the County depends upon utilization. As appropriate, patients and/or third party payors will be billed for services. REASONS FOR RECOMMENDATIONS/BACKGROUND: On January 20, 1998, the Board of Supervisors approved Contract #26- 883-8 with Rodney J. Chan, DPM, to provide Podiatry services for Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from January 15, 1998 through January 14, 1999. Approval of Contract #26-883-9 will allow Rodney J. Chan, DPM to continue providing services through January 31, 2000 . The Health Plan has an obligation to provide professional outpatient psychotherapy services for Health Plan members with mental health therapy services as a covered benefit. This population includes Medi-Cal, Medicare and Commercial members enrolled in the Health Plan. Approval. of Non-Physician Services Contract ##27-144-3 will allow this Contractor to continue providing professional outpatient psychotherapy services through December 31, 1999.
