SUBJECT: Acceptance of Supplemental Grant Award from U.S.Department of
Justice to Hire Five Deputy Sheriffs under the Community Oriented
Policing Services(COPS)Universal Program

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
1. ACCEPT $375,000 from the U. S. Department of Justice for the period September 1,
1995 through April 30, 1999, and AUTHORIZE the County Administrator or his designee
to execute such Grant Award on behalf of the County. (This will enable the Office.of the
Sheriff Coroner to add five Deputy Sheriff positions pursuant to the Federal Community
Oriented Policing Services (COPS) program.)
2. ADD five Deputy Sheriff positions to the Office of the Sheriff-Coroner to implement the
supplemental award under the COPS Universal Program.
3. ACKNOWLEDGE that $727,550 in additional local funds is required over the three-year
grant period to match the additional $375,000 in Federal funds and that the amount of
match funds required for 1998/99 is available in the Office of the Sheriff-Coroner's
budget.
4. ACKNOWLEDGE the County's commitment to attempt to continue 100% funding for the
five Deputy Sheriff positions added through this grant following the grant period.
FISCAL IMPACT:
This Federal grant revenue will partially offset salary and benefit costs of adding five additional
Deputy Sheriff positions for Contra Costa County. Matching funds for fiscalyear 1998/99 are
available within the Sheriff-Coroner's budget and are anticipated to be available in fiscal year
1999/00. The County Administrator and the Sheriff-Coroner will work together to identify
funding to support the positions when the grant period ends.
BACKGROUND:
The purpose of the Federal Community Oriented Policing Services (COPS)'Program is to
increase the number of sworn law enforcement officers and expand community policing by
developing innovative, long-term public safety plans. The COPS Universal Program previously
awarded $750,000 to Contra Costa County to fund ten Deputy Sheriffs. These supplemental
funds will provide for an additional five Deputy Sheriff positions. If funds are not fully expended
by April 30, 1999 an extension will be requested. The U.S. Department of Justice has indicated
it'will allow an extension to fully utilize the full grant award.

The Contra Costa County Board of Supervisors in its capacity as governing Board of the
County of Contra Costa, and all districts of which it is the ex-officio governing Board
RESOLVES THAT:
The Board of Supervisors has previously adopted the"New Pay Equity Master
Agreement"on May 16, 1995, in Resolution 95/211 for all affected Represented,
Unrepresented and Management classifications; and
Pursuant to the Agreement, the County and the Contra Costa County Labor Coalition
agree to structure the pay equity distribution to all represented classes below the trend
line as follows:
1. Eligible classifications which are 10%or more below the trend line shall receive a
salary increase of 5.7568%(56 levels);
2. Eligible classifications which are less than 10%below the trend line shall receive a
salary increase of an amount of 3.0439% (30 levels). In the event the salary of an
eligible classification is less than 3.0439%below the trend line,the pay equity
adjustment shall not exceed the amount required to bring the salary of the class to the
trend line.
3. The aforementioned pay equity increases are effective January 1, 1999.
