Eugene H. Ross upon His Retirement ) Resolution No. 99113
from the Governing Board of the }
Contra-Costa Commun&Canape District)
WHEREAS Eugene H. Ross has served as a member of the Governing Board of the
Contra Costa Community College District for the past 21 years, representing Ward
III, including Concord, Pacheco and Martinez, and
WHEREAS Mr. Ross is a prominent businessman in Martinez, owning Ross
Realtors, and
WHEREAS Mr. Ross is a graduate of the University of California at Berkeley in
economics and served as a pilot in the U.S. Air Force for eight years, seven years
of which were as a combat crew member in the Strategic Air Command, leaving the
service as a captain, and
WHEREAS Mr. Ross has been very active in civic affairs, including having served
as past Vice President and Director of the Martinez Chamber of Commerce, past
Chair of the Martinez State College Site Selection Committee, past President of the
Martinez Rotary Club,past President and Director of the University of California East
Contra Costa Alumni Club, member of the Martinez Housing Appeals Board and
past Director of the Martinez Boys and Girls Club, and
WHEREAS Eugene Ross is also a past President of the Martinez Board of Realtors,
past Director of the Contra Costa Board of Realtors, member and past Director of
the California Association of Realtors, and was named Realtor of the Year by the
Contra Costa Board of Realtors in 1971, and
WHEREAS Eugene Ross is retiring from the Governing Board of the Contra Costa
Community College District and will be missed by his many friends, colleagues and
admirers;
NOW THEREFORE BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY
OF CONTRA COSTA RESOLVED that the Board recognizes and commends
Eugene Russ'long and dedicated service to the citizens of Contra Costa County and
wishes him well in his retirement.
PASSED by unanimous vote of the Board Members present on this 19"' day of
January 1999.

In the Matter of Honoring Paul Katz )
on the occasion of his retirement from - ) RESOLUTION NO. 99/14
Public Employees Union, Local #J ?
WHEREAS, Paul has served not only the labor community, but also the general community dutifully and
faithfully for over 50 years commencing with his enlistment in the Army Air Corps in 1942 with his honorable
discharge in 1946;and
WHEREAS, his loyalty to labor includes: membership in the Oakland Typographical 'Union, Chair of the
Alameda County Central Labor Council focusing on the Civil Rights and Community''Services Committees,.
Production Manager of the East Bay Labor Journal owned by the Alameda County Central Labor Council and
the Building Trades Council, Business Agent for the Cemetery Workers Union, Local 322 and was the
International Representative of the Textile Workers of America for Northern.California,and
WHEREAS, Paul served as: Executive Director of the Alameda Central Labor Council's Work Experience
Project to teach economically disadvantaged youth appropriate work habits and to provide apprenticeships for
qualified youth for the Building Trades Council, Labor Liaison Officer for the Office of Economic Opportunity
to involve labor unions with programs such as Head Start, the Job Corps, the Neighborhood Youth Corps and
Legal Services to the Poor, and
WHEREAS, in 1982 Paul became a consultant for the Contra Costa County Health. Services and Social
Services Departments to develop a plan for long term care for the elderly and, ultimately becoming in 1984, a
permanent employee,attaining the position of Executive Director of the Contra Costa County Retired Employees
Association, Administrative Assistant to the General Manager and working on community relations, legislative
and political activities;and
WHEREAS, in his commitment to his community, Paul served on the Contra Costa County Hospital Joint
Conference Commission and various subcommittees and was one of the principals in a joint effort to achieve
approval for reconstruction of Merrithew Hospital, the Advisory Committee to the Contra Costa Health Plan
and on the committees for the formation of the managed care Commission, advocated for the Contra Costa
Library System and the Friends of the Concord Library,and served as well, as a dedicated member of the State
Democratic Central Committee.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares January 22, 1999 as
Paul Katz Day in Contra Costa County in honor of all that he has contributed towards;increasing the quality
of life in Contra Costa County and the Bay Area.
PASSED AND ADOPTED ON January 19, 1999, by a unanimous vote of the Board members present.

Black History Month in Contra Costa County RESOLUTION NO. 99115
and February 6, 1999 as Black Families
Assodation of Central Contra Costa County Day
in Honor of the Organization's 12d Annual Scholarship
Fund Raiser
WHEREAS, in September 1973 it was -recognized that Black people in Central Contra Costa needed an avenue to join
together, Ralph(Al)and Ida Henderson, Ralph and Norma Griffin,Joel and Vivian Butler, Bill and Gloria Duncan,
Travis and Phyllis McAfee and Juanita Orr founded the Black Families Association of Central Contra Costa County; and
WHEREAS, it was acknowledged that the Association faster an appreciation of Black cultural heritage, pride, and dignity,
and provide social interaction among Black residents of the county; and
WHEREAS, it was decided that the organization provide a positive Black experience for youth by enhancing their knowledge
and understanding of how historical and current events will influence their future lives;and
WHEREAS, a youth group was formed to serve as a source of support and social interaction; and
WHEREAS, there is an increased awareness and participation in civic, political planning and decision making activities to
ensure the Black Families Association's input on matters impacting the "quality of life"of all people throughout the county;and
WHEREAS, the Black Families Association serves as a clearinghouse for general information and provides community
orientation for Black residents while assisting with services of a charitable nature for the community at large; and
WHEREAS, the Black Families Association has maintained an annual calendar to include: the Reverend Martin Luther
King, Jr. Essay/Poster Contest and Birthday Celebration, Black History Month Dinner Dance Scholarship Fund Raiser,
Youth Programs, Cultural Awareness Programs, participation in city/county Planning and Human Relations Commissions,
Personnel, Community Development,and Merit Boards, while continuing their social events for families,
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares Febraar
y 1999 as Black History
Month in Contra Costa County and February 6, 1999 as Black families Association of antral Contra Costa
County Day in honor of the organization's 12'h Annual Scholarship Fund Raiser. ,
PASSED AND ADOPTED ON January 19, 1999, by a unanimous vote of the Board members present.

In the Matter of Resolution No. 99/16
Certificate of Commendation to
Iden Carter
January 19, 1999.
WHEREAS,Ken Carter, graduated from Richmond High School with significant
academic and athletic honors, holding the 1977 Richmond High School basketball
scoring record; and
WHEREAS, Ken Carter is giving back to his community by serving with dedication and
distinction, as the respected and honored basketball coach of Richmond High School; and
WHEREAS,Ken Carter required every member of his varsity and junior varsity to sign
a pledge promising to maintain a 2.3 grade point average(above the required 2.0), study
at least 10 hours a week, attend all classes and sit in the front row of each of those
classes; and
WHEREAS,Ken Carter decided,when his team did not fulfill their pledge,to impose a
basketball lockout,permitting the usual practice and game times to serve as study
sessions for his students; and
WHEREAS, Ken Carter has demonstrated his commitment to continue teaching his team
the significance of a good education,by setting his team practice at 5.00 p. ., to allow
for extra time for his students to enhance academically;and
WHEREAS, Ken Carter,being the first coach to put academics before athletics with a
high school basketball lockout, has brought positive light to the City of Richmond and
Contra Costa County,and demonstrated our community's commitment to our youth and
their education.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County
of Contra Costa County, State of California,publicly recognizes and commends Ken
Carter for loving his students enough to teach them that they are more important than the
sum of their athletic skills; he has set an example of what we should strive to impart to
each and every child whose life we touch.
PASSED by unanimous vote of the Board Members present on this 19th day of January,
1999.
