Gilbert, Director of General Services DATE: January 19, 1999 SUBJECT: Demolition of Pittsburg Veterans Building, 855 East Street, Pittsburg (File No. 345-9408; Authorization No. WH281F,G) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATIC3N RECOMMENDATIONS) A. ELECT to use the alternative bidding procedures of Public Contract Code Sections 20120- 20145 012020145 to expedite completion of the above demolition project. B. DELEGATE to the Director of General Services the authority to proceed in the most expeditious manner to complete the demolition project and to enter into one or more contracts therefor. C. DECLARE that the demolition project is exempt from the provisions of the California Environmental Quality Act under Section 15301 of the State CEQA.Guidelines (Class 1d categorical exemption). D. DIRECT the Director of General Services to file a Notice of Exemption with the County Clerk and to arrange for payment of the $25 filing fee. E. DIRECT the Director of General Services to present to the Board of Supervisors, within 60 days after completion of the project, a written report listing all project costs. FINANCIAL IMPACT There will be no impact to the General Fund. The project will be funded from funds previously appropriated and savings generated through a refunding transaction completed in 1998. The City of Pittsburg has indicated that, once the project is completed, the City will contribute up to $655000.00 towards the project costs. BACKGROUND/REASONS FOR RECOMMENDATIONS The County owns the Pittsburg Veterans Building, located at 855 East Street, Pittsburg, which presently is in a dilapidated state. Div. cc: County Administrator County Counsel BY_j „_ DEPUTY Demolition of Pittsburg Veterans Building, 855 East Street, Pittsburg January 19, 1999 BACKGROUND/REASONS FOR RECOMMENDATIONS (continued) demolish the building and associated facilities and then to transfer the property to the City of Pittsburg for construction of low income housing. The demolition project includes demolition of the building, abatement of asbestos and lead containing materials, demolition and removal of an abandoned concrete 'swimming pool in the basement, removal of an abandoned underground fuel tank, backfilling of the excavations, and leveling of the ground. In order to expedite removal of the dilapidated building and to facilitate timely transfer of the property to the City of Pittsburg, it is essential that the demolition projectbe completed within seventy-five days. In 1993, the County adopted the Uniform Public Construction Cost Accounting Act for County construction projects (see Ordinance No. 93-60). Pursuant to County Ordinance Code Section 1108-3.210, the Act does not apply where other statutory authority is available and the County elects to use such alternative procedures. Sections 20120-20145 of the Public Contract Code, which normally apply to construction contracts let by counties, provide alternative authority and procedures for the demolition project. In particular, Section 20121 would allow this demolition project, which involves no construction work, to be completed without the necessity of public bidding To accommodate the above project schedule, it is recommended that the Board elect to use the alternative procedures of Sections 20124-20145. CONSEQUENCES OF NEGATIVEACTION The building would continue in its present dilapidated state, and the transfer of the property would be delayed until the demolition project could be completed through standard bidding procedures. -2- �r
