County Clerk for filing of the Notice of Exemption.
11. FINANCIAL IMPACT:
The estimated project cost is $432,000, funded by Solano Way Closure Mitigation Fund (85%)
and SB-300 (15%).
Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes pavement widening from 7.2m-plus to a width of 12.2m (40 feet), minor patch
paving and crack sealing, a road surface treatment, additional curb, gutter and sidewalk, and
underground drainage facilities. The underground drainage facilities will consist of reinforced
concrete pipe (RCP), drainage inlets and cross culverts. The underground storm drain pipe and
drain inlets would replace the existing roadside ditch on the western half of Blum Road.
Wheelchair ramps will be installed at all new curb returns—two at Imhoff Drive and two at Hanson
Court.
It is needed to mitigate the traffic impact associated with the closure of portions of Solano Way
and Waterfront Road in the North Concord and East Martinez area.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alteration of existing facilities involving negligible expansion
of use beyond that previously existing. The project will not result in the removal of any scenic
resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

11. FINANCIAL IMPACT:
The estimated project cost is $432,000, funded by Solano Way Closure;Mitigation Funds (85%)
and SB300 Funds (15%).
111. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes widening of the pavement five feet on both sides of the road, construction
of curbs, gutters and sidewalks along the full length of the north side of the road from Pacheco
Boulevard to 1-680, and construction of an asphalt concrete berm along the south side of the road.
Full frontage improvements will be constructed on the south side as development occurs. Storm
drain improvements will be installed along the north side of the road consisting of pipe in sizes
varying from 18"to 30" in diameter depending on the hydraulic calculations. Approximately 6 feet
of right of way will be purchased on the north side of Arthur Road to accommodate the frontage
improvements and provide area for any necessary utility relocations. Arline of joint poles will be
relocated prior to the start of construction. Any conflicts resulting from the installation of the new
storm drain facilities will be resolved cooperatively.
It is needed as an alternate traffic route due to the closure of Solano Way.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it will not have a significant effect on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

Ill. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes installation of pedestrian activated signal at intersection of Kensington Park
Road, Rincon Way and Arlington Avenue.
It is needed for pedestrian safety, particularly school children, crossing Arlington Avenue.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it is a small, new facility located on a previously developed site. Construction of
the project will not impact any scenic resources.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

It is needed to comply with the Americans with Disabilities Act and the Contra Costa County
Public Works Department Curb Ramp Program.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because it consists of minor alteration of existing facilities. The project will not result in the
removal of any scenic resources.

SUBJECT: Grant permission to completely close a portion of Parker Avenin, for the purpose of
Annual Rodeo Baseball Association Opening Day Parade,Rodeo area.
IT IS BY THE BOARD ORDERED that permission is granted to Rodeo Baseball
Association to completely close Parker Avenue, except for emergency traffic, on Saturday,March
13, 1999, from 8:OOAM to 10:OOAM, subject to the following conditions:
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Rodeo Baseball Association shall comply with the requirements of the>Ordinance Code of
Contra Costa County.
4. Have on file with the County a Certificate of Insurance in the amount of$1,000,000 for
Comprehensive General Public Liability,which names the County as an additional insured.
5. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
