Authorize Execution of JTPA Vocational Training Agreement with DeLoux Cosmetology
#2993)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(#2993) DeLoux Cosmetology, 4330 Clayton Road, Suite;I-E, Concord, 94521
for the term beginning December 31, 1998 and ending June 30, 1999 to provide
vocational training to individually referred Job Training Partnership Act (JTPA)
participants for fees as specified in said agreement; and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes in
State or Federal regulations.
II. FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible participants.
This will support the third outcome—Families that are economically self-sufficient.
PV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (JTPA) funds for County's overall JTPA
Vocational Training Programs for 1998/99 was approved by the Board on April 28,
1998.

SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council,to
(1) execute on behalf of the County a standard form Vocational Training Agreement
(#2994) Software Advanced Technologies Institute 2151 Salvio Street, Suite 267,
Concord, CA 94522 for the term beginning December 1, 1998 and ending June
30, 1999 to provide vocational training to individually referred. Job Training
Partnership Act (JTPA) participants for fees as specified in said agreement, and,
(2) execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or

RECOMMENDED ACTION:
Approve and authorize the Health Services Director, or his designee (Milt
Camhi) , to execute on behalf of the County, Contract #27-1.15-3 with Pauline
Janes, for the period from January 1, 1999 through December 31, 1999, in
the amount of $84, 724, for consultation and technical assistance to the
Contra Costa Health Plan (Health Plan) with regard to the Psychiatric
Services Program.
FISCAL IMPACT:
This Contract is funded by Health Plan member premiums .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
On December 9, 1997, the Hoard of Supervisors approved Contract #27-115-2,
with Pauline Jones, for the period from January 1, 1998 through December
31, 1998, for the provision of consultation and technical assistance to
Health Plan with regard to the Psychiatric Services Program, including but
not limited to, selection of psychiatric nursing staff, development of
training programs, and supervision of staff in the Advice Nurse Program'.
Approval of Contract #27-115-3 will allow the Contractor to continue
providing services to the Contra Costa Health Plan through December 31,
1999 .

BACKGROUND/RZASON(S) FOR RECOMMENDATION(S) :
On February 24, 1998, the Board of Supervisors approved Contract #27-362
with Patti Emley-Landrum, for the period from January 1, 1998 through
December 31, 1998, for the provision of consultation and technical
assistance to Contra Costa Health Plan with regard to the Quality
Improvement Program, including but not limited to, planning, organizing and
implementing the policies and procedures of Quality improvement .
Approval of Contract #27-362-1 will allow the Contractor to continue to
provide services through December 31, 1999 .

BACKGROUND/REASON'(S) FOR RRCOI ENDATI ON(S) :
In August, 1998, the County Administrator approved and the
Purchasing Services Manager executed Contract ##24-961 with Kim
Stokem, for the provision of consultation and technical assistance
to the Department with regard. to Mental Health Divis'ion' s Intensives,
Intermittent, and Intervention Program (13P) , to provide support
services to eligible participating clients, for the period. from
August 1, 1998 through July 31, 1999 .
Approval of this Contract Amendment Agreement #24-951-1 will allow
the Contractor to provide additional hours of services through July
31, 1999 .
