FINANCIAL IMPACT: None BACKGROUNDIR N(S) FOR RECOMMENDATION(S): In 1994, Contra Costa County was one of six California Counties designated as a "Youth Pilot County" under Assembly Bill (AB) 1741. As an AB 1741 County, Contra Costa has the ability to pursue and obtain waivers on State and Federal regulations in order to improve outcomes for children and families. With State and Federal approval of Contra Costa's Re-investing in Self- sufficiency and Employment (RISE) waiver in June 1997, Contra Costa County>became the first county to obtain a waiver under AB 1741. All AB 1741 counties are required to conduct a local evaluation of their AB 1741 projects to supplement a state evaluation on AB 1741. The purpose of this contract is to fulfill those requirements for Contra Costa County. Through the fault of neither party, the evaluation is taking longer than originally projected.
