Approve and authorize the Health Services Director or his designee (Donna Wigand, LCSW)
to execute on behalf of the County, Novation Contract #24-133-42 with La Cheim School,
Inc. , for the period July 1, 1998 through June 30, 1999, in the amount of $1,218,609,
for the provision of intensive day treatment services in a school setting for mentally
disturbed children and adolescents.
FISCAL IMPACT
This Contract is funded as follows:
$ 512,489 Federal Medi-Cal Revenue (FFP)
706,120 County and County/Realignment funding
$1,218,609 Contract Payment Limit
CHILDREN'S IMPACT STATEMENT-
This Mental Health Services Contract will support the following Board of Supervisors,
community outcomes: "Children Ready For and Succeeding in School" "Families that are
Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality
of Life for Children and Families" . Expected program outcomes are: Increase and
maintain school attendance as measured by school records; Increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (GAFAS) ; Increase in family satisfaction as measured by the Parent Satisfaction
Survey Decrease in use of acute care system; and Placement at discharge to a lower
level of care.
BACKGRQOND/RWON(S) FOR RSCOW413NDATION;(S)
This Contractor has been providing intensive day treatment for mentally and emotionally
disturbed children and adolescents for many years. The program maintains an ongoing
census of approximately 47 youth for the County and serves approximately 70 minors per
year. The Contract also provides the mental health day treatment services which are
required by the Individualized Education Plans (IFPS) for some Special Education Pupils
(SBP) under AB 3632 .
Can December 2 1997, the Board of Supervisors approved Contract #24-133-38 (as amended
by subsequent amendments #24-133-39, #24-133-40 and #24-133-41) with La Cheim School,
Inc. , for the period from January 1, 1998 through June 30, 1998, which included a six-
month automatic extension through December 31, 1998.. Novation Contract #24-133-42
replaces the automatic six-month extension under the prior Contract, and will allow the
Contractor to continue providing services through June 30, 1999.

BACKGROUND/REASON(S) FOR RECOMMENDATIONS :
On January 14, 1997, the Board of Supervisors adopted Resolution #97/17,
authorizing the Health Services Director or his designee (Donna Wigand,
LCSW) to contract with the State Department of Mental Health to assume
responsibility for Medi-Cal specialty mental health services as of July
1, 1997 . Responsibility for outpatient specialty mental health services
involves contracts with individual, group and organizational provider$ to
deliver these services .
Approval of Contract #24-949-61 will allow the Contractor to provide
mental health specialty services through June 30, 1999.

SUBJECT: St. Vincent de Paul Contract
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
REC MMENDATION 1':
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with St.
Vincent de Paul in the amount of$27,084 for the provision of pre-vocational employment services
to Bay Point residents through its partnership with the Bay Point Works employment collaborative for
the period of November 1, 1998 through October 31, 1999.
FINANCIAL IMPACT:
Funding is provided through a grant from the Zellerbach Family Fund.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S):
Bay Point Works is an employment collaborative, comprised of the Contra Costa County Service
Integration Program, community residents and a number of public and private agencies, all striving
to increase the economic self-sufficiency of Bay Point residents. Through this contract, St. Vincent
de Paul will continue to provide a range of services to unemployed and underemployed residents of
Bay Poiret, with the goal of helping these individuals obtain and maintain employment. The
partnership embodied in this contract draws upon the strengths of St. Vincent de Paul, the Contra
Costa County Service Integration Program and other local Service providers to put'forth a seamless
system of employment services for the Bay Point community.

SUBJECT: Extension of Service Integration Contract with Minicucci Associates

RECOMMENDATION S)
APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract
amendment with Minicucci Associates to extend the contract expiration date to June 15, 19% to
allow continuation of the AB 1741 County Evaluation component of the Service Integration Program
with no increase in contract payment limit.
FINANCIAL IMPACT:

BACKGROUNDIR N(S) FOR RECOMMENDATION(S):
In 1994, Contra Costa County was one of six California Counties designated as a "Youth Pilot
County" under Assembly Bill (AB) 1741. As an AB 1741 County, Contra Costa has the ability to
pursue and obtain waivers on State and Federal regulations in order to improve outcomes for
children and families. With State and Federal approval of Contra Costa's Re-investing in Self-
sufficiency and Employment (RISE) waiver in June 1997, Contra Costa County>became the first
county to obtain a waiver under AB 1741. All AB 1741 counties are required to conduct a local
evaluation of their AB 1741 projects to supplement a state evaluation on AB 1741. The purpose of
this contract is to fulfill those requirements for Contra Costa County. Through the fault of neither
party, the evaluation is taking longer than originally projected. This contract extension will permit
completion of the evaluation.
