I11. REASONS FOR RECOMMENDATION:
Federal Job Training Partnership Act (JTPA) legislation requires there be a Board appointed
Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible
for the operation of the JTPA grant.
In accordance with a Board Order approved July 19, 1994, the Private Industry Council was
directed to make recommendations for appointments to the Council directly to the Board of
Supervisors, without the need to go through the Internal Operations Committee.

BAQKQROUND
On November 5, 1935 Crockett Garbage Service assumed the Franchise Agreement
which was between Crockett Garbage Company. At their meeting of November 19,
1996 the Board of Supervisors voted to establish a Crockett Interim Solid Waste and
RecyclingCommittee as required by Section 14 of the Franchise Agreement
between Crockett Garbage Service and the County.
The five member committee consists of the following:
2 members of the Crockett-Valona Sanitary District Board
One member of the Port Costa community
1 member of the Tormey community
1 member representing the contractor
On January 28, 1997, the Board appointed Douglas Tubb, Stephen Perkins, Richard
Zampa and a representative of Crockett Garbage Service to the Crockett Area
Interim Solid Waste and Recycling Committee and deferred to Supervisor Uilkema
to select the applicant from Port Costa. Supervisor Uilkema appointed Tim Crane
with Jennifer Holmes as an alternate on the committee.
The terms of the office for all members of the committee was for two years beginning
January 1, 1997. The Board authorized the committee to undertake the following
activities:

A. Review local service interests and needs, recycling and diversion
programs, and performance of the contractor in the Crockett/Port
Costa/Tormey Franchise Area and under the Franchise Agreement;
B. Participate in rate review; and
C. Advise and provide recommendations to the Community Development
Director and the Board of Supervisors on such matters.
Although the committee was formed for a two year period, the franchise agreement
specifies that at the end of the two years the Board shall make a determination
regarding the extension of the committee for the purpose of providing support to the
County source reduction and recycling programs. The committee feels that there are
other programs such as greenwaste collection which can be expanded and wish to
continue for another two year period to help with future source reduction programs.

Letters requesting nominations for PIC membership were sent to Community Based
Organizations.
The PIC Chair interviewed Ms. Becnel and recommends her appointment to the PIC. Ms.
Becnel will be replacing Nancy Atkinson whose resignation was accepted by the Board on
October 13, 1998.
PIC members serve as directors of the Private Industry Council, Inc. non-profit organization
and as such, new appointees should be appointed to the non-profit organization.

BACKGROUND:
The Board of Supervisors has two seats on the East Bay Regional Park District's
Park Advisory Committee. Members are eligible to serve not to exceed three two-
year terms. one of Board's appointees has served the maximum number of
terms and cannot be reappointed. Mr. Jurik has applied for this seat and has been
recommended for appointment by Supervisor Rogers. There are no other applicants
and Mr. Jurik has expressed great interest in serving as the Board's appointed since
he is currently on the Park Advisory Board representing another jurisdiction and has
served his maximum number of terms under that. nominee. It is, therefore,
recommended that Mr. Jurik be appointed as one of the Board's appointees.

Committee shall be for one years as determined by the Board of Directors that the
time of the appointment, and those members representing category "5" above, shall
each serve one year terms.
FUNCTIONS: To assist the East Bay Regional Park District in:developing the
District's master plan.

RECOMMENDATION:
DECLARE vacant for lack of attendance the seat on the Human Relations
Commission held by Peter Tiffany, DIRECT the Clerk of the Board to apply the
Board's policy to tilling the vacancy and REFER the vacancy to the Internal
Operations Committee.
BACKGROUND:
Staff has received a letter from the Chair of the Human Relations Commission
indicating that Mr. Tiffany has missed three meetings and asking that his seat be
declared vacant. It is,therefore, recommended that the Board declare Mr. Tiffany's
seat vacant.

Subject: Commissioner Participation Review (Tiffany)
I regret that I must inform you of the absence of Commissioner Peter
Tiffany at three consecutive scheduled meetings of the Commission.
Commissioner Tiffany occupies seat number 13. The meetings that
were missed were held on September 9, 1998, October 14, 1998, and
November 10, 1998.
In accordance with the ordinance that established this Corntnission; a
vacancy exists and will be reported to the Board of Supervisors
whenever a Commissioner has three (3) consecutive absences from
regular meetings of the Commission.
The purpose of this memorandum is to request that Commissioner
TiffanY's seat be declared vacant. The Commission will begin the
process of soliciting a new member. With this new vacancy, the
Commission currently has three seats to be filled. One seat may be
filled by the alternate (Commissioner Sierningd).
