IN THE BOARD OF SUPERVISORS
OF
CONTRA COSTA COUNTY, STATE OF CALIFORNIA
In the Matter of Supporting the Application of
the West Contra Costa County Criminal Justice Resolution 99/3
Consortium in its COPS MORE 198 Application
WHEREAS, in June of 1998 the combined law enforcement agencies of West Contra
Costa County came together as a Criminal Justice Consortium to make a single
application for the Federal COPS MORE 98 funding cycle; and
WHEREAS, this Consortium required action from seven police chiefs, city managers,
administrators and their respective policy bodies; and
WHEREAS, these communities have an established history of similar West Contra
Costa cooperative successes, including, West-Net(narcotics task force), a homicide/gang
intelligence program Ty-Net(centralized digital communications backbone), and
Richmond Consolidated "800 trunking" (radio communications system);. and
WHEREAS, there has also been a successful partnership of these agencies with the
schools in several 1-80 East Bay Public Safety Corridor Partnership programs such as a
regional Police Youth Academic program; and
WHEREAS,this grant money would allow the jurisdictions to effectively utilize
technology which will improve dispatch services,resource/activity analysis, file
reporting, and information accessibility; and
WHEREAS, funding from the COPS MORE'98 application would allow the
Consortium to provide a model for cooperative technology implementation for law
enforcement agencies all across the United States;
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Board of
Supervisors supports the application of the cities of El Cerrito, Hercules, Pinole,
Richmond, San Pablo, the Kensington Community Services District, and the West Contra
Cost Unified School District who have joined together as the West Contra Costa County
Criminal Justice Consortium in its application for$4,012, 808 for the COPS MORE '98
funding;and
BE IT FURTHER RESOLVED that the Contra Costa County Board of Supervisors
urges our elected representatives, Senators Barbara Boxer and Diane Feinstein and
Congressman George Miller to assist the West Contra Costa County Criminal Justice
Consortium in its application for COPS MORE '98 funding.
