1. Recommended Action:
APPROVEand AUTHORIZE the Contra Costa County Purchasing Services Manager to sign
the service'contract amendment identified below:
Service contract with Gatekeeper Systems, is amended for an additional
amount of$25,000, raising the cap to $50,000. The service contract term
is extended from December 31, 1998 to March 15, 1999.
II. Financial Impact:
None. All casts are supported by dedicated revenue from programs that will benefit from the
application.

The Public Works department is employing this company to create a web-based application
and publish the already existing County base map spatial data in a GIS standard based on the
contractor's architecture and procedures.

I. RECOMMENDATION
A. APPROVE a consulting services agreement with Interactive Resources, Inc., 117 Park Place, Point
Richmond, for architectural services for Remodeling Third Floor, 50 Douglas Drive, Martinez, for
District Attorney Family Support. The agreement will be effective January 5, 1999 and will provide
for full design and construction observation services, with a payment limit of $98,810.00, which
amount shall not be exceeded without prior,written authorization by the Director of General Services.
B. AUTHORIZE the Director of General Services to execute the agreement and to issue written
authorizations for extra work.
, provided that the cumulative total extra cost for all such authorizations
shall not exceed$10,000.00.
II.- FINANCIAL IMPACT
Funding for this project is available in the District Attorney Family Support Division budget and is
sufficient to cover the amount encumbered by this agreement.
111. REASONS FOR RECOM M- ENDATIONS/BACKGRQUND
A. The project involves remodeling on the third floor at 50 Douglas Drive, Martinez to suit the
requirements of the District Attorney's offices as described in the draft "Feasibility Study Remodeling
for Family Support,"prepared by Interactive Resources,Inc. and dated October 26, 1998.

B. Interactive Resources, Inc. was selected to provide architectural services for this project because it
successfully provided services for another major remodeling project for the District Attorney and is
familiar with District Attorney programs and space requirements.
C. Negotiations have been completed and an appropriate agreement is ready to sign.
D. The County must proceed with this agreement for architectural services because it does not have
sufficient staff to provide the services.

for the operation of the Private Industry Council Department for the period from January 16,
1999 through June 30, 1999.

The PIC Department programs support the third outcome - families that are economically self-sufficient.
BACKGROUNDIREASON($) FOR RECOMMENDATION(S):
This action will allow PIC Department programs to continue uninterrupted during the transition period
between the retirement of Mr. Miner, the CAO review of the delivery of employment and training services
within the County consistent with newly passed federal legislation, and the recruitment of staff to backfill
the function.

APPROVE and AUTHORIZE the County Administrator, or designee to execute a contract with Annie
King-Meredith in the amount of $30,130 to act as Project Manager for the North Richmond
Employment Collaborative through October 31, 1999.
FISCAL IMPACT:
Funding is provided by a grant from the Zellerbach Family Fund.
BACKGROUNDIREASON(S) FOR RECOMMENDATION13h.
As the North Richmond Employment Collaborative Project Manage, Ms. King-Meredith will be
responsible for managing all aspects of this neighborhood'-based employment program. The North
Richmond Employment Collaborative is the community employment arm of the Service Integration
Program and supports the Service Integration Program's goal of increasing the economic self-
sufficiency of North Richmond and "Old Town" San Pablo families.
