This Contract representsthe County's primary effort to provide services to the homeless mentally disabled population. It provides ongoing operating funding for mental health homeless outreach facilities in Nest, Central, and East County. On June 24,' 1997, the Board of Supervisors approved Contract #24-385--18 (as amended by Administrative Amendment Agreement #24-355--19) for the period from July 1,' 1997 through June 30, 1998. This Novation Contract #24-385-20 replaces the six--month automatic extension under the prior Contract and allows the Contractor to continue providing services through June 30, 1999. (dba Barbara Milliff Center) in the amount of $393,835, for the period from July 1, 1998 through June 30, 1999, for day treatment services for high risk, delayed or emotionally disturbed children. FISCAL IMPACT- This Contract is funded in the Health Services Department Budget for Fiscal Year 1998- 1999 as follows: $ 41,904 Federal Medi-Cal (FFP) Funds 351,931 County/Realignment Funds $ 393,835 SAL CONTRACT PAYMENT LIMIT CHILDREN'S`IMPACT_S This Mental. Health Services Contract will support the following Board of Supervisors' community outcomes: "Children Ready For and succeeding in school"; "Families that are Safe, Stable, and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families" . Expected program outcomes are: Increase and maintain school attendance as measured by school records; Increase, in positive social and emotional development as measured by the Child. and. Adolescent Functional Assessment Scale (CAFAS) , Increase in family satisfaction as measured by the Parent Satisfaction Survey; Decrease in out-of-home placements as measured by mental health and social services statistics; and Placement at discharge to a lower level of care. RACKGROUND ON S FOR: REC ATION S : For several years, this Contractor has been operating a day treatment program for preschoolers with measurable delays in interpersonal, social/emotional, language and cognitive development or children who are at risk for such delays, included are abused, developmentally delayed, emotionally disturbed and environmentally deprived children who do not meet the criteria for any categorical funding source for services. On July 8, 1997, the Board of Supervisors approved Contract #24-705-37 (as amended by Administrative Amendment #24-705-38) with We Care Society, Inc. for the period from July 1, 1997 through June 30, 1998, which included a six-month automatic extension through December 31, 1998. Novation Contract #24-705-39 replaces the six-month automatic extension under the prior Contract, and will allow the Contractor to continue providing services through ,Tune 30, 1999. A, Mtett SON(s) FOR REMMUMION191 : Chapter 633, Statutes of 1994, AB 757, authorized the transfer of state funding for Fee-For-Service/Medi-Cal (FPS/MC) acute psychiatric inpatient hospital services from the Department of Health Services to the Department of Mental Health (DMH) . On January 1, 1995, the. DMH transferred these funds and the responsibility for authorization and funding of Medi-Cal acute psychiatric inpatient hospital services to counties that chose to participate in this program. On February 25, 1997, the Board of Supervisors approved Contract #24-794 .3 (2) (as extended by Contract Extension Agreement 124- 794-3 (3) ] with Behavioral Healthcare Corporation for its Walnut Creek Hospital, for the period January 1., 1997 through June 30, 1998, for the provision of acute psychiatric inpatient hospital services. Approval of Contract #24-794-3 (4) will allow the Contractor to continue providing psychiatric inpatient hospital services through June 30, 1999. These contract servicers are a vital and important part of the County's continuum of mental health services for seriously and persistently mentally ill adults in West County. On June 24, 1997, the Board of Supervisors approved Novation Contract #24-728-61 (as amended: by Administrative Amendment Agreement 124-728-62) for the period from July 1, 1997 through June 30, 1998.
