1. RECOMMENDED ACTION:
DETERMINE that there is a need to continue the emergency action taken by the Board of
Supervisors on August 11, 1998, pursuant to Public Contract Code Sections 22035 and 22050,
to repair the Bollinger Canyon Road Slide in the San Ramon area.
III. FINANCIAL IMPACT:
There is no impact to the general fund. Total cost of repairs cannot be fq_ llv determined at this
time.

111. REASONS FOR RECOMMENDATIONS AND BACKGROUND:
The Bollinger Canyon Road Slide project will stabilize the western slope of the road and
prevent further damage to the shoulder of the road. Without this repair, further slide movement
will result in closure of one or both lanes of the road.
Since Bollinger Canyon Road is included in the federal highway system and with the federal
designation of Contra Costa County as a disaster area, it qualifies for Federal Highway
Administration funds to make the repairs. Consequently, 88.5% financing is available and the
County will have to pay the 11.5% matching funds using road funds.
Work to repair this slide began October 14, 1998.
Work to repair the McBryde Avenue Slide, Project No. 0672-6R6342, in the Richmond area and
the McEwen Road Slide Repair, Project No. 0672-6R6368, in the Crockett area was initiated
under emergency action taken by the Board of Supervisors on August 11, 1998 and has been
completed.
IV. Conseguences of Negative Action:
Non-concurrence of the above recommendation will significantly delay repair of the slides
prolonging impacts to traffic flow, and potentially endangering these roads roadway from further
erosion and slippage.

Ranch Road Slide, Orinda area.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
DETERMINE that there is a need to continue the emergency action taken by the Board of
Supervisors on March 24, 1998, pursuant to Public Contract Code Sections 22035 and 22050,
to repair the Fish Ranch Road Slide, Orinda area.
III. Financial Impac :
There is no impact to the general fund. Plans, specifications and engineer's estimate are
complete. The project is currently under construction, and the upper slide is complete. The lower
slide has been delayed due to weather and utility conflicts. However, the entire project should be
completed by early January. The expected contract cost based on the low bid is $684,651.

111. Reasons For Recommendations And Background:
Fish Ranch Road has been damaged by a landslide which affected the uphill, north bound lane and
approximately three feet of the downhill, south bound lane. The slide scarp has dropped
approximately one foot below road surface, creating a dangerous condition which necessitated
closing the road February 21, 1998. The Public Works Department was able to make temporary
repairs to the slide damaged roadway, which facilitated opening the south bound lane on March 9.
Since Fish Ranch Road is included in the federal highway system and with the federal designation
of Contra Costa County as a disaster area, it qualifies for Federal Highway Administration funds to
make the repairs. To receive 100% funding for this repair, the work must be completed within 180
days of the February 2, 1998 emergency declaration. After that time, only 88.5% financing is
available and the County will have to pay the 11.5% matching funds.
Construction to correct the slide work has been completed. Work to complete a secondary minor
slide began in early November.
We recommend that the Board continue the emergency action to ensure completion of the repair
in the most expeditious manner.
IV. Consequences of Negative Action:
Non-concurrence of the above recommendation will significantly delay completion of the repair of
the roadway, prolonging impacts to traffic flow.

SUBJECT: Ratify previous permission by the Public Works Director to completely close a
portion of Alexander Street and Edwards Street, for the purpose of Community
Christmas Tree Lighting, Crockett area..
The Public Works Director having reported that prior approval has been granted to Crockett
Lions Club to completely close a portion of Alexander Street and Edwards Streets, except for
emergency traffic,on Monday,December 7, 1998,from 6:00PM to 7:30PM,subject to the following
conditions:
1. Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. Crockett Lions Club shall comply with the requirements of the Ordinance Cade of Contra
Costa County.
4. Provide the County with a Certificate of .Insurance in the amount of $1,000,000 for
Comprehensive General Public Liability,which names the County as an additional insured
prior to permit issuance.
5. Obtain approval for the closure from the Sheriff's Department,the California Highway Patrol
and the Fire District.

11. Financial Impact:
There will be no financial impact to the General Fund. All of the projects will be funded through
Community Development Block Grant Funds, Road Funds, and/or Redevelopment Agency Funds.
Ill. Reasons for Recommendations and Background:
Applying for and obtaining grants allows the County to construct more improvements than would
be possible without obtaining grants.
The following is a brief description of each of the projects listed above.
The North Richmond Curb Ramps project consists of installing curb ramps at intersections near
the North Richmond Senior Citizen Center. The curb ramps are needed to facilitate the
movement of people in wheel chairs, and mobility impaired pedestrians along the streets of North
Richmond.
The Oakley Curb Ramps (MARSH area) Phase 11 project will continue the installation of curb
ramps in the older section of Oakley. It is the goal of the Public Works Department to install curb
ramps throughout the MARSH area. This will allow mobility impaired pedestrians and people in
wheel chairs access to the neighborhood and businesses.
IV. Consequences of Negative Action:
Failure to approve the submittal of these applications will eliminate a potential funding source and
possibly delay the construction of the projects.

There is no impact to the General Fund. The project is funded entirely with Federal TEA and
Regional Measure C funds.
Ill. Reasons for Recommendations and Background:
The State and OCTA have cooperated in two construction projects, as a part of CCTA's
Measure C Expenditure Plan, to improve State Highway 4 from about Willow Pass Road (west)
Interchange to the Bailey Road Interchange. The projects resulted in widening and reducing the
grade of the State highway from Willow Pass Road to Bailey Road, and modifying the Bailey Road
Interchange.
The State and OCTA now desire to install landscape planting and irrigation along State Route 4
from Willow Pass Road to Bailey Road.
The CCTA requested the County to advertise, award, and administer the construction contract
for the landscaping project.
IV- Consequences of Negative Action:
If the agreement is not approved, the implementation of the project will be delayed.
