REFERRALS TO THE INTERNAL OPERATIONS COMMITTEE SPECIFIC REOU€ST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS: REFER to the Internal Operations Committee the following subjects: 1. A review of the County's Affirmative Action/MBEMBE Programs to determine what type of program can be designed that meets the current state of the law. 2. A review of the current campaign reform ordinance to identify ambiguities and internal inconsistencies to recommend to the Board for amendment to the current ordinance. 3. The need for a County policy on providing policy oversight to dependent special districts, county service areas and similar bodies. 4. A review of the adequacy of funding of Geologic Hazard Abatement Districts in case of a disaster. 5. A review of the adequacy of the current County policy on performing evaluations of various County functions to insure their cost effective and efficient operation. 5. A review of the adequacy of the current County policy and practice for following up on the recommendations of the County's external auditors. We believe that each deserves attention from a Board Committee. In the case of the Affirmative Action/MBE/WBE Programs, we would like to be briefed on the current state of the programs that are operating in the County and would like to recommend to the Board a program which is consistent with the County's understanding of the current state of the law. In the case of the campaign reform ordinance, we believe that there are areas of the ordinance which are unclear and need to be revised in order to make them more clear. There are also certain internal inconsistencies that we would like to identify and resolve. We are not seeking a major overhaul of the ordinance, simply to insure that the ordinance is clear and consistent with the current state of the law as we enter the 2000 campaign season. We would also like to review the level and extent of the County's oversight of the operations and finances of some of its special districts and service areas. We would like to develop a policy which would insure that either the Board, a Board Committee, the County Administrator or other appropriate staff are charged with providing appropriate, periodic oversight to each such special district and county service area. We are concerned that Geologic Hazard Abatement Districts (GHAD's)are funded on so marginal a basis that in case of a real disaster they would not be able to respond to the disaster in any meaningful way. We would like to explore this subject further and see whether there are some steps that can be taken to strengthen the funding of GHAD's. We would like to explore the extent to which the County now reviews some of its operations and practices to determine whether they are being administered in the most cost effective manner possible. As an example, there is a point when it no longer makes sound fiscal sense to continue to repair and maintain a vehicle and the vehicle should be replaced. We would like to explore the extent to which these kinds of studies are currently undertaken in the County and whether additional work can be done in this area. Finally, we are concerned with the extent to which the County follows up on and responds to recommendations and findings made by the County's external auditors and would like to explore this subject in more detail. We are, therefore, asking that the Board of Supervisors refer these matters to our Committee. cc: County Administrator County Counsel Affirmative Action Officer County Clerk-Recorder Public Works Director Auditor-Controller -2-
