SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S)& BACKGROUND AND JUSTIFICATION RECOMAMN-DATIONS APPROVE a correction to the December 15, 1998 allocation of FY 1996 housing Opportunities for Persons with AIDS (HOPWA) funds to Resources for Community.Development (RCD) for the Aspen Court project by increasing the $75,000 allocation by$386 to $75,386. FISCAL IMPACT No General Fund impact. HOPWA finds are allocated to local jurisdictions by formula, through the U.S. Department of Housing and Urban Development (HUD). BACKGROUND/REASONS,EOR RECQNj,LM NDATI NS Housing Opportunities for Persons with AIDS (HOPWA) funds are allocated to Contra Costa Entitlement Jurisdictions(the Contra.Costa.Consortium and the Cities of Antioch, Concord, Pittsburg, Richmond and Walnut Creek) by formula through. the City of Oakland and the U.S. Department of Housing and Urban Development (HUD). As agreed by the jurisdictions, $336,886 of the FY 1996 allocation was.reserved for the development of affordable rental housing for low-income persons with HIV/AIDS. The Board of Supervisors approved an allocation of$75,000 on December 15, 1998 in FY 1996 HOPWA funds for this project. The allocation request should have been for an additional $3861, or $75,386. The Board of Supervisors has approved an allocation of$380,000 in HOME Investment Partnership Act (HOT'VIE)funds and allocations totaling $409,500 in HOPWA funds for this project. HUD has allocated$1,124,300 in Section 811 funds to this project. When complete, Aspen Court will provide 12 fully-accessible one-bedroom units of affordable rental housing. Eleven units will be reserved for persons with HIV/AIDS, with the remaining unit reserved for an on-site manager. Services will be provided to the residents and will include case management, medical treatment and referrals, home health care, substance abuse counseling,job placement and training, benefits advocacy, money management, assistance with meals and groceries, and social and recreational activities. Affordability restrictions imposed by currently approved funding sources will require all units in the project to remain affordable to extremely-low and very-low income households disabled with HIV/AIDS for a minimum of 30 years; as required by the County, five units must remain affordable to extremely-low income households for 60 years; and all units must be occupied by persons disabled with HIV/AIDS for a minimum of 60 years. The total cost of this project is $1,914,186.
