ACCEPT Federal U.S. Department of Justice, Office of Juvenile Justice and Delinquency Prevention SafeFutures grant third year(Fiscal 1998)in the amount of$1,435,000; 2:. AUTHORIZE the County Administrator or his designee to negotiate with the Federal Office final compliance with special conditions, including budget, and to execute,on behalf of the County the federal Grant Award and those contracts, or any amendments thereto, listed below, required to implement the SafeFutures grant award, 3. APPROVE appropriation and revenue adjustments required to implement SafeFutures, including the required County match of$100,0005 and 4. REFER.SafeFutures project reports to the Family and Duman Services Committee. There is no fiscal impact on the county general fund beyond the required 100,000 match(budgeted). SafeFutures has also helped to leverage other resources and funds for the County. For example, SafeFutures funding is combined with AB3015 and MediCal reimbursements. REASONS FOR-REfQMME�NDATIQ.NZBACKGRQLJAD-. This Board Order covers the third grant year of SafeFutures operation, beginning on October 1, 1998 and concluding on September 30, 1999. On June 13, 1995 the hoard of Supervisors authorized the County Administrator to submit an application to the Office of Juvenile Justice and Delinquency Prevention under the SafeFutures Initiative. The Board also authorized the County Administrator to establish a SafeFutures Steering Committee/Prevention Policy Board for guidance and review. CONTINUED ON ATTACHMENT: . Auditor-Controller PHIL BATgAELOR,CLERK OF JSPAC THE BOARD OF SUPER IS ' On N,ovember:30, 1995 the County was notified of its first year$1,410,000 award under SafeFutures from the U.S. Department of Justice, Office of Juvenile Justice Delinquency Prevention(OJJDP)to "prevent and control juvenile violence and delinquency in targeted communities; to develop a more efficient, effective and timely service delivery system for at-risk and delinquent juveniles and their families that is capable of responding to their needs at any point of entry into the system; to build the community's capacity to institutionalize and sustain the service delivery system by expanding and diversifying sources of Banding; and to determine the success of the program's implementation and the outcomes achieved, including whether a comprehensive strategy involving community-based efforts and program resources concentrated on providing a continuum of care has succeeded in preventing and reducing juvenile violence and delinquency". Contra Costa County was one of six communities(Contra Costa County, Imperial County, Boston, St. Louis. Seattle, and the Fort Belknap Indian Community in :Montana)picked to share almost$8 million per year,for five years, in federal crime fighting funds to combat juvenile crime and delinquency. These six SafeFutures sites were picked due to the progress already made in bringing together many different elements to form an effective response to crime and delinquency. During the second year of SafeFutures operation,we were able to provide enhanced services to over 1,000 youth and families and to recruit nearly 100 adult volunteers and mentors to work with at risk youth. With federal technical assistance under the title of"Comprehensive Strategies," we were also able to review all SafeFutures and juvenile justice programs, develop detailed data regarding"risk factors"throughout the County, and prepare an preliminary five year Strategic Plan.for Juvenile Justice. During the third year of SafeFutures, existing programs will be continued and in some cases(for example, mentoring)expanded. The strategic planning will continue, in coordination with the Policy Forum and the Contra Mosta Future Corps. We will also emphasize: "outcomes"and other evaluation of SafeFutures accomplishment; increased community and youth involvement in program and service planning; and increased planning regarding "sustainability"that is, how the SafeFutures program efforts can or should be maintained when federal funding ends (in 2001). The following includes the contracts required to implement the third year of SafeFutures. u=n limit not.to e end West Contra Costa Youth Service Bureau(school-based prevention, gang intervention, mentoring): $450,000 International Institute of the Bast Bay(gang prevention): 45,000 Opportunity West(gang intervention, youth employment): 90,000 Families First(mentoring): 100,000 City of Richmond(YouthBuild youth employment): 42,000 ProbationDepartment (volunteer coordination,ranch aftercare, gang intervention, Summit Center): 510,000 Mark Morris Associates (miscellaneous project management services): 65,000 The balance of the Federal Bands will be applied to other fiscal administration and contract monitoring functions, program development activities,technical assistance and training services, and local evaluation services as required by the award.
