Il, FINANCIAL IMPACT: None, one hundred percent federal funded, Ill. CHILDREN IMPACT STATEMENT: This contract is to provide vocational training to appropriate DTPA eligible participants. This will support the third outcome — Families that are economically self-sufficient. IV. REASONS FOR RECOMMENDATION: Allocation of Job Training Partnership Act (DTPA) funds for County's overall DTPA Vocational Training Programs for 1998199 was approved by the Board on April 28, 1998. CHILDREN'S IMPACT STATEMENT: Parent Aide Services supports three of Contra Costa County's community outcomes: "Children and Youth Healthy and Preparing for Productive Adulthood," "Families that are Safe, Stable, and Nurturing," and "Communities that are Safe and Provide a High Quality of Life for Children and Families." The expected outcomes are that an increased number of children and youth will receive the treatment services they require in a more timely manner, and that out-of-home placements will be more stable due to the availability of supportive services. B-ACKGRQU DA This service has been ongoing since 1994 and has been funded from various sources. It is designed toassist social workers in delivering service to children and families who are known to the Child Welfare Services system. The following services will be provided; transportation to medical and dental appointments, supervision of supervised visits, documentation of supervised visits. These services will be available seven days a week, and will include both early morning and evening hours in addition to normal County office hours. BA KGROU D1R SONS) FOR RECOMttl ENDATIONIS): The Study of Neighborhood Change is in the second year of evaluating if the quality of life in three low income neighborhoods improved between 1990 and the year 2000. The study is examining specific core indicators of improvement, such as increased employment, family stabilization, neighborhood safety and school attendance. It is also looking at qualitative measures: i. e.; observed charges connected to a variety of program activities implemented through neighborhood service integration; mutual assistance and self help and other neighborhood programs. The objective of this study is to better understand the elements that lead to positive changes within neighborhoods and to improve the ability of public agencies and foundations to use their resources in a cost effective manner. Contra Costa County, is acting as the fiscal agent for this study. The Zellerbach Family Fund has selected Minicucci associates to perform time evaluation. The project involves improvements at countywide courthouse sites as required for installation of new court security systems and electronic screening stations, and upgrading of existing doors as required to comply with the American with Disabilities Act in areas affected by the project.
