None. One hundred percent federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
Federal Job Training Partnership Act (DTPA) legislation requires there be a Board appointed
Private Industry Council (PIC) that in partnership with the Board of Supervisors, is responsible
for the operation of the DTPA grant. In accordance with a Board Order approved July 19,
1994, the Private Industry Council was directed to make recommendations for appointments
to the Council directly to the Board of Supervisors, without the need to go through the Internal
Operations Committee. Appointments to the business categories on the Private Industry
Council must be selected from a single list of nominations submitted by the County Chambers
of Commerce (attached); the Walnut Creek Chamber of Commerce has agreed to receive
nominations from other County Chambers and compile a single list of nominations from other
County Chambers for consideration by the Board of Supervisors.
The PIC Chair has interviewed Tapan Munroe, Michael Fenley and Mary Anne Acosta and
recommends their appointment to the PIC with terms ending September 30, 2000; the PIC
membership concurs with this recommendation.
PIC members serve as directors of the Private Industry Council, Inc. non-profit organization
and as such, new appointees should be appointed to the non-profit organization.

I, RECOMMENDED ACTION:
Ratify the PIC election of Ron Wetter as the PIC Chair for calendar year 1999.
II, FINANCIAL IMPACT:

III, REASONS FOR RECOMMENDATION:
State legislation effective 1 January '94 conferred on the Chief Elected {official (CECT) of each
Service Delivery Area (SDA) the responsibility to appoint the PIC Chair, The PIC bylaws,
approved by the Board, specify the PIC Chair nominee shall be a business representative and
will be selected by vote of the PIC members; that election was held in December. That
nomination is now forwarded to the Board for formal appointment, to ensure we are in
conformity with both State and Federal legislation.

outstanding contribution to the Commission. We are, therefore, recommending
their appointment as noted above. Recruitment is still under way for the third
vacancy. A recommendation for appointment to this seat will be made in the near

j Background:
The Arts and Culture Commission consists of nine members, one appointed
by each member of the Board of Supervisors, and four at-large seats,
nominations of which are made through the Internal Operations Committee.
Three of the four At-Large seats are currently open, due to the resignations of
Richard Martinez, Sandra L. Iger, and Shirley Smith.
Dr. Siska has met with District V Commissioner Donald Meagher, and Ms.
Laput has met with District I Commissioner .Eve A. Ma. Both applicants
have attended a meeting of the Commission. The attached applications are
€ submitted for consideration and action by the Internal Operations
Committee.

ARTS ANIS CULTURE COMMISSION OF CONTRA COSTA COUNTY
CRITERIA FOR SERVING AS COMMISSIONER
The Commission seeks individuals with diverse cultural and professional backgrounds who have
demonstrated verbal, written, administrative, financial and interpersonal skills as well as business
acumen. In addition, individuals seeking positions on the Commission should:

• Have talents and skills that will contribute to the success of AC5,particularly
in the areas of:
• Fundraising
• Vision-setting
• Planning
• Marketing
• Communications/Public Relations
Decision-making
• Have some experience in community involvement and service as well as
direct experience with the arts and arts organizations.
