11, FINANCIAL IMPACT:
The estimated project cost is $470,000, funded by Measure C Funds (84%), SB-300 (16%).
111. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes overlaying the eastbound lanes of Pleasant Hill Road from the Lafayette City
Limits to the Pleasant bill City Limits, the westbound lanes from the Pleasant bill City Limits to
the overpass, the northbound lanes of Taylor Boulevard from Pleasant bill Road to the start of the
median, and the southbound lanes from the start of the median to the Lafayette City Limits. The
project also includes some base failure repair, placing pavement reinforcing fabric, and replacing
the pavement striping and markings.
It is needed to insure the continued existence of the roadway and promote its safe usage.
The project has been determined to be in compliance with the General Plan and is exempt from
CEQA because the proposed project consists of routine maintenance activity on the existing
roadway that will not result in any expansion or use beyond that previously existing.
IV, CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize
funding.

GENERAL CONSIDERATIONS:
I. Location:Taylor Boulevard and Pleasant Hill Road are located in the central county area
near the City of Pleasant Hill(Figure 1).
2. Project Description: The proposed project consists of the overlay of sections of Taylor
Boulevard and Pleasant Hill Road. The Taylor Boulevard overlay will occur on the
southbound lanes of Taylor Boulevard from the Pleasant Hill city limits south to the
Lafayette city limits, and the northbound lanes from the Pleasant Hill city limits south to
Pleasant Hill Road (Figure 2). The median island will be reconstructed due to the
thickness of the overlay. Near Greenhills Drive, water is seeping up through the
pavement. An underdrain will be installed to intercept the flow of the seeping water. The
manholes,valve covers and monument boxes will be raised to the new surface elevation.
The Pleasant Hill Load overlay will extend from Huston Road east to the Pleasant Hill city
limits(Figure 2). Manholes,valve covers and monument boxes will be raised to the new
surface elevations. All work will occur within the County right-of-way.

Community Development staff has reviewed the attached project, CP 98-� to determine
if mandatory referral for General Plan Conformance, as required by Section 65402 of the
Government Code, is necessary.
The project needs no further mandatory referral clearance from County staff subject to the
following actions.

II. FINANCIAL IMPACT:
The estimated project cost is $30,000, funded by Hazard Elimination and Safety (HES) federal
funds (100%)
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project includes replacing 67m (220 ft) of existing metal beam guardrail with Type 50 concrete
barrier and extending this concrete barrier an additional 70m (230 ft) along the edge of pavement
of Taylor Boulevard. Sand-filled crash cushions will be installed in front of the new concrete
barriers' approach end.
It is needed to keep vehicles on the roadway, protect joint poles and overpass piers, and to
reduce the maintenance burden of the structure.
The project has been determined to be in compliance with the General Flan and is exempt from
CEQA because the project consists of the minor alteration of an existing structure involving
negligible expansion of use beyond that previously existing.

The project is located along the turnoff from northbound Pleasant Hill Road to Taylor Boulevard
in the central county area near the City of Lafayette (Figures 1 and 2).
2. Project Description,
Work associated with the Taylor Blvd. Guardrail Upgrade project will consist of the replacement
of 220 feet of existing metal beam guardrail with a Type 50 concrete barrier and extension of this
concrete barrier an additional 230 feet along the edge of pavement of the outside curve of Taylor
Blvd. Sand-filled crash cushions will be installed in front of the new concrete barrier's approach
end. No utilities are anticipated to require relocation. A small oak tree located in the gore area
between Pleasant Hill Rd and Taylor Blvd. will be removed. Some roadside vegetation along the
proposed construction zone may require removal.

11. FINANCIAL. IMPACT.
The estimated contract coast of the project is $453,000, funded by (84'%, Tassajara AOB, 16%
SB-300).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to correct horizontal and vertical deficiencies and provide added sight
distance to the traveling public.
The PublicWorks Director has filed with the Board of Supervisors the Plans and Specifications
for the project.
The general prevailing rates of wages, which shall be the minimum rates paid on this project, have
been filed with the Clerk of the Board and copies will be made available to any interested party
upon request.
The Board reviewed and approved the project on May 12, 1998 and determined the project to be
exempt from the California Environmental Quality Act as a Class 1 C Categorical Exemption. A
Notice of Exemption was filet( with the County Clerk on May 13, 1998.
IV. CONSEQUENCES OF NEGATIVE ACTION:
If the project is not approved for advertising, it will not be constructed.

The Public Works Director having reported that prior approval has been granted to
DeSilva Cates Construction to completely close Concord Avenue, except for emergency traffic,
on Monday, January 4, 1999, from 6:OOA.M to 6:OOPM, subject to the following conditions:
., Traffic will be detoured via neighboring streets.
2. All signing to be in accordance with the State of California Manual of Traffic Controls.
3. DeSilva Cates Construction shall comply with the requirements of the Ordinance Code of
Contra Costa County.
4. Provide the County with a Certificate of Insurance in the amount of $1,000,000 for
Comprehensive General Public Liability, which names the County as an additional
insured prior to permit issuance.
5. Obtain approval for the closure from. the Sheriff's Department, the California Highway
Patrol and the Fire District.

On February 2, 1999 , the Board adopted Resolution No. 99/47 which
vacated a 'portion of Blum Road. This Board hereby DETERMINES that said land,
described in Exhibit "A" attached hereto, was previously subject to a street, highway or
public service easement, and is no longer needed by the public.
Pursuant to Streets and Highways Code Section 8355, and in consideration of
payment of$4,400 which has been paid in full, the Board hereby APPROVES the sale of
said property to Robert J. Wilcox and AUTHORIZES the Chair to sign a Quitclaim Geed
on behalf of the County.

being a portion of the 100 feet in width county road, officially named Blum Load on March
26, 1951 in Road Book 2 at Page 156, Contra Costa County records, lying within the
Rancho Las Juntas, described as follows.
A strip of land 20 feet in width and approximately 110 feet in length adjoining the easterly
line of the parcel of land described in the deed from M. Phillip Cardoza to Robert J. Wilcox

Real property in an unincorporated area of the County of Contra Costa, State of California,
being a portion of the 100 feet in width county road, officially named Blum Road on March
26, 1951 in Road Book 2 at Page 156, Contra Costa County records, lying within the
Rancho Las Juntas, described as follows:
A stripof land 20 feet in width and approximately pproximately 110 feet in length adjoining the easterly
line of the parcel of land described in the deed from M. Phillip Cardoza to Robert J. Wilcox
recorded June 26, 1995 in Series No. 99-0147279, Contra Costa County records. The
westerly line of said 20 foot strip being the easterly line of said parcel(98-0147279). The
northerly and southerly lines of said 20 foot strip being perpendicular to said westerly line
and having their westerly termini at the northeasterly and southeasterly corners of said
parcel(98-13147279).
Containingan area of 2,200 square feet(0.05051 acres) of land, more or less.
