SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S):
APPROVE and AUTHORIZE the County Administrator, or designee, to eater into a contract with
Rubicon Programs, Inc., for $100,128 to support the Service Integration Program's employment
services to residents of North Richmond and "Old Town" San Pablo through March 31, 2000.
I`3ACKOROUND/REASON(S) FOR RECOM'MENDAT'ION(S):
In 1997, the Service Integration Program worked intensively with a wide range of community
organizations, including Rubicon Programs, Inc,, and community residents to establish the North
Richmond Employment Collaborative, a seamless system of neighborhood services designed to Delp
community residents obtain and maintain employment and move up the career ladder.
In summer 1998, Rubicon Programs, Inc,, submitted a graft proposal to the California Employment
Development Department(EDU) on behalf of a number of organizations and agencies, including the
Service Integration Program, to further the work of the North Richmond Employment Collaborative.
In September 1998,, Rubicon Programs, Inc., was awarded $664,898 over 18 months from the EDD
to provide intensive services to "hard-to-serve" CaIWORKs participants.
The $100,128'of EDLP graft money to be subcontracted by Rubicon Programs, Inc., to the Service
Integration Program will support: an employment workshop leader, 2 peer case Managers and a
coordinator for the North Richmond Community Career Resource Center.
FISCAL. IMPACT:
This contract will provide an additional $100,128 in outside resources to the County's efforts to serve
a particularly challenging segment of the welfare population in North Richmond and "Old Town" San
Pablo.

RECOMMENDED ACTION
Approve and authorize the Health Services Director, or his
designee (Art Lathrop) , to execute on behalf of the County, a
Statement- of Compliance, the required Drug-Free Workplace
Certification and Standard Agreement #29-392-12 (State #EMS-8027)
with the State Emergency Medical Services Authority, in the amount
of $8L, 000, for the period from June 30, 1993 through June 30,
1.999 for the Regional Medical Disaster Planning Project .
FINANCIAL IMPAC`S
Approval of this agreement by the State will result in $8{), 000 of
State funding for the Regional Medical Disaster Planning Project
for FY 1993-99 . No County funds are required.
REASONS FOR RECOMMENBATIONB/BACKGRC3Ui�7:
Standard Agreement #29- 392-12 continues State funding for Medica.
Disaster Planning Project services through June 30, 1999, and
allows staff to enhance. the County' s disaster preparedness by
improving coordination between counties, cities, hospitals,
Emergency Medical Services agencies and the State Emergency
Medical Services Authority, in the event of an earthquake or other
disaster.
Threeseated/certified copies of this Board Order should be
returned to the Contracts and Grants Unit for submission to the
State ', Emergency Medical Services Authority.

BACKGROUND TREASON(S) FOR RECOMMEND T12N(S) :
On Auril 21, 1938, the Board of Supervisors approved Standard
Agreement #28-6032 -1. (#97-118986) with the State Department of
Iealt . Services, for the period from October 1, 1997 through
September 30, 1938 . This allowed the Department ' s Community
Wellness and Prevention Program and the Woad and Nutrition Policy
Consortium to provide nutrition education to Contra Costa County
food assistance recipients through classes and workshops, as well
as, through existing community channels, such as after school
programs and food distribution sites . The goal of the pr04iect is
to i prove nutrition and physical well-being among a segment of
Contra. Costa County' s population, who are at an increased risk of
chronic disease .
Approval of Standard Agreement #28-602-2 will continue the

REASONS FOR RECOMMENDATIONS/BACKGROUND:
Can July 14, 1998 , the Board of Supervisors approved. a Contract #24-
920--1. with Fred Finch Youth Center to provide intensive day
treatment program and medication support services for seriously
emotionally disturbed children (dually diagnosed; at Fred Finch
Yo;..th Center Residential/Day 'Treatment rrogra.ns . Contra Costa
Countyis acting as the host County for the Fred Finch program,
therefore, counties needing services will need to contract with
Contra Costa for those services .
Under this Contract #29-505, the County of Sonoma wil' pay the
County, $1.00 pe.r day for the use of one bed through June 30, 1999 .

Standard Agreement (Amendment) #28-573-2 (State #96-26667 01.) with
the State of California Department of Health Services, effective
July 1, 2998, to increase the Payment Limit for Fiscal Year 1998y-
1.999 by $80,620, from $280, 000 to a new fiscal year total of
$360, 620 for the Breast cancer Partnership Project.
FISCAL IMP kC'T
Approval of this Amendment will result in $80, 620 increased State
funding for FY 2998-1999, and increase the maximum amount of State
funding for the three year term of the agreement to a new total of
$920, 620. Pio County funding is required.
ACR R_ REA ON(S) FOR RECOMEXPAT19ILLSA:
On February 4, 1997, the Board of Supervisors approved Standard
Agreement #28-573- 1 (State #96-26667) with the state of California
Department of Health Services, for the period from March 1, 1997
through February 29, 2000 for County's Breast Cancer Partnership
Project in an effort to reduce breast cancer mortality.
Approval of .Amendment #28-573-2 will provide additional funding for
County's Breast cancer Partnership Project for FY 1.998-1999.
