SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
1. cammonded Action:
Support, IF AMENDED, SB 19 by Senator Rainey. Request Senator Rainey to work with the
California State Association of Counties (CSAC), the California League of Cities (LOC), the
California Council of Governments (CA'LCOG) and the California Transportation Commission
(CTC) for amendments that will not jeopardize the 1998 State Transportation Improvement
Program (STIP) and its amendment.
II. Financial;.im :
SB 10, if passed, will increase the County's gasoline tax revenue by $8 million on a onetime
basis. This $8 million will be shared by the Cities in the County and the County, with the County
receiving about half of the allocation. It is also estimated that SB 10, in its present form, will
reduce Contra Costa County's 1998 STIP Amendment allocation by $7 million. There is no impact
on the General Funds.

Ill. Reasans for Recommendations endBackground:
In 1998, because of the large balance in the State Highway Account (SHA), Senator Kopp introduced
SB 1477 which would have allocated $300 million from the State Highway Account to cities and
counties for local street and road repair. SB 1477 passed both houses but was vetoed by Governor
Wilson. Senator Rainey has reintroduced SB 1477 as SB 10 this year and has requested the
County's support. SB 10 will allocate$300 million in 2000 and 2001 from the State Highway Account
to counties and cities for local street and road repair.
Governor Wilson, in his veto message of SB 1477, stated that under SB 45, counties and cities have
the option to program transportation funds for local streets and roads. Since SB 45 was recently
enacted, he did not want to change the provisions in SB 45.
Subsequently, both CSAC and LOC requested the CTC to set aside a target for local streets and
roads in the 1995 STIP amendment process and to remove what CSAC and LOC felt were barriers
to programming local street and road repair projects. On December 18, 1998, at a CSAC, LOC and
CALCOG joint meeting, an agreement between CSAC, LOC, CALCOG was tentatively reached
pending ratification by the respective governing bodies. The agreement recognizes the large local
streets and roads unmet needs, and pledges at least 50% of any new transportation revenue to cities
and counties. The parties also agreed that if the interest earned from the State Highway Account
funds exceeds what Caltrans has estimated, the difference will be allocated to cities and counties.
A means to implement this part of the agreement is to amend SB 10 to include this trigger. At a CTC
workshop on the same day, the CTC agreed to target at least $300 million of the 1998 STIP
amendment funds for local streets and roads, remove all barriers to programming local street and
road projects,and simplify the project development process for these projects. It also recognized the
unmet local streets and roads needs and has pledged to fund a statewide local streets needs
assessment study.
