AUTHORIZE the Chair to sign a letter to the Wildlife Conservation Beard of the State
of California in support of proposed grants to the East Bay Regional Park District to
assist the acquisition of Sky Ranch (Martinez area) and Clayton Ranch (Clayton area)
for open space purposes.

The Wildlife Conservation Board ("WCB") of the State of California will consider two
grants to the East Bay Regional Park District ("EBRPD") at its meetin on March 2, a
201,000 grant to assist with acquisition of the Clayton Ranch and a %101,000 grant
to assist with the acquisition of Sky Ranch.

Clayton Ranch is being acquired by the East Bay Regional Park District using a
mixture of funding sources, including funds from the Contra Costa County
Agricultural Land Trust. This acquisition ended years of debate over the future of this
site, which had been proposed for development. The site is located within the urban
limit line VULL"), but the Board has directed that an environmental review be
performed to assess the impacts of adjusting the ULL to exclude Clayton Ranch.
Funding from the WCB would expand financial participation in the acquisition and
offset local costs.
Sky Ranch was recently acquired by the Martinez Regional Land Trust ("MRLT") with
proceeds from grants, local fund raising, and a loan. The County applied for and
received a $225,000 grant from the California [department of Parks and Recreation
on behalf of the MRLT to assist with the Sky Ranch acquisition. The proposed grant
from the WCB would be used by the EBRPD to purchase a conservation easement
from the MRLT, allowing the MRLT to reduce the debt it incurred during acquisition.
The sale of a conservation easement will be an additional barrier to use of the Sky
Ranch for other than open space purposes, and will provide the County with further
assurance that our commitments associated with passing through the $225,000 grant
will be met.

Re: Support for Wildlife Conservation Board Grants to the East Bay Regional Park District
Dear Mr. McGeoghegan:
The Contra Costa. County Board of Supervisors supports the proposed grants to the East Bay
Regional Park District which will be considered by the Wildlife Conservation Board at its meeting
on March 2, 1999. The proposed grants would provide $101,000 and $201,000, respectively, to
assist with the acquisition of Sky Ranch and Clayton.Ranch for open space purposes. The Board
of Supervisors welcomes the addition of these important areas to the protected open space resources
of Contra Costa County, and encourages the Wildlife Conservation Board to approve funding in
support of these efforts.
