Numbers 3, 7 and alternate to 7) CALLING AND NOTICING ELECTION
(Government Code Section 31520.0)
The Board of Supervisors of Contra Costa County RESOLVES THAT:
1. The term of office of the following member of the Contra Costa County Employees'
Retirement Association Board will be completed as of June 30, 1999:

7 Alternate Louis Kroll, Safety Member
The appropriate members of the Retirement Association may elect someone to fill
this office for a three-year term beginning July 1, 1999 as provided below.
2. Nominations shall be on forms provided by the County Clerk and filed in that office
not later than 5 p.m. on Friday, March 26, 1999. The Clerk shall have ballots printed
with the nominees names and with blank spaces for write-in candidates. The Clerk
shall have a ballot mailed no later than May 28, 1999 to each member of the
Retirement Association as of April 1, 1999 with a ballot envelope in which to enclose
the ballot when voted, imprinted"Retirement Board Ballot" or similar words,
together with a"return postage guaranteed" envelope addressed to the County Clerk
for mailing the ballot envelope to that office, and with instructions that the ballot shall
be marked and returned to the County Clerk before 5 p.m. on election day. (See No.
4 below.)
3, Election Dav is hereby fixed as Tuesday, June 22, 1999. Any Ballot reaching the
County Clerk's Office after 5 p.m. on June 22, 1999 shall be voided and not counted.
4. Notice of election and nomination procedure shall be given by the Clerk by
publishing a copy of this resolution at least once in the Contra Costa Time. West
Contra Costa Times. San Ramon Vallev Times, and the Ledger Post Dispatch at least
ten days before the last day for receiving nominations. (See No 3 above.)
5. On Wednesday, June 23, 1999 the County Clerk shall cause all valid ballots to be
publicly opened, counted, and tallied by an Election Board, which shall forthwith
certify the return to this Board; and this Board shall declare the winners elected, or
arrange for a run-off election in case of a tie.
6. If the County Clerk receives no valid nominations for this position, he shall so inform.
this Board which shall call a new election therefore; and if the Clerk receives only
one nomination for this position, he shall so notify this Board which shall declare that
person elected to that position.

SUBJECT: BOARD OF SUPERVISORS APPOINTMENTS TO
THE RETIREMENT BOARD
.SPECIFIC REQUEST(S)OR RECOMMENDATION($)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
REFER to the Internal Operations Committee the three seats on the Retirement
Board which are appointed by the Board of Supervisors whose terms of office are
expiring June 30, 1999 for subsequent recommendation to the Board of
Supervisors.
BACKGROUND:
The Retirement Administrator has recommended that the Board of Supervisors tape
the steps necessary to call an election for those elected members of the Retirement
Board whose terms end June 30, 1999. There are also three seats on the
Retirement Board which are appointed by the Board of Supervisors whose terms
are also expiring June 30, 1999. These three seats should be referred to the
Internal Operations Committee to determine whether the individuals wish to be
reappointed and, if so, whether the Internal Operations Committee wants to
recommend their reappointment. If any of the three do not wish to be reappointed
then it will be necessary to advertise for, screen and interview applicants in order
to come to a recommendation for a replacement.

This will notify you that the terms of office of the following members of the Board of
Retirement of the Contra Costa County Employees' Retirement Association will be
completed on.June 30, 1999.
Member#3: Richard Cabral, elected by general members of the Association.
Member 95: J. James Lee, appointed by the Board of Supervisors.
Member#6: Edward Fleming, appointed by the Board of Supervisors.
Member#7: William Cullen, elected by safety members of the Association.
Member#7 Alternate: Louis Droll, elected by safety members of the Association.
Member#9: F. Robert Koenig, appointed by the Board of Supervisors.
It is suggested that your.Board of Supervisors to set in motion the election procedure to fill the
positions of Members 3, 7 and alternate 7 adopt the attached Resolution. The.Board of
Supervisors is respectfully requested to start whatever procedure it chooses with respect to the
appointments of Members S, 6 and 9.
The procedure and timetable for the election have been cleared with Elections Division of the
Clerk-Recorder.
