AUTHORIZE Water Agency staff travel to Washington C .C. with the California Marine
Navigation Conference (CMANC), March 22-25, 1999.

Water Agency funds are available for this purpose, having been earmarked in the FY
1996/99 budget. Total cost of this trip is estimated to be under: 3,000. There is some
potential for costs associated with obtaining funds for the Suisun/New York Slough
dredging and disposal to be reimbursed.

Contra Costa County, with help from the Port of Stockton, will request $1.5 million in
federal funding to cover additional casts needed to transport dredged sediments for upland
disposal at Winter Island in east Contra Costa County in the year 2000.

BACKGROUND/REASONS FOR RECOMMENDATIONS (CONTINUED)
When the SCDC and the Carps of Engineers required upland disposal for sediments
dredged from Suisun Channel and New York Slough in 1998, an additional $1 .2 million
was necessary to cover additional transportation cost (due to the additional distance)
to the Winter Island site. We were fortunate to receive federal funds acquired as part
of a supplemental appropriation in that year. Current Corps policy calls for the local
sponsor to pay costs above and beyond the site of historic disposal, so the County and
the Port have been and will continue to work with the Corps on full federal funding for
this purpose, given the upland disposal requirement.
Requests will be made to legislators, the Corps, the Office of Management and Budget
for upland disposal (land-side) federal-local cost sharing (costs are currently borne
entirely by the local sponsor in most circumstances, despite recent legislation), to
maintain current levels of funding for the Southampton Project feasibility study and to
meet with agencies on upland disposal issues, such as the proposed 40-40-20 LTMS
regulation. Staff will also meet with and update Army Corps of Engineers
Headquarters on issues such as Amendment #1 allowing the County to assume
sponsorship responsibilities from the Port of Stockton and the status of the Baldwin
Ship Channel/Marine Link Project.
In past years, the County's involvement in Washington D.C. has been quite beneficial,
resulting in several million dollars of federal funds being made available for the Baldwin
Ship Channel feasibility study and environmental review, as well as construction funds
appropriated for the project. In addition, in the past several years, the County was
able to procure 1 .2 million for the Southampton Deepening Project feasibility study.
Contra Costa County has a voice and contacts in many agencies as a result of these
yearly meetings, which helps to expedite problems we may encounter at other times
during the year. It is imperative to attend and make a case for a project if funding is
requested. In the early 1990°s the County did not attend, and a request for $250,000
for a reconnaissance study for the Southampton Project was struck from the federal
Budget due to lack of representation. It took us two years to get that appropriation
back in the Budget, and get started on the project.
The California Marine Navigation Conference, comprised of the California ports and
harbors, travels to Washington several times every year to make known the requests
for funding for ship channel deepening and disposal projects, and the large number of
related issues. In spring, the entire contingent of ports and harbors attend, to make
our funding requests known to all relevant parties, introduce or remind those relevant
persons about our projects, and to discuss mutual problems and possible solutions.
