SUBJECT: Approval of Novation Contract ,#24-259-33 with
Center for Human Development
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIO ( :
Approve and authorize the Health Services Director, or his designee (Chuck Deutschman) to
execute on behalf of the County, Novation Contract #24-259-33 with Center for Human
Development, for the period from July 1, 1998 through June 30, 1999, with a payment limit
of $502,908, for provision of Substance Abuse Primary Prevention Program services. This
Contract includes a six-month automatic extension through December 31, 1999, in the amount
of $251,454.
FISCAL IMPACT:
This Contract is Funded as follows.

40.080 County Mental Health Realignment
$502,908 TOTAL
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention and treatment program supports the Board of
Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe
and Provide a High Quality of Life for Children and Families" community outcomes by
providing individual, group, and family counseling; substance abuse education;
rehabilitation ;support services; and substance abuse prevention services. Expected
outcomes include increased knowledge about the impact of addiction; decreased use of
alcohol, tobacco and other drugs; increased use of community-based resources; and increased
school and community support for youth and parents in recovery.
BACKGROUNDaEASON[S) FOR RECOMMENDATION(S) :
On January 6, 1998, the Board of Supervisors approved Novation Contract #24-259-31 (as
amended by Administrative Amendment Agreement #24-259-32) for the period from July 1, 1997
through .lune 30, 1998 (which included provisions for a six.-month automatic extension
through December 31, 1998) for the provision of substance abuse primary prevention
services.
Novation Contract #24-259-33 replaces the six-month automatic extension under the prior
Contract, and Allows the Contractor to continue providing, substance abuse primary
prevention services through June 30, 1999,

SUBJECT:APPROVE AND AUTHORIZE the Director of Social Service, or designee, to Amend
Contract (;=#21-178-6) to expand services and increase funding for services to CAL Learn
participants.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDAIMS
APPROVE and AUTHORIZE the Social Service Director, or designee, to Amend
Contract (#21-178-6) with East Bay Perinatal Council to expand services and increase
funding by $168,209 to a new contract amount of$600,398 for services to CAL Learn
participants in an effort to insure increased success for those CAL Learn participants as
they move from CAL Learn to CALWorks.
FINANCIAL IMPACT.
No County cost. Funded 100% State CAL Learn.
BACKGROUND:
CAL Learn is a program specifically designed to benefit pregnant and parenting teens.
The purpose is to keep those teens in school and assist them in obtaining a high school
diploma of its equivalent.
The California Legislature established the Cal Learn program with passage of Senate
Bills 35 and 1078 (Chapters 69 and 1252, Statutes of 1993). The statute required that
each county submit, as a supplement to its GAIN Plan, a plan to implement Cal Learn.
Contra Costa County implemented its Plan, August 1, 1994.
East Bay Perinatal Council has been under contract with the County to provide Cal
Learn case management and supportive services since the state inception of this
program. Expansion of the East Bay Perinatal Council program will allow for
continued supportive services through the transitional period of CAL Learn to
CALWorks.

SUBJECT: AUTHORIZE EXECUTION OF DTPA VOCATIONAL. TRAINING AGREEMENT WITH
Professional Skills institute (l#2011)
SPECIFIC REQUEST($)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION
1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#2011) with Professional Shills Institute, 1470 E.nea Circle, Suite 1500, Concord, CA
94520 for the terra beginning February 15, 1999 and ending June 30, 1999 to provide
vocational training to individually referred Job Training Partnership Act (DTPA)
participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.
II. FINANCIAL._IMPACT:
Ione, one hundred percent federal funded.
Ill. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate DTPA eligible participants. This
will support the third outcome — Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (DTPA) funds for County's overall DTPA Vocational
Training Programs for 1998/99 was approved by the on�il 2898.

1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to execute a Job
Training Partnership Act (DTPA) Title IIA 8%/30% contract with Contra Costa County Office of
Education (#19-1260-0) for the period of January 4, 1999 through June 30, 1999, with a payment
limit of$57,000 (and a requirement for$64,320 in local match monies -to be provided by County
Office of Education; subject to approval by County Counsel as to legal form.
II. FINANCIAL IMPACT:
None. One hundred percent federal funds.
Ill. CHILDREN IMPACT STATEMENT:
This program addresses the second goal: Children and Youth Healthy and Preparing for Productive
Adulthood.
IV. REASONS FOR RECOMMENDATION:
By letter dated April 20, 1998, the California Department of Education informed Contra Costa County
(as a Job Training Partnership Act (DTPA) Service Delivery Area) of the parameters and requirements
of the revised DTPA 8°1x130% State Education and Grants (SECG)funds and the availability of$64,320
in JTPA'8%/30% funds for activities that create and support paid internships and work experience for
DTPA eligible youth in a California School to-Career partnership system. (The required local match of
$64,320 will be made by the designated program provider.) By its action at its meeting of December
21, 1998, the Private Industry Council approved submission of this 8%/30% Cooperative Agreement
to the California Department of Education and designate he County Office of Education as the

1. RECOMMENDED ACTION:
Authorize the Executive.Director, Centra Costa County Private Industry Council,to execute on behalf
of the County a standard long form contract (#19- 6401-0) with Alameda County Private Industry
Council for the period of July 1, 1998 through June 30, 1999 with the payment limit of$139,360,
subject to approval by County Counsel as to legal form.

None. One hundred percent federal and state funded.
III. CHILDREN IMPACT STATEMENT:
This contract will indirectly support the third outcome-Families that are Economically Self-sufficient.
IV. REASONS FOR RECOMMENDATION:
The Contra Costa County Private Industry Council(PIC) is the fiscal agent for the Regional Workforce
Preparation and Economic Development Grant for the EASTBAY Works regional collaborative. The
CCC PIC will pass through to the Alameda County Private Industry Council the aforementioned amount
of grant funding for them to provide services to Welfare-to-Work eligible CalWC. RKs clients through
the EASTBAY Works One-Stop Career Centers located in their jurisdiction for the period of July 1,
1998 through.June 30, 1999. This request will allow the CCC PIC to fulfill its obligation as part of the
regional collaboration to provide an integrated workforce development system for Welfare-to-Work
eligible CaiWOR Ks clients.
