SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee; (Chuck Deutschman) to execute on behalf of the County, Novation Contract #24-535-15 with Discovery Counseling Cuter of the San Ramon Valley, Inc. (formerly: San Ramon Malley Discovery, Inc.) in the amount of $75,450, for the period from July 1, 1998 through .Tune 30, 1999, for the provision of drug abuse prevention, intervention, and treatment services. This Contract includes a six.-month automatic extension through December 31, 1999, in the amount of $37,725. FISCAL IMPACT. This Contract is included in the Health Services Department Budget and is funded as follows $ 69,000 Federal SAPT Funds 6,45€3 Required County Match and Additional County Funds $ 75,450 TOTAL CHILDREN'S IMPACT_STATt ENT. This Alcohol and Drug Abuse prevention and treatment program supports the Board of Supervisors' "Families that are Safe, Stable, and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families" community outcomes by providing individual, group, and family counseling; substance abuse education; rehabilitation support services; and substance abuse prevention services. Expected outcomes include increased knowledge about the impact of addiction.; decreased use of alcohol, tobacco and other drugs; increased use of community-based resources; and increased school and community support for youth and parents in recovery. SACKG_ROUNI_}ZREASON(S) FOR RECOMMENDATION(S) : Can December 16, 1997, the Board of Supervisors approved Novation. Contract #24-535-13 (as amended by Administrative Amendment Agreement #24-535-14) with San Ramon Valley Discovery, Ine . , for the period from July 1, 1997 through .Tune 30, 1998 (which included a six-month automatic extension through December 31, 1998) for the provision of substance abuse services. The Contractor's name has been changed to Discovery Counseling Center of the San Ramon Valley, Inc. Mercer, Inc . , effective ja.nuary 15, 1999, to amend Contract #26-351 (for the period from August 1, 1993 through Tune 30, 1999) to modify the Contract payment provisions and service plan. FISCAL IMPACT Contractor shall be paid in accordance with the Contractor' s usual and customary billing rates for its services, as approved in advance by the Health Services Director, not to exceed $97, 000 . In addition, the Contractor will be reimbursed for travel on behalf of the County, as approved in advance by the Health Services Director, and for miscellaneous expenses actually incurred in the provision of services under the Contract . Funding for this Contract is included in the Department' s Enterprise I budget . BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On October 20 1995, the Hoard of Supervisors approved Contract ##26-351 with William M. Mercer, Inc . , to provide consult-ation and technical assistance with regard to a review of management of the Contra Costa. Regional Medical Center operating rooms, including post-anesthesia recovery rooms, and a review of patient flow issues at the Richmond Health Center. Approval of Contract Amendment Agreement #26-351 -1 will allow the Contractor to continue to provide services through June 30 , 1999 .
