BACKGROUNDIREASON(S) FOR RECOMMENDATION tS?; On October 27, 1998, the Board of Supervisors endorsed the concept of the Contra Costa Children's Future Corps ( CFuture Fund), which would be a public/private community foundation whose primary function would be to increase resources for early intervention and prevention services for children and families. The Board also declared its support for a planning grant proposal of the East Say Community Foundation before the S. H. Cowell Foundation to develop and implement the CCFuture Fund. As part of the Board's commitment to this project, the Board directed the County Administrator to hire a contract person to ensure County participation in the planning process. The position was envisioned to be an analyst level person who would coordinate the departments' submittal and analysis of data, in addition to participating in the identification of fund governance options and other policy level issues. Since that time, it has become clear that the County' could best support the planning process with clerical and administrative support. The East Bay Community Foundation point person for the project, Kathy Armstrong, can handle working with the departments, but needs administrative support. Barbara Ellis has worked previously with Ms, Armstrong and can provide the necessary support to keep the project on schedule.
