SUBJECT: AUTHORIZE EXECUTION OF JTPA VOCATIONAL TRAINING AGREEMENT WITH
CALIFORNIA STATE UNIVERSITY HAYWARD/CONTINUING EDUCATION (#2007)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGORUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) Execute on behalf of the County a standard form Vocational Training
Agreement (#2007) with California State University Hayward/Continuing
Education 25800Carlos See Boulevard, Hayward, CA 94542 for the term
beginning January 4, 1999 and ending June 30, 1999 to Provide vocational
training to individually referred Job Training Partnership Act (JTPA)
participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above
referenced institution as may be need for periodic revisions such as adding or
deleting a training course, changing the tuition fees or to comply with changes
in State or Federal regulations.
IL FINANCIAL IMPACT:
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:
This contract is to provide vocational training to appropriate JTPA eligible Participants. This
will support the third outcome — Families that are economically self-sufficient.
IV. REASONS FOR RECOMMENDATION:
Allocation of Job Training Partnership Act (JTPA) funds for County's overall JTPA Vocational
Training Programs for 1998/99 was approved by th rd onpn 1998.

1. RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council, to
(1) Execute on behalf of the County a standard form Vocational Training Agreement
(#2010) with Golden Gate School of Technology, 8722 San Pablo Avenue, Emeryville,
GA 94608 for the term beginning February 15, 1999 and ending June 30, 1999 to
provide vocational training to individually referred Job Training Partnership Act (JTPA)
participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.
II. FINANCIAL IMPACT*
None, one hundred percent federal funded.
III. CHILDREN IMPACT STATEMENT:

Francisco, CA 94111 for the term beginning February 8, 1999 and ending June 30,
1995 to provide vocational training to individually referred Job Training Partnership Act
(DTPA) participants for fees as specified in said agreement; and,
(2) Execute additional standard form Amendment Agreements with the above referenced
institution as may be need for periodic revisions such as adding or deleting a training
course, changing the tuition fees or to comply with changes in State or Federal
regulations.

WITH RUBICON PROGRAMS, INCORPORATED

IQ RECOMMENDED ACTION:
Authorize the Executive Director, Contra Costa County Private Industry Council to exercise
a WorkExperience Worksite Agreement with Rubicon Programs, Incorporated to host at the
County One Stop a Rubicon work experience trainee,
If. FINANCIAL IMPACT:
None, non-financial agreement.
III, CHILDREN IMPACT STATEMENT:
This action would indirectly support the third outcome - Families that are Economically Self-
sufficient.
IV. REASONS FOR RECOMMENDATION:
Rubicon provides employment and training services to County residents. A major employment
and training strategy is to place trainees in quality supervised work experience positions. This
action would authorize the Contra Costa PIC to accept a Rubicon work experience participant
at the PIC Concord EAST'BAY Works One Stop Career Center to work in the Employer
Connection. Here the Rubicon participant would assist in receiving and recording employer
job orders and job seeker resumes in the PIC County website. The work experience worker
would be an employee of Rubicon, who would be responsible for payment of wages and
workers compensation. The work experience activity itself would provide the trainee with
direct exposure to labor market information.

APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract with
Barbara Ellis in the amount of $48,268 to provide clerical and administrative support for the
Children's Future Corps planning project through December 30, 1999.
BACKGROUNDIREASON(S) FOR RECOMMENDATION

On October 27, 1998, the Board of Supervisors endorsed the concept of the Contra Costa Children's
Future Corps ( CFuture Fund), which would be a public/private community foundation whose primary
function would be to increase resources for early intervention and prevention services for children
and families. The Board also declared its support for a planning grant proposal of the East Say
Community Foundation before the S. H. Cowell Foundation to develop and implement the CCFuture
Fund. As part of the Board's commitment to this project, the Board directed the County Administrator
to hire a contract person to ensure County participation in the planning process. The position was
envisioned to be an analyst level person who would coordinate the departments' submittal and
analysis of data, in addition to participating in the identification of fund governance options and other
policy level issues. Since that time, it has become clear that the County' could best support the
planning process with clerical and administrative support. The East Bay Community Foundation
point person for the project, Kathy Armstrong, can handle working with the departments, but needs
administrative support. Barbara Ellis has worked previously with Ms, Armstrong and can provide
the necessary support to keep the project on schedule.

II. FINANCIAL LVIPACT:
The Contract Extensions specified above are funded through Older Americans Act Funds.
No County funds will be required.
III. BACKGROUND
Senior',Outreach Services (formerly known as Family and Community Services) has been
providing services to the 60+ population in Contra Costa County for several years. These
services include Case Management, Home Visiting, Horne Chore and In Home Services for
the Fail Elderly Case Management Clients. The Director, Office on Aging is recommending
authorization to execute the Contract Extensions as specified above.
