This Contract includes provision for an automatic four-month extension through October 31, 2000 . FINANCIAL IMPACT: No County cost is included. REASONS_ FOR RECOMi+EIMATIONIEACKGROPM: On March 16, 1999, the Hoard of Supervisors approved Contract x#28--541-5 with the City of Richmond. (Recreation and Cultural Services Department) to provide congregate meal. :services in Richmond for the period from November 1, 1998 through June 30, 1999 (which contained a four-month automatic extension through October 31, 1999) , for the County' s Senior Nutrition Program.. November 22, 1999 Costa Approve Submission of Funding Application #28. 640 t County SUBJECT: the Contra Costa Transportation Authority (Transportation Enhancement Activities - TEA) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECQMMENDED ACTION Approve submission of Funding Application #28-640 to the Centra Costa Transportation Authority (Transportation Enhancement Activities - TEA) , in the amount of $299, 479, for the period from January1, 2000 through September 30, 2002, for the Contra Costa Bicycle & Pedestrian Safety Education Project . FINANCIAL IMPACT: Approval of this application will result in $299,479 from the Contra Costa Transportation Authority (Transportation Enhancement Activities - TEA) through September 30, 2002, .for the Contra Costa Bicycle & Pedestrian Safety Education Project . No County funds are required. ' REASONS FOR RECOiOMMATIONS IBACKCROM In Contra Costa' s increasingly urbanized environment,', bicyclists and pedestrians are in frequent contact with automobiles . Bicycle and pedestrian safety, and education is essential to their 'health and well- being, especially in underserved communities where resources are scarce. California law requires that individuals less than 18 gears of age must wear a helmet while riding a bicycle. In Contra Costa 'County, rates of bicycle death and injury requiring hospitalization are the highest among this age group, and in low-income communities, bike lanes and trails are infrequent and children lack the skills to ride in traffic. The goal of the Bicycle & Pedestrian Safety Education Project is to address these problems by promoting and supporting helmet and safe riding County- wide, and focusing on in-depth educational and diversion efforts in communities where the need is the greatest . This Project will be implemented by Contra Costa Health Services' s Community Wellness & Prevention Program (CW&PP) , who will work closely with the Childhood Injury Prevention Coalition, which supports the proposal for this project . CW&PP has a significant and recognized history of bicycle and pedestrian safety, and education efforts dating back to 1990 . Four sealed copies of the Board Order authorizing submission of the application should be returned to the Contracts and Grant's Unit . SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to ACCEPT supplemental Small Business Development Center grant funding from the State of California Trade and Commerce Agency in the amount of$9,273 for the period from January 1, 1999 through December 31, 1999. FINANCIAL IMPACT: No County funds. The current agreement is funded with a $50,000 match supplied by the Community Development Block Grant. The increased funding available will not require an increased match. CHILDREN'S IMPACT STATEMENT: This action will directly support the third outcome, "Families that are Economically Self-Sufficient". Activities under this agreement provide Contra Costa County residents with opportunities for self- employment and for development of a strong local economy. BACKGROUND: This action will enable the County Small Business Development Center (SBDC) to purchase furniture and computers for the Center's resource library, a tape recorder, and marketing material, program costs that would not otherwise be covered by existing grant funds. This funding will include $1,523 for professional development. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to enter into an MOU with the State Department of Social Service (#29-058-2) in the amount of $159,074 for the Services of Mr. Jack Rogers for the period from October 9, 1999 through October 8, 2001 . FINANCIAL IMPACT: No County match is required. This agreement allows the services of Mr. Jack Rogers to be fully reimbursed by the State Department of Social Services. 100% of salary and fringe benefits will be reimbursed by the State for payment by the County to Mr. Rogers. The State will also directly reimburse Mr. Rogers for any travel and expense related to this project. BACKGROUND: The State has recruited staff from counties to develop and implement the statewide Child Welfare System/Case Management System (CWS/CMS). The intent is to integrate county experience into the CWS/CMS implementation, and to provide county staff with a system wide perspective for implementation. Rupf, Sheriff-Coroner County DATE: November 9, 1999 SUBJECT: Contract with Contra Costa Water District SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION: APPROVE and AUTHORIZE the Sheriff-Coroner,or his designee,to execute a contract,on behalf of the County with the Contra Costa Water District not to exceed $254,500.00, to provide patrol services for the period of December 1, 1999 through November 30, 2002, and FIND that there is a"social need,,"as required in Government Code Section 25227,justifying the Sheriff-Coroner, or his designee, to execute a contract on behalf of Contra Costa County with-the Contra Costa Water District. II. FISCAL IMPACT: Approval of this contract would result in increased revenue to the County. All costs of services will be reimbursed by the Contractor. Funds to provide services are includedin the Sheriff's Office FY1999-2000 adopted budget. Ill. BACKGROUND: With the opening of the new Los Vaqueros Reservoir Facility, the Water District has requested a higher level of patrol services from the Office of the Sheriff to provide enhanced public safety services to the facility users, employees and facility. The Office of the Sheriff is willing and able to provide this extra patrol on a contractual basis. The Sheriff is seeking Board approval to enter into a three year contract to provide this service. This contract, if approved, will run from December 1, 1999 through November 30, 2002. IV. CONSEQUENCES OF NEGATIVE ACTION: If this contractual relationship is not approved, the Water District will be forced to locate another provider of patrol services for the Los Vaqueros Reservoir.
