SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee, to enter into an MOU with the State Department of Social Service (#29-068-
1) in the amount of$159,074 for the services of Ms, Danielle Hunter for the period from
October 9, 1999 through October 8, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services or designee to enter into an
MOU with the State Department of Social Service (#29-068-1) in the amount of$159,074 for the
services of Ms. Danielle Hunter for the period from October 9, 1999 through October 8, 2001.
FINANCIAL IMPACT:
No County match is required. This agreement allows the services of Ms. Danielle Hunter to be
fully reimbursed by the State Department of Social Services. 100% of salary and fringe benefits
will be reimbursed by the State for payment by the County to Ms. Hunter. The State will also
directly reimburse Ms. Hunter for any travel and expense related to this project.
BACKGROUND:
The State has recruited staff from counties for the purpose of providing services to the
development and implementation of the statewide Child Welfare System/Case Management
System (CWS/CMS). The intent is to integrate county experience into the CWS/CMS
implementation, and to provide county staff with system wide perspective for implementation.

Center to establish an ongoing funding relationship as one of 18 counties implementing; the
CalWORKs Information Network (CalWIN) System. (29-085)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to enter into a
Memorandum of Understanding (MOU) with the State Health and Welfare Data Center to establish an
ongoing funding relationship as one of 18 counties implementing the CaIWORKs Information Network
(CalWIN) System under the Statewide Automated Welfare System (SAWS) project.
FINANCIAL IMPACT:
No County cost. This MOU will allow Contra Costa EHSD to claim State and Federal funding for the
development, implementation, maintenance and operations of the CalWIN system against a renewable annual
allocation available from the State for the full term of the SAWS Project(projected at nine fiscal years).
CHILDREN'S IMPACT STATEMENT:
This MOU supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and
Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3)
"Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable,and Nurturing"; and 5)
"Communities that are Safe and Provide a High Quality of Life for Children and Families." EHSD is
dependent on automation for the payment of benefits and delivery of services. An updated and refined
automation system will support all of the community outcomes.
BACKGROUND:
The Welfare Case Data System (WCDS), is the means by which EHSD provides benefits to caIWORKs,
Employment Services, Food Stamp, and Medical clients. This current data system is being replaced by
CalWIN as one of the three data systems approved in California under the SAWS project. caIWIN will serve
counties that are members of an 18-county consortium. State and Federal funding is available to each
consortium member through the MOU with Health and Welfare Data Center.

FINANCIAL IMPACT:
Acceptance of this Award will result in $10, 000 from the uttered
Women' s Alternatives, for the period from July 1, 1999 through June
30, 2000, for the Mount Diable Peer Relationship Violence Prevention
Project . No County funds are required.
BAMROUND/REASON(S) FOR RECO NT3ATION(S)
The Mount Diablo Peer Relationship Violence Prevention Project
interfaces with the Countywide "Increase the Peace". annual campaign to
effectively incorporate attention to violence against; women and girls .
The CW&PP staff are involved with both "Increase the Peace" and the
Mount Diablo Relationship violence Prevention Project .
The goal of the Mount Diablo Peer Relationship Violence Prevention
Project is to change community norms that promote 'violence against
women and girls within the Mount Diablo School' District area.
Community Wellness and Prevention Program' s role within the Project is
to provide expertise on media strategies, evaluation, and community
outreach and mobilization.

REASONS FOR RECOMMENDATION/BACKGROUND:
This program will provide an average of 30 congregate meals per day,
two days per week for senior citizens at the San Ramon. Senior
Center, and 15 home delivered meals per day, to senior citizens in
the San Ramon area.
Under Contract #28-530-6, Contractor will provide home-delivered
meal services for the Senior Nutrition Program through June 30,
2000 .
