Costa County DATE: November 23, 1999 SUBJECT: Appointment of new East County Regional Planning Commission representative to the TRANSPLAN Committee SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Appoint Mr. Walter MacVittie as the new East County Regional Planning Commission representative to the TRANSPLAN Committee. TRANSPLAN is the Regional Transportation Planning Committee for eastern Contra Costa County. FISCAL I M PACT None. The recommended action will replace one TRANSPLAN Committee member with another. The County's share in the cost of the TRANSPLAN Committee is included in the budget of the Community Development Department, and is funded with Measure C-88 Return to Source Funds and Gas Tax revenues. BACKGROUND/REASONS FOR RECOMMENDATIONS The TRANSPLAN Committee provides a cooperative multi jurisdictional transportation planning process for the local jurisdictions in eastern Contra Costa County. The Board of Supervisors appoints three members of the 11-member TRANSPLAN Committee: two persons representing the Contra Costa County Board of Supervisors, and one person representing the East County Regional Planning Commission. Mr. Estuardo Sobalvarro has been the Planning Commission's designated representative on TRANSPLAN since the early 1990s. Recently Mr. Sobalvarro asked to be replaced in this capacity. Responding to this request, the East County Regional Planning Commission on November 8 chose Planning Commissioner Walter MacVittie to be its new representative on TRANSPLAN. Action by the Board of Supervisors is required under the adopted TRANSPLAN Administrative Code. You are requested to appoint Mr. MacVittie to the TRANSPLAN Committee, on the basis of his selection by the East County Regional Planning Commission.
