SUBJECT: DESIGNATE the Contra Costa County Private Industry Council as an Interim Workforce
Investment Board
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
DESIGNATE the Contra Costa County Private Industry Council as an Interim Workforce Investment Board
to facilitate the transition of the County's workforce development delivery system from Job Training
Partnership Act mandates to the Workforce Investment Act of 1998 mandates until such time as a Workforce
Investment Board is appointed by the Board of Supervisors, certified by the Governor and becomes
operational, which would be no later than July 1, 2000.
FINANCIAL IMPACT:
No County costs. Any costs associated with this activity will be funded through Workforce Investment Act
Transition funds and Job Training Partnership Act funds.
BACKGROUND:
The Contra Costa County Private Industry Council, at its meeting of October 25, 1999, passed a motion
requesting the Board of Supervisors to designate it as an Interim Workforce Investment Board in order to
allow it to respond to transitional directives from federal and state authorities relating to the implementation
of the Workforce Investment Act, which becomes effective July 1, 2000. The Board's action will empower
the Interim Workforce Investment Board to take the actions below, which the PIC does not have the authority
to undertake. These actions will be taken by the Interim Workforce Investment Board in agreement and/or
cooperation with, or the approval of, the Chief Elected Official, as required by the Workforce Investment
Act:
• Respond to transitional directives from both federal and state authorities that may occur prior to the
Contra Costa County area, exclusive of the City of Richmond, being designated by the Governor as a
Workforce Investment Service Delivery Area;
• Oversee the preparation and submittal to the Governor of a Five-Year Workforce Investment Strategic
Plan, as required under the Workforce Investment Act;

• Enter into Memoranda of Understanding with the mandated One-Stop partners that, among other things,
identify their respective roles and responsibilities within the One-Stop workforce development delivery
system;
• Designate or certify One-Stop Career Center operators;
• Select providers of training services and a system of training vouchers to State standards and to create an
available list of qualified training providers who would receive contracts with the approval of the Board of
Supervisors use these training ...
• Appoint a Youth Council and select service providers for youth services through a Request for Proposals
on behalf of the County;
• Establish Negotiate local performance standards;
• Develop a budget to provide workforce development services and authorize the allocation of funds
according to the budget;
and develop a budget;
• Assist in the development of a statewide labor market statistics system;
• Present a slate of candidates to the Board of Supervisors by January 15, 2000, for appointment to the
Workforce Investment Board; and
• Conduct any other activities on behalf of the Board of Supervisors that are necessary to effectively
implement the requirements of the Workforce Investment Act.
In addition to these above actions, the Interim Workforce Investment Board would act as the Private Industry
Council on Job Training Partnership Act matters.
Designation of the PIC as the Interim Workforce Investment Board to undertake these actions is necessary
because of the long delay by the Governor in appointing the State Workforce Investment Board. This delay is
resulting in a very late designation of the local workforce investment areas, the establishment of membership
requirements for local workforce investment boards, and state certification of the boards.
This recommendation is based on a thorough review of the Workforce Investment Act and its related Draft
Federal Regulations (dated April 15, 1999). Further this recommendation is based on consultation with the
California Workforce Association, the National Association of Workforce Boards, nationally recognized
workforce development expert, John Chamberlin, Attorney at Law, and three California Workforce
Investment Boards who were previously Private Industry Councils.

On behalf of the Advisory Council on Aging, it is recommended that the Board of
Supervisors take the following action:
Declare vacant the Local Committee seat(Far East County) held by Nick Rodriguez, and
request the Clerk of the Board to apply the Board's policy for filling this vacancy. Mr.
Rodriguez' term of office expires September 30, 2000.
JUSTIFICATION:
Mr. Rodriguez has resigned from the Advisory Council. It is necessary to fill this
vacancy in an effort to bring the Advisory Council to its required number of active
members.
