HONORING THE LATE MR.WILLIE SPEARS FOR HIS INVALUABLE CONTRIBUTION TO
THE NORTH RICHMOND COMMUNITY AND RENAMING THE NORTH RICHMOND ANNUAL
CLEAN-UP EVENT AS "WILLIE SPEARS CLEAN-UP DAY
WHEREAS, the North Richmond community has suffered a terrible loss at the passing
of one of its most caring, kind-hearted, devoted and giving persons, Mr. Willie Spears;and
WHEREAS, the lives of many residents in North Richmond and West Contra Costa
County have been enriched and enhanced by knowing and working with Mr. Willie
Spears; and
WHEREAS, Mr. Willie Spears has been commonly described by those who knew him
and his work as "a big brother to the community", "a man with a heart of gold" and "a
pillar in the community", and
WHEREAS, for the last fifty years, Mr. Willie Spears dedicated his life to ensuring the all
residents in North Richmond have access to all basic human services,and
WHEREAS, Mr. Willie Spears was especially committed to reducing blight and, as a
seven year member of the North Richmond Municipal Advisory Council, worked with
the county to install "no dumping"signs and help organize the annual North
Richmond Clean-up Day,and
WHEREAS,as an advocate for increased public safety, Mr. Willie Spears worked with
PG&E to install 72 new street lights in North Richmond and was successful in
advocating that the Board of Supervisors allocate $300,000 to hire two new Sheriffs
deputies to work specifically in North Richmond,and
Whereas, Mr. Willie Spears is known for working to find a solution under the most
difficult circumstances, whether it be finding housing for a family inflicted with
HIV/BIDS, negotiating with PG&E on behalf of residents who were about to lose
electricity, setting up payment plans for seniors who needed windows fixed but were
unable to pay, or negotiating with landlords on behalf of North Richmond tenants
were having trouble making rent;and
WHEREAS, as a public servant, a business owner,a property owner and a resident of
North Richmond Mr. Willie Spears enriched the life of all North Richmond residents.
NOW, THEREFORE, BE 1T RESOLVED that the Board of Supervisors of
Contra Costa County does hereby recognize and honor Mr. Willie Spears for his
exceptional qualities, his outstanding activism and his dedicated service to the North
Richmond community, and in his honor, does hereby rename the annual North
Richmond Community Clean-up as ""Willie Spears Clean-up Day."

HONORING MR. NORMAN LA FORCE FOR HIS EIGHT YEARS OF
DEDICATED SERVICE ON THE EL CERRITO CITY COUNCIL
WHEREAS, Mr. Norman La Force has lived in EI Cerrito, California for the past 15 years
serving on the El Cerrito City Council for the last eight of those years;and
WHEREAS, Mr. La Force has spent his time on the council articulating a vision of local
government that focuses on solving problems, meeting future needs and responding
to the desires of the EI Cerrito community,and
WHEREAS, the citizens of EI Cerrito have benefited greatly from Mr. La Force's service
including: a new fire station built on time and under budget, an improved street
cleaning and tree trimming program, an increase in after-school programs, and a
successful Pointsett Creek Restoration Project; and
WHEREAS, Mr. La Force recognized the tremendous need for youth programs and
was successful in creating more soccer fields for EI Cerrito youth;and
WHEREAS, mindful of fiscal responsibility, Mr. La Force was committed to securing a
stable funding source for the City of El Cerrito's operating budget,and
WHEREAS, Mr. La Force is well respected for his environmental leadership and vision
and most recently was successful in getting the Cerrito Creek Restoration Project
included in the March 2000 California environmental bond act,and
WHEREAS, as a public servant, Mr. La Force has always remained accessible to
residents and worked hard to maintain the quality of life for all EI Cerrito residents with
the ultimate goal of making NEI Cerrito the best place to live".
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors of
Contra Costa County does hereby recognize and honor Mr. Norman La Force for his
exceptional qualities, his outstanding activism and his dedicated service to the City of EI
Cerrito.
