RECOMMENDED ACTION: AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa to submit an application for$250,000 in funding from the Community Development Block Grant(CDBG) Program for Fiscal Year 2000-01 to continue the Rental Rehabilitation Program and to execute all forms necessary as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Funding comes from the County's allocation of CDBG from the Federal Department of Housing and Urban Development and is necessary to cover administrative costs and leverage private rehabilitation funds. Without the $250,000 the continued operation of this successful program is jeopardized. The investment of $250,000 is estimated to yield $500,000 or more in rehabilitation work. Ill. REASONS FOR RECOMMENDATIONf13ACKGROUND There is a demonstrated need for decent affordable rental housing for lower-income families countywide. CDBG funding for the Rental Rehabilitation Program will leverage private investment to rehabilitate affordable rental housing by providing financial incentives and technical assistance. Over the past fourteen years the program has committed $3,877,099 in public funds that leveraged $3,239,449 of private funds, to provide $7,116,548 in rehabilitation work on 593 affordable homes. It is estimated that 30 or more homes will be rehabilitated for approximately 100 people with the use of the CDBG funds. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect not to authorize the Executive Director to submit an application for funding, fewer affordable and decent rental housing units will available to low-income families in the Urban County. Neglect of deteriorated housing leads to poor environments and a decreased tax base affecting the entire County. RECOMMENDED ACTION: RECEIVE AND APPROVE the attached Strategic Plan, including Mission Statement, goals, and objectives. 11. FINANCIAL IMPACT: None. Ill. REASONS FOR RECOMMENDATION/BACKGROUND On August 25th and 27th, 1999, the Authority's Advisory Housing Commissioners and key staff participated in a Strategic Planning session. At this meeting a consensus Mission Statement was developed along with five-year agency goals and objectives, herein referred to as the "Strategic Plan." All of our Advisory Housing Commissioners participated in developing this plan. This plan is the comerstone to the agency's planning efforts. This session was held as part of the Authority's general planning process and in response to the federal Quality Housing and Work Responsibility Act of 1998 (QHWRA). Under the QHWRA, Section 511 requires that each public housing authority develop a five-year plan in concert with its governing board. This plan is to be incorporated into the Authority's "Agency Plan." The Agency Plan is due in January, 2000. A draft of this plan should be available for review in early January and will be presented to the Board of Commissioners at that time. IV. REASONS FOR RECOMMENDATION/BACKGROUND On May 3, 1999,the Board identified and authorized the Housing Authority to tape steps to replace the existing deteriorated shelter building and on June 22, 1999 gave further direction to accomplish environmental compliance. A durable replacement can be obtained by renovating and making an addition to the adjacent Women's Work Furlough Building which now has no permanent planned use and is suitable for the shelter. The replacement shelter,intended for use by single people,will continue the housing uses that now and in the past existed on the 7 acre County property which also contains a Public Warks road maintenance equipment yard and Head Start facilities. The formal request for revision is to be initiated by the Grant Administrator following a formal consultation with the Finance Director on the rationale for the revision. 1 Rev 11/99 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA GRANT ADMINISTRATION PROCEDURES Reporting 1. A schedule of all the reports required by the grantor shall be maintained by the Grant Administrator, 2. The Grant Administrator shall ensure that all reports are submitted timely and that there is a synergy amongst the financial and non-financial data contained in the reports. 3. All reports are to be reviewed by the Executive Director to ensure that all the reports are in compliance with the stated objective of the grant and that the activities are in compliance with the law prior to final submission to the grantor. 4. At all times all grants are to be accounted for individually by the year of awards. No commingling of funds are allowed. 2 Rev 11/99
