COUNTY FROM: Family & Human Services Committee DATE: December 7, 1999 SUBJECT: Year-End Report on Family & Human Services Committee Accomplishments SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION(S): 1. ACKNOWLEDGE that the Board of Supervisors referred 20 issues to the Family and Human Services Committee for their review and consideration during 1999. 2. ACCEPT the recommendation of the Family and Human Services Committee to close out the following referrals, since there are no longer any readily observable outstanding policy issues: #37, New Century Center; #39, Health Services Initiative; and #40, Proposition 10 Commission Membership. 3. ACCEPT the recommendation of the Family and Human Services Committee to carry forward the following referrals to the 2000 Family and Human Services Committee: # 1 - Child Care Affordability Fund; # 2 - Service Integration Program; #3 - Juvenile Systems Planning Advisory Committee (JSPAC); #5- Continuum of Care Plan for the Homeless; #11 - Children and Families Policy Forum; ##13 - Family and Children's Services Program Budget; #14 - CC Futures (Children's Future Corps) ; #19 - Welfare Reform; #20 - Public Service portion of the CDBG; #22 - Emergency Medical Services; #25 - Child Care PlanningJDev. Council Membership; #30 - CWS/CMS System; #32 - Alcohol and Drug Treatment Programs for Youth; #34 - Employee Child Care Facilities; #41 -- SafeFutures; #42 - IHSS Public Authority; and #43 -Violence Prevention. The report stated that in 1999, the Board of Supervisors referred 20 issues to the Family and Human Services Committee. Sixteen of these referrals were carryovers from 1998; three were new and one was reopened. The new referrals were referral #41, SafeFutures; referral #42, IHSS Public Authority; and referral #43, Violence Prevention in Contra Costa County, The Board also reopened referral #25, Appointments to the Local Child Care Planning and Development Council. In total, the FNS heard 27 reports in 1999. In many cases, the FNS provided oversight and guidance on issues; in others, it recommended funding allocations for Board approval; and in still others, it considered membership/appointments. Some of the highlights of the Committee's activities over the past year include: Child Care Affordability Fund. Recommended allocation of $250,000, including $210,000 for child care subsidies for low income, at risk families and $40,000 for a planning grant to develop a family resource center to integrate child care with other support services. Community Development Block grant (Public Service Category). Recommended allocation of $617,200 of CDBG funds to 34 community programs that support the County's goals regarding food and shelter, children, families, special needs populations and communities. In addition, recommended allocation of up to $57,000 of FY 98-99 carryover funds to support five programs, contingent upon funding availability. Violence Prevention in Contra Costa. Recommended that the Board authorize and direct the Health Services Department to develop a comprehensive violence prevention strategic plan. The FNS also identified funding sources to support plan development. Employee Child Care. Spearheaded the effort to assess the need for additional child care facilities for employees and oversaw the analysis of funding feasibility and alternative sites. !Many of the 1999 referrals required FNS oversight. These included: # 2 - Service Integration Program # 3 - Juvenile Systems Planning Advisory Committee (JSPAC) # 5- Continuum of Care Plan for the Homeless #11 - Children and Families Policy Forum #13 - Family and Children's Services Program Budget #19 - Welfare Reform #41 - SafeFutures Referrals which concerned the need to resolve specific issues included: #22 - Emergency Medical Services #25 - Child Care PlanninglDev. Council (Membership) #30 - CWS/CMS System #32 -Alcohol and Drug Treatment Programs for Youth #34 - Employee Child Care Facilities #37 - New Century Center #40 - Proposition 10 Commission Membership #43 -Violence Prevention Referrals requiring recommendations on funding included: # 1 - Child Care affordability Fund #20 - Public Service portion of the CDBG 2 No FHS reports were considered on: #14- CC Futures (Children's Future Corps) #39 - Collaborative Health Services Initiatives #42 - IHSS Public Authority The Committee identified three referrals which no longer involve observable outstanding policy issues at this time. Committee members agreed to recommend that the Board accept these referrals as concluded: #37 New Century Center - The issue of acquisition of a multi-agency facility for CBOs is proceeding as directed by the Family and Human Services Committee and the Board. Staff facilitated the connection with the California Statewide Community Development Authority, a joint powers authority of CSAC and the League of California Cities, which has a program for tax-exempt financing for non profits. There appears to be no further policy issues requiring resolution. #39 Health Services Initiatives - This referral was created at the end of 1998 when the Committee recommended closing out Deferral #10, Family Maintenance Organization. At that time, it was thought there might be further issues regarding new Health Services initiatives that would require FHS direction. No issues emerged in 1999. #40 Prop 10 Commission Membership - The Committee heard the issue of Proposition 10 commission membership three times during 1999 and made specific recommendations to the Board of Supervisors. Composition of the commission has been set by the Board. 3
