FINANCIAL IMPACT: The cost of$27,500 for this service is included in the FY 1999-2000 budget for the County Library. BACKGROUND: In 1995, the County Library contracted with the CARL Corporation to install a new integrated automation system. The system was installed in November 1995 on a frame relay network designed to support 375 PCs. Today, the Library's network supports 470 PCs and the Library has applied for grants to add another 29 PCs this fiscal year. The original TCP/IP network, based on 3COM equipment, has not been upgraded since its installation in 1995, and response time is currently a problem in all branches. In addition, the library needs to plan for future expansion of the network. Library building projects planned in Orinda, Concord, Hercules, Walnut Creek, Lafayette and other cities will add another 54-75 PCs over the next few years. If the library ballot measure passes, the library network is likely to include 750 PCs by 2042. In August 1999, library staff invited three vendors including its primary automation vendor to provide network operation and security analysis proposals. The most responsive vendor, Centron Network Services, was recommended both by 3COM and by the Information Technology manager of Contra Costa County's Health Services Department. Centron's proposal for a network health check and vulnerability assessment was also reviewed favorably by the Deputy director of Contra Costa County's Department of Information Technology. Contract includes identification of bottlenecks, which may be impacting optimal data flows, and potential security risks. Consultant will collect data on-site, document existing network configuration, analyze usage data, conduct a security scan, and recommend changes that may improve overall network operation and security and insure that the network meets present and future needs. The project will include a three-day on- site networking seminar for library technical staff, which will prepare staff to assess the network's operational and security configuration on a continual basis. Eased on our experience designing and implementing networks, we ! have a strong appreciation of the business and what it takes to etvv % k support day to day and strategic business needs, along with a rs ► seasoned knowledge of the requirements for success. Cen#ron proposes a Network Health Check to help gain an understanding of the Contra Costa County Library network and to insure it will continue to meet present and future needs. This will include the Data Center and LAN at the Library Administration Building,as well as all Twenty-Three Branch Library'locations. Centron also proposes a Network Fundamentals Training Seminar, that lays the foundation for understanding the ever increasing complexity of enterprise networks. Executive Overview Q Page 4 Je Scope of Werk i Centron will provide the investigative and professional services necessary to assess the overall health of the Contra Costa County Library Local Area Network (LAN) located in Pleasant Hill, California. The Health Check will identify bottlenecks or other conditions that may be unfavorably impacting optimal data flows within the TCP/IP wide area network. The services will include documenting the logical network configuration; the utilization and error statistics associated with LAN interfaces directly attached to existing managed and unmanaged routers. Centron views this effort as a multi-phased project with the following three components. • On-site data collection • tiff--site analysis of usage data, hardware configuration files and representative packet trace files; and, • Assembly of formal project documentation Our preferred approach for managing this effort is for the Centron consultant to work closely with a single point-of-contact from the Contra Costa County Library network services group. The Centron consultant will coordinate all consulting efforts in accordance with a mutually agreed upon project plan and deliverables The project plan and the Contra Costa County Library point-of-contact will effectively keep the consulting effort aligned with project goals and priorities. During the Data Collection Phase, the network consultant will work on-site to gather performance data. The scope of this activity will include reviewing current network design documents, business data flows, and usage or other related technical performance data with the team. Centron uses automated network discovery toolsand experienced senior network consultants to gather and review usage data from all addressable portions of the enterprise network. Centron's unique ability to gather usage and performance data from all network resources simultaneously sets our services apart from those of other service providers. Scope of Work t1l Wage 5 d During Phase 1, a senior network consultant will work on-site to gather data. The scope of this activity will include reviewing current network design documents, detailed business flows, operational and other related technical information. The consultant will work with Contra Costa County Library technical staff to identify any issues or concerns relative to the data network. The following tasks will be performed during the data collection phase. • Discover the current logical network configuration and router interface configurations using industry and proprietary software tools • Using proprietary software tools, collect utilization, interface queue, and error statistics for each of the major end user LAN segment interfaces at each accessible router within the enterprise network • Analyze router and switch error logs to identify any signs of potential problems or conflicts • Capture and analyze representative samples of end user packet flows and identify any significant variation in network response times or other anomalies impacting user sessions • Analyze the routing and switching functions associated with the routers and backbone switches for consistency, path prioritization, and path selection • While on-site, identify tactical or "Quick Fix" changes that may result in immediate network improvements • Onsite data collection all 23 branch locations The data collection phase is expected to consume two to three business weeks. Scope of Work 0 Page 6 Once all the data has been collected, Centron will review the LAN packet capture/trace files, usage, configuration and all other data collected. Centron will complete the following major analysis tasks: • Analyze routing and forwarding table entries to ensure the appropriate routes are being used and hop counts are reasonable • Reduce the router interface statistics and error rates to understandable summary charts • Analyze queue size, dropped packets and retransmissions at each router location • Review each of the router and switch error logs correlating entries to other network usage data • Analyze packet trace files to identify session problems, anomalies, response time issues or other concerns that may be impacting users • Analyze router and/or switch functions for consistency, path prioritization, path selection, All Routes Explorer findings, or other issues impacting the enterprise network • Review statistics to determine any benefits that may be realized from implementing protocol Priorities, Compression or other functions, and document • Using the data gathered, identify any network addressing issues that may exist • Identify any network design issues that may improve the overall network • Note any design or equipment configuration issues that may be impacting the network The analysis phase is expected to occur over a one-week period. Centron will then prepare a draft report outlining findings and recommendations for each of the above topics. Scope of Work ID) Page 7 loll Following the analysis of the collected data, Centron will assemble professional documentation on each of the following'topics: • Generate professional and detailed configuration documentation based on logical network discovery and other data • Document protocol distribution and other statistics identifying any suggested changes that may improve overall network operation • Document the number of active devices (e.g., workstations, printers) attached to each router segment', throughout the enterprise network • Document router software configurations and issues, if any • Document tactical requirements that Contra Costa County Library personnel or others may implement on a short-term basis to improve overall data network operation or stability • Generate professional documentation summarizing the overall health and utilization of the enterprise wide area network The documentation will be completed in full color, and will include the detail necessary for the reader to fully understand each of the topics or issues addressed. Samples of past projects are available from your local Centron representative. Centron will provide a Subject Matter Expert for the purpose of conducting a three-day on site Networking Seminar. The training will consist of the following. 1. Networking and the OSI model 2. TCP/IP Overview 3. Ethemet LAN Connectivity Tutorial 4. Routing and Switching Tutorial 5. Network Management Overview 6. Troubleshooting: Fault identification and Problem Resolution At the conclusion of the Networking Seminar, if it is determined that there is a need for more in-depth instruction, Centron will work with the IT staff to identify the area(s) of concern. Centron will also schedule a meeting with appropriate personnel to review the content and recommendations contained within the documents. In addition, any Visio or other drawings prepared for this project will be provided to Contra Costa County Library in Doth color prints and electronic formats. This may consist of drawings, existing prints, existing equipment inventory, annotated device locations, business needs/growth plan, etc. Provide all necessary information about Customer's'requirements. Provide access to proposed site location(s). Notify Centron of any potential safety or health hazards that may exist at the site such as asbestos or other toxic material. In the event potential hazards are found to exist during the progress of the project, Centron shall stop work and inform the Customer' of such potential hazards and it shall be the Customer's sole responsibility to rectify such hazardous conditions until applicable industry standards are met. Such modifications will be in writing and will be incorporated into this document. No verbal agreement between persons involved in the Project will be binding on either Customer or Centron. Should certain items of equipment contain hardware or software errors (e.g. bugs) that preclude Centron from accessing or monitoring the operational data necessary to meet the requirements of this proposal, Centron will discuss the anomaly with Contra Costa County Library personnel and adjust the Statement of Work to exclude such devices from this project. Should such an anomaly impact the cost of the project, a Change Order will be originated detailing the changes necessary, and approved by both Customer and Centron before such modifications become effective. Mutually acceptable changes in the scope of the work, equitable adjustments in schedule and price will be incorporated as a modification to the original contract or will become the basis of a new, follow-on contract. Term of Agreement and Consulting Fees. We will provide consulting services and you agree to pay us for those services as provided in the Proposal referred to herein and made apart hereof. Interest on late Service payments accrues at the rate of 1% per month (or the maximum rate allowed by law, if less) and is due and payable when you receive our invoice for interest. 2. Service Warranty and Remedy/Limitation of Liability. If we do not fulfill our obligations as specified in the Proposal, your remedies are: (a) we will perform the Services to the extent reasonably necessary to fulfill our obligations; and (b) if we are unable to fulfill our obligations through performance, you may recover an equitable amount not to exceed charges paid to us for the Services in question. in no event will you or we be liable for any indirect, special or consequential damages, including lost profits, or the loss of use of any documentation or data. 3. Termination. If you do not pay Service payments when due, or if you or we are in default of this Proposal in some other way, the non- defaulting party may at its option terminate this Proposal in writing if the default is not remedied within 30 days after notice of the default from the non-defaulting party. This termination remedy is in addition to any other remedy for breach, which may be available at law or in equity. In the event either party to this Proposal takes legal action to enforce its right under this Proposal, the prevailing party shall be entitled to all legal fees and other costs and expense which it incurs in enforcing its rights. 4. Indemnity. We will indemnify and hold you harmless for injuries or death to persons or damage to property arising directly out of our gross negligence or willful misconduct or that of our employees or authorized agents in the performance of Services. Benefit Summary With the advent of open systems, intranets, and the Internet, oragnizations that utilize enterprise computing are becoming increasingly aware of the need to assess and manage potential security risks on their networks and systems. Vulnerability assessment is the process of measuring and prioritizing these risks associated with networks, host-based systems and devices to allow rational planning of technologies and activities that manage organizational risk. A security risk analysis of organizational computing devices allows quantification of the risks associated with open computing. These risks fall into three main categories: Risks Associated with vendor-supplied software — includes bugs, missing operating system patches, vulnerable services, and insecure choices for default configurations. Risks associated with administration — includes options available but not used correctly, insecure requirements for minimum password length and unauthorized changes to the system configuration. Risks associated with user activity — includes risky "shortcuts" such as sharing directories with unauthorized parties, policy avoidance such as failure to run virus scanning software or using modems to dial in past the corporate firewall, and other, more malicious activities. These type of risks can be present in and apply to network services, architecture, operating systems, and applications. Centron Network Solutions is recommending' a vulnerability assessment the twenty-three router ports that make up the Contra Costa County Library network. In addition, Centron will conduct a Securtiy scan against any other seven devices or ports that Contra County Library IT staff deems appropiate. These devices can be file servers, routers, firewalls, or any other network device. We recommend that at least one of the devices be a' file server which users access on a regular basis. This scan will be completed using industry standard assessment Benefit Summary W Page 2 l� tools. if possible, the scanner will be customizedwith information from Contra Costa County Library's current security policy. This will allow it to not only scan for known vulnerabilities on the systems, but can then validate the devices for compliance against that security policy. The scan will be run against the devices specified from either within the Contra Costa County Library network or from the DMZ if applicable. Contra Costa County Library will specify time and day to run this scan. The time chosen should be one where, should the system become unavailable, it will present the least'impact on users. Several of the tests run during the vulnerability assessment can cause the server to stop responding to user requests. These tests can be completed in one day of on-site work. The Contra Costa County Library point-of-contact will need to provide access to the network for the test system to connect to. Once the assessment has been completed, the Centron Security Consultant will return to the office and compile the results. These results will be presented in three levels of detail. A'brief summary of these levels follows. Executive — Summarizes the organization's susceptibility to attack in relation to policy and vulnerability conditions. Line Management - Provides detailed network host configuration and vulnerability information. The reports identify all services, vulnerabilities, severities and corrective actions. Technician—provides the most detailed information on the network's status, including instructions for how to fix and patch the vulnerabilities detected.
