On July 22, 1997, the Board authorized a $100,000.00 contract with Darwin Myers and Assoc to provide planning services for an approximate two year period. The contract was increased by $ 60,000.00 in March 1999 and the contract was extended through June 30, 2000. The funds for this contract have been expended. The proposed amendment would add $40,000.00 to the contract amount. FISCAL IMPACT No impact to the County General Fund. Contract costs will be covered by funds within the solid waste, administration and Water Agency budgets approved for FY90- 00. BACKGROUND/REASONS FOR RECOMMENDATIONS Presently, the Community Development Department has contracted with Ms. Kae Ono, Independent Contractor, to provide technical assistance on a number of solid waste and recycling programs as well as to assist in the preparation of the upcoming Census 2000 program and to research available grants and prepare grant applications for solid waste and Water Agency activities. During the past summer, the Department had significant difficulty in recruiting to provide technical assistance needed by the Conservation programs. Two recruitment efforts were necessary in order to obtain Ms. Ono's services. This amendment, which would be effective January 1 , 2000, increases the contract arnount from $15,460.00 to $31 ,260.00, and extends the contract term from January 31 , 2000 to ,lune 30, 2000. Under this contract amendment Ms. Ono will continue to provide the following services: 1. Prepare grant applications for the Division 2. Cather and document data for the "Children's Report Card" project 3. Assist with the County's demographic data responsibilities (including preparation for Census 20003) 4. Develop/implement waste reduction and recycling programs 5. Assist with water resources planning 6. Provide computer support to the Division (including web page development, desktop publishing and creation of GIS layers) 7- Provide ether technical assistance and support, as needed, to the planning staff of the Conservation Programs Division. In order to continue to retain the services of Ms. Ono, the Department needs to initiate the application process for an HC1 }B visa. HC1}B visas allow non-U.S. residents to remain in this country for specialized temporary employment Cup to 6 years). While application for the HMB visa is not routinely a part of obtaining contract services, the County has applied for and received H(1)B visas for ether non-resident employees in the past in instances where there has been difficulty in recruiting. FINANCIAL IMPACT: Costs for consultation and technical assistance are funded through the Workers' Compensation Self-insurance Trust Fund. BACKGROUND/REASONS FOR RECOMMENDATION: The Americans with Disabilities Act provides protection against discrimination to disabled individuals. The Act prohibits discrimination on the basis of disability in employment, public services and public accommodations. The Act makes employment discrimination against qualified individuals with a disability unlawful. Yancey County DATE: November 23, 1999 SUBJECT: Contract Accountemps Account Clerk Services SPECIFIC RFQUEST(S)OR RECOMMENDATIONS&BACKGROUND AND JUSTIFICATION RECOMMENDATIONS. Approve and authorize the District Attorney to increase the payment limit of the existing service contract (No. 46858) with Accountemps to provide a eleven temporary account clerks for the period from January 1, 2000 through June 30, 2000, by $232,848.00 to a total cost not to exceed $257,847.00. FINANCIAL IMPACT. Funding for this activity is built into the 1999-2000 County budget and is included in the initial Federal/State allocation to Contra Costa County. In the event that recent State legislation, which requires transition of Family Support from the District Attorney to County Administration decreases this allocation, Family Support expenditures may need to be reduced. Such a reduction may be partially achieved by early termination of this contract. REASONS FOR RECOMMENDATIONS/BACKGROUND: Our existing contract payment limit will expire at the end of December, 1999. The Family Support Division's conversion to the BEST System, to enhance and improve its collection effort, has resulted in a corresponding increase in the amount of account reviews that must be done so that the system can perform the necessary interest and UAP calculations. While four of these positions have been authorized as project positions, there is currently no existing list from which to fill them. The remaining seven positions represent the growth in activity resulting from BEST. Once all of the accounts are audited, the system will maintain them without user intervention. This is why temp staff'is requested rather than permanent staff. CONSEQUENCES OF NEGATIVE ACTION. Failure to approve this request would leave the District Attorney Family Support Division without adequate clerical accounting support. This lack of support would increase the time needed to resolve problems, reduce staff efficiency, and impact the ability to meet mandated requirements for collections and distribution of payments. The Community development Department determined that an Environmental Impact Report is required for the project. Requests for Proposals were sent to 16 prospective consultants on October 21, 1999. The Department recommends a contract be executed with Public Affairs Management for an amount not to exceed $125,000.
