APPROVE and AUTHORIZE the County Administrator, or designee, to execute a contract from
November 7, 1999 to June 30, 2000 with Andre L. Shumake, Sr. in the amount of $22,378 for his
work as the Career Center Coordinator of the North Richmond Employment Collaborative.
FISCAL IMPACT:
Funding is provided by a grant from the Department of Labor through a sub-contract with Rubicon
Programs, Inc. and a grant from the Zellerbach Family Fund.
BACKGROUNDfREASON(S) FOR RECOMMENDATION(S):
The North Richmond Employment Collaborative (NREC) is the community employment arm of the
Service Integration Program and supports the Service Integration Program's goal of increasing the
economic self-sufficiency of North Richmond and "Old Town" San Pablo families. Mr. Shumake will
be responsible for providing employment related support and resources to the North Richmond and
Old Town communities in a way that is consistent with the mission, values and purpose of the North
Richmond Employment Collaborative (NREC).

#38-460-1 with Antioch Partnership for {duality Child Care, Inc. in the amount of $70,358 for
Head Start program wrap around services for the period from January 1, 2000 through June 30,
2000, and;
B. APPROVE and AUTHORIZE the Community Services Director or designee to execute contract
#38-461-1 with YWCA of Contra Costa in the amount of $35,179 for Head Start program wrap
around services for the period from January 1, 2000 through June 30, 2000, and;
C. APPROVE and AUTHORIZE the Community Services Directoror designee to execute
Interagency Agreement #38-440-2 with the City of Martinez First Steps Preschool in the amount
of $35,179 for Head Start program wrap around services for the period from January 1, 2000
through June 30, 2000.
IL FINANCIAL. LMPACT:
No County funding is required. These contracts are funded through the 2000 Head Start Basic
Grant, and is included in the Community Services Department's FY 1999-00 budget. Funding for
the period from July 1, 2000 through December 31, 2000 will be included in the Department's FY
2000-01 budget.

III. CHILDREN'S IMPACT STATEMENT
The Community Services Department Head Start Program supports two of Contra Costa County's
community outcomes: "Children heady for and Succeeding in School" and "Families that are Safe,
Stable and Nurturing." These outcomes are achieved by offering comprehensive services, including
high quality early childhood education, nutrition, health, and social services, along with a strong
parent involvement focus, to low-income children throughout Contra Costa County. The overall
goal of the program is to bring about a greater degree of social competence in preschool children
from low-income families.
IV. REASONS FOR RECOMMENDATIONS/BACKGROUND:
The Executive Branch of the Federal government and the National Head Start Program have
promised the American public to serve one million children by the year 2001. Traditionally, most
Head Start children have been served in part-day, part year programs. With the implementation of
Welfare-to-Work measures, these services are no longer fit the needs of low-income populations.
In response to the need of Head Start parents and CalWORKs participants in the County, the Head
Start program has made a commitment in its 1999 - 2001 three year plan to provide Head Start
services to enrolled children for twelve hours per day, fifty-two weeks per year. The goal is to
provide a total of 3,690,960 hours, an increase of 370 percent using the same budget originally
provided for a part-day program.
This goal can be achieved through childcare partnerships. The Community Services Department has
already initiated a collaborative effort between its Head Start and Child Development Divisions, and
currently serves over 150 children. In a further effort to reach underserved and high need areas,
Contra Costa County Head Start has initiated contracts with the greater Richmond Social Services
Child Care Program in North Richmond and Cambridge Community Center Child Care Program in
Concord. As part of these agreements, a total of 44 children currently enrolled in full-day, year
round Child Development programs will be co-enrolled as Head Start children. Effectively, this
measure to "unstack classrooms" has freed up slots in County Head Start classrooms in other high
need areas such as Bay Point, Pittsburg and Antioch to operate full day, year round services for an
additional sixty-four children. With every "unstacking" measure, full day services are available for
double the amount of children, who will be served through contracts and existing Head start
classroom.
Approval of these contracts with Antioch Partnership for Quality Child Care, Inc., the YWCA of
Contra Costa, and the City of Martinez will allow for contractors' existing part-day State Preschool
programs to be extended to full-day services. As a result, the County Head Start program will serve
an additional 80 children in a full-day, full year environment at a significantly reduced cost.

I. RECOMMENDED ACTION.
APPROVE and AUTHORIZE the Community Services Director or designee to execute contract#33-499-
12 with First Baptist Church in the amount of $1,510,952 for Head Start Delegate Agency services for
the period from January 1, 2000 through December 31, 2000.
H. FINANCIAL IMPACT:
This program is federally funded by the U.S. Department of Health and Human Services, Administration
for Children and Families. First Baptist Church is responsible for the local, non-cash, in-kind match of
$377,738. Funding for the period from January 1, 2000 through June 30, 2000 is included in the
Department's FY 1999-00 Budget. Funding for the period from July 1, 2000 through December 31,
2000 will be will be included in the Department's proposed FY 2000-01 Budget.

1V. REASONS FOR RECOMMENDATIONS/BACKGROUND:
On September 21, 1999 the Board approved and authorized submission the 2000 Head Start Grant
Application to the U.S. Department of Health and Human Services, Administration for Children and
Families (ACF) to continue Head Start program services to approximately 1,659 children and their
families for the period from January 1, 2000 through December 31, 2000.
On December 1, 1998 the Board approved a contract with the above agency to continue Head Start
services in East Contra Costa County for the period from January 1, 1999 through December 31,
1999. This action is submitted in order to contract with the Delegate Agencies to continue, without
interruption, Head Start program services to children and families during the 2000 calendar year.
The format for the 2000 Delegate Agency contracts will be reviewed and approved by County
Counsel prior to execution.

RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to AMEND
contract #21-511 with Ms. Patricia King, raising the contract amount by $30,000 from $25,000 to a new
amount of$55,000, for court specialist services for the period from November 16, 1999 through May 30,
2000.
FINANCIAL IMPACT:
Total County cost for this contract will be $11,000 (20%), with federal and state funds covering the
remaining Contract costs.
BACKGROUND:
Ms. King's original six-month contract began last May and lapsed on November 15, 1999. This contract
amendment will extend Ms. King's contract for an additional six and a half months to meet the Employment
and Human Services Department's pressing needs for continuing court worker services.
EHSD currently lacks a pool of qualified candidates with the technical training required of child welfare
specialist workers. This, coupled with an extremely high caseload in the Hercules District Office, creates a
critical backlog of cases. Continuing temporary staffing of this position will ensure'staffing continuity and
avoid a backlog that could be detrimental to the children in the system.
The Department believes that it will be able to meet its ongoing needs for court specialist services by hiring a
permanent staff person to provide these services by the end of the contract term.

FINANCIAL IMPACT:
This is part of the Employment and Human Services Department Administrative Claim and
therefore approximately 20% County match.
BACKGROUND:
The Employment and Human Services Department client community includes many non-English
speaking people who primary languages include such divergence as Koran, Laotian, Tagalog,
Russian, Parsi, Afghani, Vietnamese, Sign, etc. For those clients whose language needs cannot
be met by staff, the Employment and Human Services Department contracts for on site and on-
call translation and interpreter services to provide the necessary communications for the conduct
of business, and meet Civil Rights requirements of the California Department of Social Service,
Manual Section 21-115. On September 28, 1999, the Board established the class of Translator,
allocated the class on the salary schedule and added 13 full time and two 20140 positions. An
eligibility list has not been created from which to fill these positions.
