SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTIt7N: Approve and authorize the Health Services Director to execute on behalf of the County, Contract Amendment Agreement #23-255-1 with Romax Development, Ltd. , effective November 15, 1999, to amend Contract #23-255, to increase the Contract payment limit by $50, 000, from $25, 000 to a new total of $75, 000 . FINANCIAL IMPACT: Funding for this Contract is included in the Department ' s Enterprise I budget . REASONS FOR RECOMMENDATIONS ISACKGROUND: In March, 1999, the County Administrator approved and the Purchasing Services Manager executed Contract #23-255 with Romax Development, Ltd. , for the period from February 15, 1999 through February 29, 2000, to provide consultation and technical assistance to the Department with regard to the Computer Output Laser Disc (COLD) Onbase System. Approval of Contract #24-681-19 (1) with Jean Michae es (dba Concord Blvd Home) SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATIONW : S) Approve and authorize the Health Services Director, or his designee (Donna Wigand) , to execute on behalf of the County, Contract #24-681-19 (1) with Jean Michaelides (dba Concord Blvd Home) , in the amount of $36, 000, for the period from October 1, 1999 through April 30, 2000, for the provision of augmented board and care services for County-referred mentally disordered clients. FISCAL IMPACT: Funding for this Contract is included in the Department ' s Fiscal Year 1999- 2000 Budget and is funded by Realignment funding 1000 . BACKGROUND/REASON t S) EOR RECOMMENDATION(S) : This Contract meets the social needs of the County' s population in that it provides augmentations of room and board, and twenty-four hour emergency residential care and supervision to eligible mentally disordered clients, who are specifically referred by the Mental Health Program Staff and who are served by County Mental Health Services . In July 1999, the County Administrator approved and the Purchasing Services Manager executed Contract ##24-681-19, for the period from May 1, 1999 through April. 30, 2000, for the provision of augmented Residential Board and Care Services for County-referred mentally disordered clients . In consideration of Contractor' s agreement to provide an increased level of services to County-referred mentally disordered clients who have multiple disabilities, County and Contractor have mutually agreed to terminate the existing Contract #24-681-19 and to substitute Contract #24-681-19 (1) in its place . Approval of Contract #24-681-19 (1) will allow Contractor to provide an increased level of care services to County-referred clients, through April 30, 2000 . ACTION: Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Unpaid Student Training Agreement, #22-052-3 with Hely Names College, for the period from November 1, 1999 through October 31, 2002, for provision of field instruction in the Health Services Department for the University' s Nursing students . FINANCIAL IMPACT: None. REASONS FOR RECOMMENDATIONSLBACKCROUNU: The purpose of this agreement is to provide Contractor' s Nursing students with the opportunity to integrate academic knowledge with application skills and attitudes at progressively higher levels of performance requirements and responsibility. Supervised field work experience for students is considered to be an integral part of berth the educational and professional preparation. The Health Services Department can provide the requisite field education, while at the same time, taking advantage of the students ' services to patients. FINANCIAL IMPACT: This contract is included in the Health Services Department Enterprise I budget . REASONS FOR RECOMMENDATIONS/BACKGROUND: For several years the County has contracted with registries to provide temporary medical professionals to assist Contra Costa Regional Medical. Center and Contra Costa Health Centers during peak loads, temporary absences, and emergency situations . There is a nationwide nursing and healthcare staff shortage, and in spite of persistent efforts to recruit nurses and other healthcare staff, the Department has experienced great difficulty in filling any vacant positions. Therefore, the Department has had to rely heavilyon the registry services in order to provide quality nursing care for patients . Under Contract #26-164-1, Agostini & Associates will provide temporary nursing registry services, as requested by the Department, through October 31, 2000 . FISCAL IMPACT: Funding is provided by a grant from the department of Labor through a sub-contract with Rubicon Programs, Inc. and a grant from the Zellerbach Family Fund. BACKGROUND/REASON'(S FOR RECOMMENDATION(S): The North Richmond Employment Collaborative (NREC) is the community 'employment arm of the Service Integration Program and supports the Service Integration Program's goal of increasing the economic self-sufficiency of North Richmond and "Old Town" San Pablo families.
