SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Accept the report of Supervisor John Gioia on the City/County Planning/Team
Building Retreat to benefit North Richmond.
FISCAL IMPACT
Cost of County staff time to participate in the Community Action Plan for one year
goals established through November 1, 2000. Some consultant cost for the
assistance of a professional facilitator for developing the Community Action Plan.
BACKGROUND/REAS ONS FOR RECOMMENDATIONS
On October 18, 1999, department heads and senior staff of both the County and the
City of Richmond, along with Mayor Corbin and 1, conducted an intensive, one-day
team-building retreat. The aim of this retreat was to identify the strengths and areas
needing improvement in the City/County working relationship as it relates to the
North Richmond community. In addition, the team identified external factors and
trends which could have a positive as well as negative impacts on North Richmond
and the City/County working relationship within the next year. Further, based upon
the foregoing, the team identified what were deemed to be attainable goals which
the City/County collaboration could accomplish within the next year. Finally, the
steps and follow-up time frames needed to accomplish the goals were identified.
A copy of the retreat record is attached; it identifies the foregoing information in
some detail. I expect to return to the Board of Supervisors with regular progress
reports on this team building process and to request the Board=s assistance in
retaining a facilitator for development of the Community Action Plan in the coming
months.
The City/County effort compliments the effort of the Federal Regional Task Force in
targeting the North Richmond community.

ECONOMIC DEVELOPMENT STRATEGY FOR NORTH RICHMOND
SIX MCT q`H ST'RAT'EGIC OBJECTIVES:
1. By January 1,2000,City and Countv Redevelopment Directors(Jim and Dave,co-leads),the
City Finance Director, the Planning Directors and the Public Works Directors will initiate a
Public/Private,Partnership to fund infrastructure needed for employment-generating land uses
and report to the City/County Planning team.
2. By May 1,2000, the City and County Redevelopment Directors(Jim and Dave,co-leads)will
develop coordinated marketing materials for North Richmond.
3. By May 1,2000, the City and County Redevelopment Directors(Jim and Dave,co-leads), the
Planning Directors and the Employment and Training Directors will develop and begin to
implement a First Source Hiring Program for the Greater North Richmond area.
4. By May 1,2000, the Citv and County Redevelopment Directors(Jim and Dave,co-leads), the
Finance Directors and Public Works Directors will conduct and identify funding sources to
fund an inventory infrastructure needs assessment(e.g. drainage,curbs,gutters, sidewalks) in
North Richmond.
ONE YEAR GOAL: IMPROVE COMMUNICATION AMONG CITY,COUNTY
AND COMMUNITY
SIX MONTH STRATEGIC OBJEC`TES.
1. Monthly, the City-County Community Oversight Team(Richmond Assistant City Manager,
Assistant County Administrator,chair of North Richmond MAC and Chair of Shields-Reid
Neighborhood Council)will identify the accomplishments regarding the goals and objectives
from the October 1999 Citv-County Planning and Team Building Retreat and revise(amend,add,
and/or delete)objectives, as needed.
2. By November 15,1999, the City-County Community Oversight Team will convene a meeting
and develop a format and process for ongoing city-county-community accountability and
collaboration.
3. By November 15, 199'9, the Department Heads and Assistant City Manager/Assistant CAO
will identify their representatives to the Comet Team.

4. By December 15, 1 , the newly established Comet Team (representatives appointed by the
Department Heads from city-county law enforcement, public works, planning/community
development, building inspection, housing, redevelopment, health, workforce preparation,
community representatives and the Assistant County Administrative Officer and Assistant City
Manager <John G. and Leveron--co-leads>) will begin meeting regularly to oversee and initiate
the operational activities(e.g. putting mail boxes on the street)identified by the City-County-
Community Oversight Team,including the six month objectives established at the October City-
Council Planning-Team Building retreat and the Community Action Plan.
ONE YEAR GOAL: DEVELOP WITH THE COMMUNITY A COMMUNITY
ACTION PLAN THAT REFLECTS CITY AND COUNTY
PORTIONS OF NORTH RICHMOND
SIX MONTH STRATEGIC OBJECTIVES:
1. By November 15,1999, the City Manager,County Administrators,County Supervisor and
Richmond Mayor(John Gioia, lead)will identify city/county staff and community members to
work on the Community Action Plan process for the city and county portions of North
Richmond.
2. By January 1,2000, the Supervisor, Mayor,City Manager and County Administrator
(Rosemary and John Gioia,co-leads)will identify a facilitator and funding source for the
Community Action Plan.
3. By February 1,2000, the City Council and Board of Supervisors(Rosemary and John Gioia,
co-leads)will hire the facilitator to initiate the community planning process.
ONE YEAR GOAL: ENHANCE AND COORDINATE ACTIVI`T'IES WHICH
IMPROVE THE PHYSICAL CONDITION OF NORTH
RICHMOND
SIX MONTH STRATEGIC OBJEC`TWES:
1. By lvlay 1, 2000, the City and County Public Works Directors,Planning Directors,
Redevelopment Directors and community representatives from MAC and Shields-Reid
Neighborhood Council (Rick and Mike,co-leads)will develop common infrastructure standards
(e.g. lighting, streets, gutters,curbs)in Greater North Richmond.
2. By May 1, 2000, the City and County Building Inspector Directors(Carlos B.and Fred C.,co-
leads), Community Development Directors,Housing Director,and Redevelopment Directors
will develop an inventory of greater North Richmond which identifies problem buildings and
characteristics and for each building develop a recommended action(e.g. rehab, removal,etc.).

I By May 1,2000, the assistant City Manager(co-lead), the Assistant County Administrator,
Mayor,Supervisor Gioia (co-iead),County Community Development Director,county General
Services Director, Public Works Directors,and a liaison from the City Manager's office will
develop a plan for a more effective trash elimination program in concert with the community and
waste connpanies for Greater North Richmond.
4. By Mav 1, 2000, the City/County Code Enforcement Officers,Attorneys,Sheriff,Fire Marshall,
Supervisor Gioia, Mayor, Redevelopment Directors, Building;Inspection Directors,
Environmental Health(Fred and John Gioia,co-leads)will propose a Community Preservation
Program (e.g.abating abandoned vehicles; buildings, lots).

COORDINATED SYSTEM OF WORKFORCE
DEVELOPMENT
SIX MONTH S'T'RATEGIC OBJECTIVES:
1. By Mav 1, 2000, Upesi(City of Richmond Employment and Training Director)and Ron
(Executive Director,Contra Costa Workforce Investment Board)-dead will sponsor a joint
Community Forum on a needs and expectations assessment of the workforce development
system in North Richmond.
2. By May 1, 2000, Upesi-lead and Ron will develop and begin to implement a coordinated
private sector summer jobs program for North Richmond youth.
3. By May 1, 2000, Upesi-lead, Ron,and the Richmond Director of Recreation and Parks,will
sponsor a Joint Community Forum on a needs and expectations assessment on youth job training
and employment opportunities for North Richmond.
ONE YEAR GOAL: ENHANCE AND COORDINATE ACTIVITIES WHICH
IMPROVE THE PUBLIC SAFETY OF NORTH RICHMOND
SIX MONTH STRATEGIC OBJECTIVES:
1. By February 1,2000, the County Sheriff and the Richmond Police Chief will establish
interagency communication and coordination and identify three new enforcement projects
among public safety representatives serving North Richmond (e.g.drug investigations, gangs).
2. By March 1,2000, the County Sheriff and Richmond Police Chief will implement a program of
25 volunteers who will provide public staffing support services(e.g. give out information,take
minor reports,give out crime prevention tips)at a joint County-City Annex in North Richmond.

3. By klav 1, 2000, the Dire Chiefs, Police Chief anal Sheriff(Joe-lead) will assess the feasibility of
developing a Joint Police,/Fire Youth Academy in North Richmond.
4, By May 1, 2000, the Weed and Seed Steering Committee(Bob McEwan, lead)will explore
expansion of the Weed and Seed Program into the incorporated part of North Richmond and
make a recommendation to the City �vlanager's office.
