Recommended Action: 1. Accept this report on the Metropolitan Transportation Commission's (MTC) Transportation Blueprint for the 21'4 Century (Blueprint); and 2. Direct the Community Development Director to assist the Chair of the Board of Supervisor in organizing a workshop to discuss the implications of projects should be included in MTC's Blueprint for Contra Costa County, and invite representatives from MTC, the Association of Bay Area Governments, the Contra Costa Transportation Authority, and the Bay Area Air Quality Management District to attend this workshop of the Board of Supervisors, Il. Financial Impact: None. Ill. Reasons for Recommendations and Background: In December of 1998, the Metropolitan Transportation Commission (MTC) initiated of a year-long regional planning effort to develop what is being called the Bay Area Transportation Blueprint for the 21 st Century (Blueprint). The primary purpose of the Blueprint is to explore Improvements and expansions of the Bay Area's highway and transit systems that are beyond the financial reach of existing revenues. Reasons for Recommendations and Background (continued): task in the Blueprint scope is consensus building and stakeholder outreach, The Contra Costa Transportation Authority is supportive of this effort because it will help establish a framework for a potential Measure C-88 sales tax rollover in 2009. On March 2, 1999, the Board of Supervisors referred this subject to the Transportation, Water and Infrastructure Committee, On December 6, the Committee reviewed the candidate Blueprint projects for Contra Costa, A copy of this material is included as Exhibit A. This information also includes preliminary findings from MTC regarding the cost of these projects and how they compare with the most promising candidate projects as determined in MTC's preliminary analysis. The candidate projects for Contra Costa exceed $7 billion. This compares with approximately $1.7 billion that might be generated by a renewal of our Measure C-88 transportation sales tax program. MTC has requested the cities and the Board to provide guidance on Contra Costa's Blueprint priorities. The Committee believes that the Board of Supervisors, with general-purpose countywide responsibilities, can provide an important perspective to MTC.
